Alternative Electrochemical Salt Waste Forms, Summary of FY2010 Results

In FY2009, PNNL performed scoping studies to qualify two waste form candidates, tellurite (TeO2-based) glasses and halide minerals, for the electrochemical waste stream for further investigation. Both candidates showed promise with acceptable PCT release rates and effective incorporation of the 10% fission product waste stream. Both candidates received reprisal for FY2010 and were further investigated. At the beginning of FY2010, an in-depth literature review kicked off the tellurite glasses study. The review was aimed at ascertaining the state-of-the-art for chemical durability testing and mixed chloride incorporation for tellurite glasses. The literature review led the authors to 4 unique binary and 1 unique ternary systems for further investigation which include TeO2 plus the following: PbO, Al2O3-B2O3, WO3, P2O5, and ZnO. Each system was studied with and without a mixed chloride simulated electrochemical waste stream and the literature review provided the starting points for the baseline compositions as well as starting points for melting temperature, compatible crucible types, etc. The most promising glasses in each system were scaled up in production and were analyzed with the Product Consistency Test, a chemical durability test. Alternative Mechanical Structure for LARP Nb3Sn Quadrupoles

An alternative structure for the 120 mm Nb{sub 3}Sn quadrupole magnet presently under development for use in the upgrade for LHC at CERN is presented. The goals of this structure are to build on the existing technology developed in LARP with the LQ and HQ series magnets and to further optimize the features required for operation in the accelerator. These features include mechanical alignment needed for field quality and provisions for cold mass cooling with 1.9 K helium in a helium pressure vessel. The structure will also optimize coil azimuthal and axial pre-load for high gradient operation, and will incorporate features intended to improve manufacturability, thereby improving reliability and reducing cost.

Alternative Muon Front-end for the International Design Study (IDS)

We discuss alternative designs of the muon capture front end of the Neutrino Factory International Design Study (IDS). In the front end, a proton bunch on a target creates secondary pions that drift into a capture channel, decaying into muons. A sequence of RF cavities forms the resulting muon beams into strings of bunches of differing energies, aligns the bunches to (nearly) equal central energies, and initiates ionization cooling. This design is affected by limitations on accelerating gradients within magnetic fields. The effects of gradient limitations are explored, and mitigation strategies are presented.

An American Academy for Training Safeguards Inspectors - An Idea Revisited

In 2009, we presented the idea of an American academy for training safeguards inspectors for the International Atomic Energy Agency (IAEA), due to the declining percentage of Americans in that international organization. In this paper we assert that there is still a compelling need for this academy. While the American Safeguards Academy would be useful in preparing and pre-training American inspectors for the IAEA, it would also be useful for preparing Americans for domestic safeguards duties in the U.S. Department of Energy (DOE), U.S. DOE National Laboratories, and the U.S. Nuclear Regulatory Commission (NRC). It is envisioned that such an academy would train graduate and post-graduate university students, DOE National Laboratory interns, and nuclear safeguards professionals in the modern equipment, safeguards measures, and approaches currently used by the IAEA. It is also envisioned that the Academy would involve the domestic nuclear industry, which could provide use of commercial nuclear facilities for tours and demonstrations of the safeguards tools and methods in actual nuclear facilities. This would be in support of the U.S. DOE National Nuclear Security Administration’s Next Generation Safeguards Initiative (NGSI). The purpose of this document is to evaluate the opportunity for Letterkenny Army Depot (LEAD or the Depot) to utilize biogenic methane, which may be available in shale formations under the Depot, to provide a supplemental source of natural gas that could allow the Depot to increase energy independence. Both the Director and Deputy of Public Works at the Depot are supportive in general of a methane production project, but wanted to better understand the challenges prior to embarking on such a project. This report will cover many of these issues. A similar project has been successfully developed by the U. S. Army at Ft. Knox, KY, which will be explained and referred to throughout this report as a backdrop to discussing the challenges and opportunities at LEAD, because the geologic formations and possibilities at both sites are similar. Prior to discussing the opportunity at LEAD, it is important to briefly discuss the successful methane recovery operation at Ft. The purpose of this document is to report on the evaluation of geothermal resource potential on and around three different United States (U. S.) Air Force Bases (AFBs): Nellis AFB and Air Force Range (AFR) in the State of Nevada (see maps 1 and 5), Holloman AFB in the State of New Mexico (see map 2), and Mountain Home AFB in the State of Idaho (see map 3). All three sites are located in semi-arid parts of the western U. S. The U. S. Air Force, through its Air Combat Command (ACC) located at Langley AFB in the State of Virginia, asked the Federal Energy Management Program (FEMP) for technical assistance to conduct technical and feasibility evaluations for the potential to identify viable geothermal resources on or around three different AFBs. Idaho National Laboratory (INL) is supporting FEMP in providing technical assistance to a number of different Federal Agencies. For this report, the three different AFBs are considered one project because they all deal with potential geothermal resource evaluations. The Amphimedon queenslandica genome and the evolution of animal complexity

Sponges are an ancient group of animals that diverged from other metazoans over 600 million years ago. Here we present the draft genome sequence of Amphimedon queenslandica, a demosponge from the Great Barrier Reef, and show that it is remarkably similar to other animal genomes in content, structure and organization. Comparative analysis enabled by the sponge sequence reveals genomic events linked to the origin and early evolution of animals, including the appearance, expansion, and diversification of pan-metazoan transcription factor, signaling pathway, and structural genes. This diverse 'toolkit' of genes correlates with critical aspects of all metazoan body plans, and comprises cell cycle control and growth, development, somatic and germ cell specification, cell adhesion, innate immunity, and allorecognition. Notably, many of the genes associated with the emergence of animals are also implicated in cancer, which arises from defects in basic processes associated with metazoan multicellularity.

The objective of the mapping project was to provide USFWS refuge biologists and planners with detailed vegetation and habitat information that can be referenced to make better decisions regarding wildlife resources, fuels and fire risk, and land management. This letter report describes the datasets and methods used to develop vegetation cover type and shrub canopy cover maps for the Hart Mountain National Antelope Refuge. The two map products described in this report are 1) a vegetation cover classification that provides updated information on the vegetation associations occurring on the refuge and 2) a map of shrub canopy cover based on high-resolution images and field data.

ANALYSIS OF A HIGH TEMPERATURE GAS-COOLED REACTOR POWERED HIGH TEMPERATURE ELECTROLYSIS HYDROGEN PLANT

An updated reference design for a commercial-scale high-temperature electrolysis (HTE) plant for hydrogen production has been developed. The HTE plant is powered by a high-temperature gas-cooled reactor (HTGR) whose configuration and operating conditions are based on the latest design parameters planned for the Next Generation Nuclear Plant (NGNP). The current HTGR reference design specifies a reactor power of 600 MWt, with a primary system pressure of 7.0 MPa, and reactor inlet and outlet fluid temperatures of 322°C and 750°C, respectively. The reactor heat is used to produce heat and electric power to the HTE plant. A Rankine steam cycle with a power conversion efficiency of 44.4% was used to provide the electric power. The electrolysis unit used to produce hydrogen includes 1.1 million cells with a per-cell active area of 225 cm2. The reference hydrogen production plant operates at a system pressure of 5.0 MPa, and utilizes a steam-sweep system to remove the excess oxygen that is evolved on the anode (oxygen) side of the electrolyzer. The overall system thermal-to-hydrogen production efficiency (based on the higher heating value of the produced hydrogen) is 42.8% at a hydrogen production rate of 1.85 kg/s (66 million SCFD) and an oxygen production rate …

Analysis of advanced biofuels.

Long chain alcohols possess major advantages over ethanol as bio-components for gasoline, including higher energy content, better engine compatibility, and less water solubility. Rapid developments in biofuel technology have made it possible to produce C{sub 4}-C{sub 5} alcohols efficiently. These higher alcohols could significantly expand the biofuel content and potentially replace ethanol in future gasoline mixtures. This study characterizes some fundamental properties of a C{sub 5} alcohol, isopentanol, as a fuel for homogeneous-charge compression-ignition (HCCI) engines. Wide ranges of engine speed, intake temperature, intake pressure, and equivalence ratio are investigated. The elementary autoignition reactions of isopentanol is investigated by analyzing product formation from laser-photolytic Cl-initiated isopentanol oxidation. Carbon-carbon bond-scission reactions in the low-temperature oxidation chemistry may provide an explanation for the intermediate-temperature heat release observed in the engine experiments. Overall, the results indicate that isopentanol has a good potential as a HCCI fuel, either in neat form or in blend with gasoline.

Analysis of Bulk and Thin Film Model Samples Intended for Investigating the Strain Sensitivity of Niobium-Tin

Bulk samples and thin films were fabricated and characterized to determine their suitability for studying the effect of composition and morphology on strain sensitivity. Heat capacity and resistivity data are used to determine the critical temperature distribution. It is found that all bulk samples contain stoichiometric Nb{sub 3}Sn regardless of their nominal Nb to Sn ratio. Furthermore, in bulk samples with Cu additions, a bi-modal distribution of stoichiometric and off-stoichiometric Nb-Sn is found. Thus the nominally off-stoichiometric bulk samples require additional homogenization steps to yield homogeneous off-stoichiometric samples. A binary magnetron-sputtered thin film has the intended off-stoichiometric Nb-Sn phase with a mid-point critical temperature of 16.3 K. This type of sample is a suitable candidate for investigating the strain sensitivity of A15 Nb{sub 1-{beta}}Sn{sub {beta}}, with 0.18 < {beta} < 0.25. The strain sensitivity of Nb-Sn as a function of composition and morphology is important for an in-depth understanding of the strain sensitivity of composite Nb{sub 3}Sn wires.

Analysis of Developing Gas/liquid Two-Phase Flows

The goal of this work is to develop a mechanistically based CFD model that can be used to simulate process equipment operating in the churn-turbulent regime. The simulations were performed using a state-of-the-art computational multiphase fluid dynamics code, NPHASE–CMFD [Antal et al,2000]. A complete four-field model, including the continuous liquid field and three dispersed gas fields representing bubbles of different sizes, was first carefully tested for numerical convergence and accuracy, and then used to reproduce the experimental results from the TOPFLOW test facility at Forschungszentrum Dresden-Rossendorf e.V. Institute of Safety Research [Prasser et al,2007]. Good progress has been made in simulating the churn-turbulent flows and comparison the NPHASE-CMFD simulations with TOPFLOW experimental data. The main objective of the paper is to demonstrate capability to predict the evolution of adiabatic churn-turbulent gas/liquid flows. The proposed modelling concept uses transport equations for the continuous liquid field and for dispersed bubble fields [Tselishcheva et al, 2009]. Along with closure laws based on interaction between bubbles and continuous liquid, the effect of height on air density has been included in the model. Analysis of Federal Subsidies: Implied Price of Carbon

For informed climate change policy, it is important for decision makers to be able to assess how the costs and benefits of federal energy subsidies are distributed and to be able to have some measure to compare them. One way to do this is to evaluate the implied price of carbon (IPC) for a federal subsidy, or set of subsidies; where the IPC is the cost of the subsidy to the U.S. Treasury divided by the emissions reductions it generated. Subsidies with lower IPC are more cost effective at reducing greenhouse gas emissions, while subsidies with a negative IPC act to increase emissions. While simple in concept, the IPC is difficult to calculate in practice. Calculation of the IPC requires knowledge of (i) the amount of energy associated with the subsidy, (ii) the amount and type of energy that would have been produced in the absence of the subsidy, and (iii) the greenhouse gas emissions associated with both the subsidized energy and the potential replacement energy. These pieces of information are not consistently available for federal subsidies, and there is considerable uncertainty in cases where the information is available. Analysis of Flood Hazards for the Materials and Fuels Complex at the Idaho National Laboratory Site

Researchers at Pacific Northwest National Laboratory conducted a flood hazard analysis for the Materials and Fuels Complex (MFC) site located at the Idaho National Laboratory (INL) site in southeastern Idaho. The general approach for the analysis was to determine the maximum water elevation levels associated with the design-basis flood (DBFL) and compare them to the floor elevations at critical building locations. Two DBFLs for the MFC site were developed using different precipitation inputs: probable maximum precipitation (PMP) and 10,000 year recurrence interval precipitation. Both precipitation inputs were used to drive a watershed runoff model for the surrounding upland basins and the MFC site. Outflows modeled with the Hydrologic Engineering Centers Hydrologic Modeling System were input to the Hydrologic Engineering Centers River Analysis System hydrodynamic flood routing model.

Analysis of Halogen-Mercury Reactions in Flue Gas

Oxidized mercury species may be formed in combustion systems through gas-phase reactions between elemental mercury and halogens, such as chorine or bromine. This study examines how bromine species affect mercury oxidation in the gas phase and examines the effects of mixtures of bromine and chlorine on extents of oxidation. Experiments were conducted in a bench-scale, laminar flow, methane-fired (300 W), quartz-lined reactor in which gas composition (HCl, HBr, NO{sub x}, SO{sub 2}) and temperature profile were varied. In the experiments, the post-combustion gases were quenched from flame temperatures to about 350 C, and then speciated mercury was measured using a wet conditioning system and continuous emissions monitor (CEM). Supporting kinetic calculations were performed and compared with measured levels of oxidation. A significant portion of this report is devoted to sample conditioning as part of the mercury analysis system. In combustion systems with significant amounts of Br{sub 2} in the flue gas, the impinger solutions used to speciate mercury may be biased and care must be taken in interpreting mercury oxidation results. The best-performing system was estimated to produce hydrogen at costs ($1.67/kg) within Department of Energy targets ($2.10/kg) for central biomass-derived hydrogen production while also providing value-added energy services to the electric grid.

Following a hot or cold thermal soak, vehicle climate control systems (air conditioning or heat) are required to quickly attain a cabin temperature comfortable to the vehicle occupants. In a plug-in hybrid electric or electric vehicle (PEV) equipped with electric climate control systems, the traction battery is the sole on-board power source. Depleting the battery for immediate climate control results in reduced charge-depleting (CD) range and additional battery wear. PEV cabin and battery thermal preconditioning using off-board power supplied by the grid or a building can mitigate the impacts of climate control. This analysis shows that climate control loads can reduce CD range up to 35%. However, cabin thermal preconditioning can increase CD range up to 19% when compared to no thermal preconditioning. In addition, this analysis shows that while battery capacity loss over time is driven by ambient temperature rather than climate control loads, concurrent battery thermal preconditioning can reduce capacity loss up to 7% by reducing pack temperature in a high ambient temperature scenario.
