he federal government's basic procurement or acquisition process involves an agency identifying the goods and services it needs (also known as the agency's "requirements"), determining the most appropriate method for purchasing these items, and carrying out the acquisition. Although this process is simple in theory, any given procurement can be complex, involving a multitude of decisions and actions. This report describes the most common elements of the federal procurement process and resources that may be used in that process.

Medicaid and CHIP: Given the Association between Parent and Child Insurance Status, New Expansions May Benefit Families

A letter report issued by the Government Accountability Office with an abstract that begins "The 2010 Patient Protection and Affordable Care Act (PPACA) expands health insurance to millions of individuals, including many parents. New insurance options for parents raise a question about whether providing health insurance to parents benefits their children. The Children's Health Insurance Program Reauthorization Act of 2009 (CHIPRA) asked GAO to assess (1) the extent a parent's health insurance status is associated with a child's health insurance status, use of services, and parental satisfaction with their child's care; and (2) how selected states' parent coverage under Medicaid and CHIP may change given upcoming expansions. To examine the association between a parent's and a child's health insurance status, GAO analyzed data from 3 years of the Medical Expenditure Panel Survey (2005-2007), a nationally representative survey. GAO categorized parent and child health insurance status as private, public, or uninsured, and analyzed nine parent/child insurance combinations. GAO also analyzed relevant, peer-reviewed literature. To examine how states may change their Medicaid- and CHIP-funded parent coverage, GAO reviewed CHIPRA and PPACA, and interviewed officials from the Centers for Medicare & Medicaid Services (CMS) within the Department of Health and Human Services (HHS) …

Export Controls: Improvements Needed to Prevent Unauthorized Technology Releases to Foreign Nationals in the United States

A letter report issued by the Government Accountability Office with an abstract that begins "Countries posing national security concerns to the U.S. could upgrade their military forces with certain technologies having civilian and military (dual-use) applications. The Department of Commerce (Commerce) may require employers to obtain a "deemed export" license before they can transfer these technologies to foreign nationals in the U.S. The State Department also requires foreign nationals to obtain specialty occupation visas to work in the U.S. in occupations such as engineering, computers, and biotechnology. GAO was asked to examine the risk that foreign nationals in the U.S. may gain unauthorized access to controlled technologies, and the extent to which Commerce and other agencies implemented recommended changes to the deemed export licensing process and enforcement system. GAO analyzed licensing and visa data from Commerce and Homeland Security, respectively; reviewed reports; and met with law enforcement agencies, companies, and universities in Boston, Los Angeles, and San Francisco."

What's the Difference?-Comparing U.S. and Chinese Trade Data

This paper examines the differences in trade data from the United States and China in two ways. First, it compares the trade figures at the two digit level using the Harmonized System to discern any patterns in the discrepancies between the U.S. and Chinese data. The second approach to examining the differing trade data involves a review of the existing literature on the technical and non-technical sources of the trade data discrepancies, including an October 2009 joint China-U.S. report on statistical discrepancies in merchandise trade data.

On February 24, 2011, the Department of Defense (DOD) announced the Boeing Company as the winner of a competition to build 179 new KC-46A aerial refueling tankers for the Air Force. This report discusses the KC-46A acquisition program, which is a subject of intense interest because of the dollar value of the contract and the number of jobs it would create, among other things. This report also discusses several oversight issues that could arise for Congress, including if the contract award followed the DOD's announced competition strategy and metrics. This report also discusses this contract in respect to the FY2011 defense authorization bill and the FY2011 DOD appropriations bill.

Two separate but closely related issues confront Congress each time the President introduces armed forces into a situation abroad that conceivably could lead to their involvement in hostilities. One issue concerns the division of war powers between the President and Congress, whether the use of armed forces falls within the purview of the congressional power to declare war and the War Powers Resolution. The other issue is whether or not Congress concurs in the wisdom of the action. A longer-term issue is whether the War Powers Resolution is an appropriate and effective means of assuring congressional participation in actions that might get the United States involved in war.
