Interagency Contracting: An Overview of Federal Procurement and Appropriations Law
Recently, federal agencies have increasingly resorted to interagency contracting, relying on the contracts or contracting operations of other agencies to acquire goods and services. This increased use of interagency contracting has made it a topic of interest to some members of Congress. This report provides an overview of the federal procurement and appropriations laws governing interagency contracting. It defines key terms used in discussing interagency contracting; surveys the various interagency contracting vehicles; and describes recently enacted and proposed amendments to the laws governing interagency contracting.

International Trade: Rules of Origin
This report deals with Rules of Origin (ROO) in three parts: [1] a detailed description of the reasons that country-of-origin rules are important with brief descriptions of U.S. laws and methods that provide direction in making these determinations; [2] a brief discussion of some of the more controversial issues involving rules of origin, including the apparently subjective nature of some CBP origin determinations, and the effects of the global manufacturing process on ROO; and [3] a description of some alternatives and options that Congress could consider that might assist in simplifying the process.

This report provides background information and oversight issues for Congress on the Virginia-class nuclear-powered attack submarine (SSN) program. The Navy's proposed FY2012 budget requests procurement funding for the 15th and 16th Virginia-class boats, and advance procurement (AP) funding for Virginia-class boats to be procured in future years.
