Advanced Engine/Aftertreatment System R&D

Navistar and ORNL established this CRADA to develop diesel engine aftertreatment configurations and control strategies that could meet emissions regulations while maintaining or improving vehicle efficiency. The early years of the project focused on reducing the fuel penalty associated with lean NOx trap (LNT, also known as NOx adsorber catalyst) regeneration and desulfation. While Navistar pursued engine-based (in-cylinder) approaches to LNT regeneration, complementary experiments at ORNL focused on in-exhaust fuel injection. ORNL developed a PC-based controller for transient electronic control of EGR valve position, intake throttle position, and actuation of fuel injectors in the exhaust system of a Navistar engine installed at Oak Ridge. Aftertreatment systems consisting of different diesel oxidation catalysts (DOCs) in conjunction with a diesel particle filter and LNT were evaluated under quasi-steady-state conditions. Hydrocarbon (HC) species were measured at multiple locations in the exhaust system with Gas chromatograph mass spectrometry (GC-MS) and Fourier transform infrared (FTIR) spectroscopy.

The purpose of the Advanced Fuels Campaign (AFC) Execution Plan is to communicate the structure and management of research, development, and demonstration (RD&D) activities within the Fuel Cycle Research and Development (FCRD) program. Included in this document is an overview of the FCRD program, a description of the difference between revolutionary and evolutionary approaches to nuclear fuel development, the meaning of science-based development of nuclear fuels, and the 'Grand Challenge' for the AFC that would, if achieved, provide a transformational technology to the nuclear industry in the form of a high performance, high reliability nuclear fuel system. The activities that will be conducted by the AFC to achieve success towards this grand challenge are described and the goals and milestones over the next 20 to 40 year period of research and development are established.

Advanced High Temperature Reactor Systems and Economic Analysis

The Advanced High Temperature Reactor (AHTR) is a design concept for a large-output [3400 MW(t)] fluoride-salt-cooled high-temperature reactor (FHR). FHRs, by definition, feature low-pressure liquid fluoride salt cooling, coated-particle fuel, a high-temperature power cycle, and fully passive decay heat rejection. The AHTR's large thermal output enables direct comparison of its performance and requirements with other high output reactor concepts. As high-temperature plants, FHRs can support either high-efficiency electricity generation or industrial process heat production. The AHTR analysis presented in this report is limited to the electricity generation mission. FHRs, in principle, have the potential to be low-cost electricity producers while maintaining full passive safety. However, no FHR has been built, and no FHR design has reached the stage of maturity where realistic economic analysis can be performed. The system design effort described in this report represents early steps along the design path toward being able to predict the cost and performance characteristics of the AHTR as well as toward being able to identify the technology developments necessary to build an FHR power plant. The U.S. Department of Energy (DOE) is sponsoring research, development, and deployment on light water reactor sustainability (LWRS), in which the Idaho National Laboratory (INL) is working closely with nuclear utilities to develop technologies and solutions to help ensure the safe operational life extension of current reactors. As technologies are introduced that change the operation of the plant, the LWRS pilot projects can help identify their best-advanced uses and help demonstrate the safety of these technologies. In early testing of operator performance given these emerging technologies will ensure the safety and usability of systems prior to large-scale deployment and costly verification and validation at the plant. The aim of these collaborations, demonstrations, and approaches are intended to lessen the inertia that sustains the current status quo of today's II&C systems technology, and to motivate transformational change and a shift in strategy to a long-term approach to II&C modernization that is more sustainable. Advanced Test Reactor Core Modeling Update Project Annual Report for Fiscal Year 2011

Legacy computational reactor physics software tools and protocols currently used for support of Advanced Test Reactor (ATR) core fuel management and safety assurance and, to some extent, experiment management are obsolete, inconsistent with the state of modern nuclear engineering practice, and are becoming increasingly difficult to properly verify and validate (V&V). Furthermore, the legacy staff knowledge required for application of these tools and protocols from the 1960s and 1970s is rapidly being lost due to staff turnover and retirements. In 2009 the Idaho National Laboratory (INL) initiated a focused effort to address this situation through the introduction of modern high-fidelity computational software and protocols, with appropriate V&V, within the next 3-4 years via the ATR Core Modeling and Simulation and V&V Update (or 'Core Modeling Update') Project. This aggressive computational and experimental campaign will have a broad strategic impact on the operation of the ATR, both in terms of improved computational efficiency and accuracy for support of ongoing DOE programs as well as in terms of national and international recognition of the ATR National Scientific User Facility (NSUF). A letter report issued by the Government Accountability Office with an abstract that begins "The United States has allocated over $72 billion to Afghanistan since 2002. With other international donors, it is focused on transitioning leadership to the Afghan government and has pledged to provide at least 50 percent of its development aid through the Afghan government budget. Improving Afghanistan's public financial management capacity is critical to this transition. In 2010, the Afghan government, consulting with donors, issued a Public Financial Management Roadmap (Roadmap), which outlines goals to improve Afghanistan's capacity to develop a national budget and expend funds. GAO reviewed (1) U.S. efforts to improve the Afghan government's public financial management capacity, including the extent to which they support Roadmap goals, and (2) the extent to which U.S. efforts have improved the government's capacity. GAO reviewed documents and interviewed officials from the U.S. Agency for International Development (USAID); Departments of State, Defense (DOD), and the Treasury (Treasury); World Bank; and Afghan government in Washington, D.C., and Kabul, Afghanistan."

Afghanistan's Donor Dependence

Correspondence issued by the Government Accountability Office with an abstract that begins "The United States has allocated over $72 billion to secure, stabilize, and rebuild Afghanistan since 2002, and the President requested over $18 billion for these purposes for fiscal year 2012. GAO has on numerous occasions raised doubts about the Government of the Islamic Republic of Afghanistan's (GIRoA) ability to fund its public expenditures--funds spent to provide public services to the Afghan population, such as security, infrastructure projects, and government salaries. In 2005, we reported that Afghanistan had limited resources and recommended that the Secretaries of State and Defense develop plans for funding the Afghan national security forces (ANSF).1 In 2007 and 2008, we reported that it was essential to develop future funding requirements for the ANSF and a strategy for transitioning these responsibilities to GIRoA.2 In 2008, Congress also mandated that the Department of Defense provide a long-term plan for sustaining the ANSF, including future funding requirements. The Department of Defense, however, has yet to provide the Congress an estimate of the cost to sustain the Afghanistan National Security Forces.3 In 2011, we again recommended that the U.S. and international partners develop estimates of the future funding needed …

AGC-1 Post Irradiation Examination Status

The Next Generation Nuclear Plant (NGNP) Graphite R&D program is currently measuring irradiated material property changes in several grades of nuclear graphite for predicting their behavior and operating performance within the core of new Very High Temperature Reactor (VHTR) designs. The Advanced Graphite Creep (AGC) experiment consisting of six irradiation capsules will generate this irradiated graphite performance data for NGNP reactor operating conditions. All six AGC capsules in the experiment will be irradiated in the Advanced Test Reactor (ATR), disassembled in the Hot Fuel Examination Facility (HFEF), and examined at the INL Research Center (IRC) or Oak Ridge National Laboratory (ORNL). This is the first in a series of status reports on the progress of the AGC experiment. As the first capsule, AGC1 was irradiated from September 2009 to January 2011 to a maximum dose level of 6-7 dpa. The capsule was removed from ATR and transferred to the HFEF in April 2011 where the capsule was disassembled and test specimens extracted from the capsules. The first irradiated samples from AGC1 were shipped to the IRC in July 2011and initial post irradiation examination (PIE) activities were begun on the first 37 samples received. Airline Passenger Protections: More Data and Analysis Needed to Understand Effects of Flight Delays

A letter report issued by the Government Accountability Office with an abstract that begins "Flight delays and cancellations are disruptive and costly for passengers, airlines, and the economy. Long tarmac delays have created hardships for some passengers. To enhance passenger protections in the event of flight disruptions, the U.S. Department of Transportation (DOT) recently introduced passenger protection regulations, including a rule that took effect in April 2010 designed to prevent tarmac delays more than 3 hours (the tarmac delay rule), as well as other efforts to improve passenger welfare. As requested, this report addresses (1) whether flight delays and cancellations differ by community size; (2) how DOT's tarmac delay rule has affected passengers and airlines; and (3) how passenger protection requirements in the United States, Canada, and the European Union (EU) affect passengers and airlines. GAO analyzed DOT data, including through the use of regression models, as well as data from FlightStats, a private source of flight performance information. GAO also reviewed documents and interviewed government, airline, and consumer group officials in the United States, Canada, and the EU."
