Final Technical Report

New and novel material and process technologies applied in wind blade designs and production are critical to increasing the competitiveness of wind power generation against traditional sources of energy. In this project, through collaboration between PPG Industries and MAG Industrial Automation Systems, the potential of using automated manufacturing for the production of fiber glass composite wind blades was evaluated from both technical and economic points of view. Further, it was demonstrated that by modifying the standard blade raw material forms through the use of cost effective pre-impregnated rovings coupled with using an automated fiber placement machine to lay up the parts, it is possible to produce state of the art composite laminates with significantly improved mechanical performance and with higher processing rates than standard blade production technology allows for today, thereby lowering the cost of energy over turbine blades made using traditional processes and materials. In conformity with the scope of work of the submitted proposal, the project team completed each task and documented and reported its findings on the appropriate quarterly report submitted to the DOE project team. First Results of the LCLS Laser-Heater System

The Linac Coherent Light Source (LCLS) is an x-ray Free-Electron Laser (FEL) project that has just achieved its first lasing at 1.5 {angstrom} radiation wavelength. The very bright electron beam required to drive this FEL is susceptible to a microbunching instability in the magnetic bunch compressors that may increase the slice energy spread beyond the FEL tolerance. To control the slice energy spread and to suppress the microbunching instability, a laser heater (LH) system is installed in the LCLS injector area at 135 MeV, right before the RF deflector that is used for the time-resolved electron diagnostics. This unique component is used to add a small level of intrinsic energy spread to the electron beam in order to Landau damp the microbunching instability before it potentially breaks up the high brightness electron beam. The system was fully installed and tested in the fall of 2008, and effects of heating on the electron beam and the x-ray FEL were studied during the 2009 commissioning period. A Freestream-Preserving High-Order Finite-Volume Method for Mapped Grids with Adaptive-Mesh Refinement

A fourth-order accurate finite-volume method is presented for solving time-dependent hyperbolic systems of conservation laws on mapped grids that are adaptively refined in space and time. Novel considerations for formulating the semi-discrete system of equations in computational space combined with detailed mechanisms for accommodating the adapting grids ensure that conservation is maintained and that the divergence of a constant vector field is always zero (freestream-preservation property). Advancement in time is achieved with a fourth-order Runge-Kutta method.

A letter report issued by the Government Accountability Office with an abstract that begins "USCIS has implemented immigrant integration efforts through outreach activities, educational materials, and a grant program, and established various measures for assessing its grant program, but has not yet set interim milestones for planned evaluations of the program. From 2008 to 2011, OoC reported conducting more than 300 significant outreach events to promote citizenship awareness and civic integration. Further, nearly half of OoC’s funding over the past 3 fiscal years—about $19.8 million—was spent on grants aimed at preparing immigrants for the naturalization process. The grants were made to a myriad of governmental and nongovernmental organizations, including public school systems and community and faith-based organizations. OoC has established various measures for assessing grantees’ performance under its grant program. These measures include, for example, the number of participants enrolled in grantees’ citizenship instruction and naturalization preparation programs, the number of participants who passed their naturalization examinations, and the proportion of participants who received grantees’ services and self-reported that they naturalized during the year of the grant program. However, USCIS has identified inherent limitations with these measures, such as that its data were incomplete in part because data were self-reported …
