A1.5 Fusion Performance

Analysis and radiation hydrodynamics simulations for expected high-gain fusion target performance on a demonstration 1-GWe Laser Inertial Fusion Energy (LIFE) power plant in the mid-2030s timeframe are presented. The required laser energy driver is 2.2 MJ at a 0.351-{micro}m wavelength, and a fusion target gain greater than 60 at a repetition rate of 16 Hz is the design goal for economic and commercial attractiveness. A scaling-law analysis is developed to benchmark the design parameter space for hohlraum-driven central hot-spot ignition. A suite of integrated hohlraum simulations is presented to test the modeling assumptions and provide a basis for a near-term experimental resolution of the key physics uncertainties on the National Ignition Facility (NIF). The NIF is poised to demonstrate ignition by 2012 based on the central hot spot (CHS) mode of ignition and propagating thermonuclear burn [1]. This immediate prospect underscores the imperative and timeliness of advancing inertial fusion as a carbon-free, virtually limitless source of energy by the mid-21st century to substantially offset fossil fuel technologies. Advancement of DOE's EnergyPlus Building Energy Simulation Payment

EnergyPlus{sup TM} is a new generation computer software analysis tool that has been developed, tested, and commercialized to support DOE’s Building Technologies (BT) Program in terms of whole-building, component, and systems R&D (http://www.energyplus.gov). It is also being used to support evaluation and decision making of zero energy building (ZEB) energy efficiency and supply technologies during new building design and existing building retrofits. The 5-year project was managed by the National Energy Technology Laboratory and was divided into 5 budget period between 2006 and 2011. During the project period, 11 versions of EnergyPlus were released. This report summarizes work performed by an EnergyPlus development team led by the University of Central Florida’s Florida Solar Energy Center (UCF/FSEC). The team members consist of DHL Consulting, C. O. Pedersen Associates, University of Illinois at Urbana-Champaign, Oklahoma State University, GARD Analytics, Inc., and WrightSoft Corporation. The project tasks involved new feature development, testing and validation, user support and training, and general EnergyPlus support. The team developed 146 new features during the 5-year period to advance the EnergyPlus capabilities. Analysis of 2009 International Energy Conservation Code Requirements for Residential Buildings in Mesa, Arizona

The 2009 International Energy Conservation Code (IECC) contains several major improvements in energy efficiency over the 2006 IECC and the 2003 IECC. The notable changes are: (1) Improved duct sealing verified by testing the duct system; (2) Increased duct insulation; (3) Improvement of window U-factors from 0.40 to 0.35; and (4) Efficient lighting requirements. An analysis of these changes resulted in estimated annual energy cost savings of $145 a year for an average new house compared to the 2003 IECC. This energy cost saving decreases to $125 a year for the 2009 IECC compared to the 2006 IECC. Construction cost increases (per home) for complying with the 2009 IECC are estimated at $1256 relative to the 2003 IECC and $800 for 2006 IECC. Home owners will experience an annual cost savings of about $80 a year by complying with the 2009 IECC because reduction to energy bills will more than compensate for increased mortgage payments and other costs.

Atomistic Modeling of Oil Shale Kerogens and Asphaltenes Along With Their Interactions With the Inorganic Mineral Matrix

The goal of this project is to obtain and validate three dimensional atomistic models for the organic matter in both oil shales and oil sands. In the case of oil shales the modeling was completed for kerogen, the insoluble portion of the organic matter; for oil sands it was for asphaltenes, a class of molecules found in crude oil. The three dimensional models discussed in this report were developed starting from existing literature two dimensional models. The models developed included one kerogen, based on experimental data on a kerogen isolated from a Green River oil shale, and a set of six representative asphaltenes. Subsequently, the interactions between these organic models and an inorganic matrix was explored in order to gain insight into the chemical nature of this interaction, which could provide vital information in developing efficient methods to remove the organic material from inorganic mineral substrate. The inorganic substrate used to model the interaction was illite, an aluminum silicate oxide clay. A letter report issued by the Government Accountability Office with an abstract that begins "Since 2003, the Department of Homeland Security's (DHS) Visa Security Program (VSP) has participated in the visa process by reviewing applications at some embassies and consulates, with the intention of preventing individuals who pose a threat from entering the United States. The attempted bombing of an airline on December 25, 2009, renewed concerns about the security of the visa process and the effectiveness of the VSP. For this report GAO assessed (1) the ability of DHS's Immigration and Customs Enforcement (ICE) to measure the program's objectives and performance, (2) challenges to VSP operations, and (3) ICE efforts to expand the VSP program. To evaluate the VSP, we reviewed VSP data, guidance, and the ICE's 5-year expansion plan. We also interviewed ICE officials, and observed VSP operations at 6 posts overseas."

CHARACTERIZING DOE HANFORD SITE WASTE ENCAPSULATION STORAGE FACILITY CELLS USING RADBALL

RadBall{trademark} is a novel technology that can locate and quantify unknown radioactive hazards within contaminated areas, hot cells, and gloveboxes. The device consists of a colander-like outer tungsten collimator that houses a radiation-sensitive polymer semi-sphere. The collimator has a number of small holes with tungsten inserts; as a result, specific areas of the polymer are exposed to radiation becoming increasingly more opaque in proportion to the absorbed dose. The polymer semi-sphere is imaged in an optical computed tomography scanner that produces a high resolution 3D map of optical attenuation coefficients. A subsequent analysis of the optical attenuation data using a reverse ray tracing or backprojection technique provides information on the spatial distribution of gamma-ray sources in a given area forming a 3D characterization of the area of interest. RadBall{trademark} was originally designed for dry deployments and several tests, completed at Savannah River National Laboratory and Oak Ridge National Laboratory, substantiate its modeled capabilities. This study involves the investigation of the RadBall{trademark} technology during four submerged deployments in two water filled cells at the DOE Hanford Site's Waste Encapsulation Storage Facility.

Combating Child Pornography: Steps Are Needed to Ensure That Tips to Law Enforcement Are Useful and Forensic Examinations Are Cost Effective

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Justice (DOJ) reports that online child pornography crime has increased. DOJ funds the National Center for Missing and Exploited Children (NCMEC), which maintains the CyberTipline to receive child pornography tips. The Providing Resources, Officers, and Technology To Eradicate Cyber Threats to Our Children Act of 2008 (the Act) contains provisions to facilitate these investigations and create a national strategy to prevent, among other things, child pornography. The Act directed GAO to report on actions to minimize duplication and enhance federal expenditures to address this crime. This report examines (1) the extent to which NCMEC determines the usefulness of tips; (2) mechanisms to help law enforcement coordination (i.e., deconfliction); and (3) the extent to which agencies are addressing factors that federal law enforcement reports may inhibit investigations. GAO analyzed the Act and spoke to law enforcement officials who investigate these crimes, selected to reflect geographic range, among other things. A Comparative Study of Welded ODS Cladding materials for AFCI/GNEP Applications

This research project involved working on the pressure resistance welding of oxide dispersion strengthened (ODS) alloys which will have a large role to play in advanced nuclear reactors. The project also demonstrated the research collaboration between four universities and one nation laboratory (Idaho National Laboratory) with participation from an industry for developing for ODS alloys. These alloys contain a high number density of very fine oxide particles that can impart high temperature strength and radiation damage resistance suitable for in-core applications in advanced reactors. The conventional fusion welding techniques tend to produce porosity-laden microstructure in the weld region and lead to the agglomeration and non-uniform distribution of the neededoxide particles. That is why two solid state welding methods - pressure resistance welding (PRW) and friction stir welding (FSW) - were chosen to be evaluated in this project. The proposal is expected to support the development of Advanced Burner Reactors (ABR) under the GNEP program (now incorporated in Fuel Cycle R&D program). The outcomes of the concluded research include training of graduate and undergraduate students and get them interested in nuclear related research.

COMSOL MULTIPHYSICS MODEL FOR DWPF CANISTER FILLING

The purpose of this work was to develop a model that can be used to predict temperatures of the glass in the Defense Waste Processing Facility (DWPF) canisters during filling and cooldown. Past attempts to model these processes resulted in large (>200K) differences in predicted temperatures compared to experimentally measured temperatures. This work was therefore intended to also generate a model capable of reproducing the experimentally measured trends of the glass/canister temperature during filling and subsequent cooldown of DWPF canisters. To accomplish this, a simplified model was created using the finite element modeling software COMSOL Multiphysics which accepts user defined constants or expressions to describe material properties. The model results were compared to existing experimental data for validation. A COMSOL Multiphysics model was developed to predict temperatures of the glass within DWPF canisters during filling and cooldown. The model simulations and experimental data were in good agreement. The largest temperature deviations were {approx}40 C for the 87inch thermocouple location at 3000 minutes and during the initial cooldown at the 51 inch location occurring at approximately 600 minutes. Cost Effective Recovery of Low-TDS Frac Flowback Water for Re-use

The project goal was to develop a cost-effective water recovery process to reduce the costs and envi-ronmental impact of shale gas production. This effort sought to develop both a flowback water pre-treatment process and a membrane-based partial demineralization process for the treatment of the low-Total Dissolved Solids (TDS) portion of the flowback water produced during hydrofracturing operations. The TDS cutoff for consideration in this project is < 35,000 {approx} 45,000 ppm, which is the typical limit for economic water recovery employing reverse osmosis (RO) type membrane desalination processes. The ultimate objective is the production of clean, reclaimed water suitable for re-use in hydrofracturing operations. The team successfully compiled data on flowback composition and other attributes across multiple shale plays, identified the likely applicability of membrane treatment processes in those shales, and expanded the proposed product portfolio to include four options suitable for various reuse or discharge applications. Pretreatment technologies were evaluated at the lab scale and down-selected based upon their efficacy in removing key contaminants. The chosen technologies were further validated by performing membrane fouling studies with treated flowback water to demonstrate the technical feasibility of flowback treatment with RO membranes. The Department of Defense (DOD) plans to spend $3.5 billion for fiscal years 2007 to 2015 on biometrics. GAO was asked to examine the extent to which DOD has (1) adopted standards and taken actions to facilitate the collection of biometrics that are interoperable with other key federal agencies, and (2) shares biometric information across key federal agencies. To address these objectives, GAO reviewed documents including those related to standards for collection, storage, and sharing of biometrics; visited selected facilities that analyze and store such information; and interviewed key federal officials."
