INDEPENDENT TECHNICAL ASSESSMENT OF MANAGEMENT OF STORMWATER AND WASTEWATER AT THE SEPARATIONS PROCESS RESEARCH UNIT (SPRU) DISPOSITION PROJECT, NEW YORK
The U.S. Department of Energy (DOE) is currently evaluating the water management procedures at the Separations Process Research Unit (SPRU). The facility has three issues related to water management that require technical assistance: (1) due to a excessive rainfall event in October, 2010, contaminated water collected in basements of G2 and H2 buildings. As a result of this event, the contractor has had to collect and dispose of water offsite; (2) The failure of a sump pump at a KAPL outfall resulted in a Notice of Violation issued by the New York State Department of Environment and Conservation (NYSDEC) and subsequent Consent Order. On-site water now requires treatment and off-site disposition; and (3) stormwater infiltration has resulted in Strontium-90 levels discharged to the storm drains that exceed NR standards. The contractor has indicated that water management at SPRU requires major staff resources (at least 50 persons). The purpose of this review is to determine if the contractor's technical approach warrants the large number of staff resources and to ensure that the technical approach is compliant and in accordance with federal, state and NR requirements.

The Enrico Fermi Atomic Power Plant, Unit 1 (Fermi 1) was a fast breeder reactor design that was cooled by sodium and operated at essentially atmospheric pressure. On May 10, 1963, the Atomic Energy Commission (AEC) granted an operating license, DPR-9, to the Power Reactor Development Company (PRDC), a consortium specifically formed to own and operate a nuclear reactor at the Fermi 1 site. The reactor was designed for a maximum capability of 430 megawatts (MW); however, the maximum reactor power with the first core loading (Core A) was 200 MW. The primary system was filled with sodium in December 1960 and criticality was achieved in August 1963. The reactor was tested at low power during the first couple years of operation. Power ascension testing above 1 MW commenced in December 1965 immediately following the receipt of a high-power operating license. In October 1966 during power ascension, zirconium plates at the bottom of the reactor vessel became loose and blocked sodium coolant flow to some fuel subassemblies. Two subassemblies started to melt and the reactor was manually shut down. No abnormal releases to the environment occurred. The Two-Column Aerosol Project (TCAP) Science Plan
The Two-Column Aerosol Project (TCAP) field campaign will provide a detailed set of observations with which to (1) perform radiative and cloud condensation nuclei (CCN) closure studies, (2) evaluate a new retrieval algorithm for aerosol optical depth (AOD) in the presence of clouds using passive remote sensing, (3) extend a previously developed technique to investigate aerosol indirect effects, and (4) evaluate the performance of a detailed regional-scale model and a more parameterized global-scale model in simulating particle activation and AOD associated with the aging of anthropogenic aerosols. To meet these science objectives, the Atmospheric Radiation Measurement (ARM) Climate Research Facility will deploy the ARM Mobile Facility (AMF) and the Mobile Aerosol Observing System (MAOS) on Cape Cod, Massachusetts, for a 12-month period starting in the summer of 2012 in order to quantify aerosol properties, radiation, and cloud characteristics at a location subject to both clear and cloudy conditions, and clean and polluted conditions. These observations will be supplemented by two aircraft intensive observation periods (IOPs), one in the summer and a second in the winter. Covert Action: Legislative Background and Possible Policy Questions
Published reports have suggested that in the wake of the 9/11 terrorist attacks, the Pentagon has expanded its counter-terrorism intelligence activities as part of what the Bush Administration termed the global war on terror. This report discusses the Department of Defense's (DOD) various counter-terrorist intelligence activities, whether or not they constitute classification as "covert action," and the challenge of clarifying the roles and responsibilities of various intelligence activities with regard to clandestine activities. This report examines the statutory procedures governing covert action and associated questions to consider.

Solar Technology Center
The Department of Energy, Golden Field Office, awarded a grant to the UNLV Research Foundation (UNLVRF) on August 1, 2005 to develop a solar and renewable energy information center. The Solar Technology Center (STC) is to be developed in two phases, with Phase I consisting of all activities necessary to determine feasibility of the project, including design and engineering, identification of land access issues and permitting necessary to determine project viability without permanently disturbing the project site, and completion of a National Environmental Policy Act (NEPA) Environmental Assessment. Phase II is the installation of infrastructure and related structures, which leads to commencement of operations of the STC. The STC is located in the Boulder City designated 3,000-acre Eldorado Valley Energy Zone, approximately 15 miles southwest of downtown Boulder City and fronting on Eldorado Valley Drive. The 33-acre vacant parcel has been leased to the Nevada Test Site Development Corporation (NTSDC) by Boulder City to accommodate a planned facility that will be synergistic with present and planned energy projects in the Zone.
