Defense Logistics: Department of Defense Has Enhanced Prepositioned Stock Management but Should Provide More Detailed Status Reports

Correspondence issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) positions equipment and supplies at strategic locations around the world to enable it to field combat-ready forces in days rather than the weeks it would take if equipment had to be moved from the United States to the location of a military conflict. However, sustained operations have taken a toll on the condition and readiness of military equipment. Over the last few years, we have identified a number of ongoing and long-term challenges regarding DOD's prepositioned stocks. The services have estimated the cost and time frame to replenish their stocks in DOD's annual report to Congress, and they review their prepositioning programs to address new requirements to meet future needs. DOD has reported to Congress that the services are committed to reconstituting prepositioned materiel but must balance these efforts with the department's other priorities, such as restructuring capabilities within its prepositioned stocks and changes in its overseas military presence. In 2011, we reported that DOD has limited departmentwide guidance that would help ensure that its prepositioning programs accurately reflect national military objectives and recommended that DOD develop overarching guidance related to prepositioned stocks.2 …

Energy Star: Providing Opportunities for Additional Review of EPA's Decisions Could Strengthen the Program

A publication issued by the Government Accountability Office with an abstract that begins "American consumers, businesses, utilities, and federal and state agencies rely on the Energy Star product labeling program to identify more efficient products that lower their energy costs. Even with the program's successes, several reports by GAO and others have identified weaknesses in the Energy Star program. The program, which began in 1992 and was reauthorized in 2005, has been jointly administered by the Environmental Protection Agency (EPA) and the Department of Energy (DOE). In 2009, the agencies signed a memorandum of understanding (MOU) that outlined changes to address these weaknesses. The changes included identifying EPA as the lead agency, clarifying the roles and responsibilities of each agency, as well as instituting third-party testing of products. GAO was asked to examine (1) the status of EPA's and DOE's implementation of changes to the Energy Star program under the MOU and (2) program partners' views of the Energy Star program and changes that are under way. To examine the status of the changes, GAO reviewed guidance and eligibility criteria and interviewed various program partners to gather their views. Correspondence issued by the Government Accountability Office with an abstract that begins "During the last decade the number of large employers offering health benefits to retirees--including early retirees not eligible for Medicare--has declined. Among all large firms that offered health benefits to active employees from 2001 to 2010, the percentage that offered health benefits to retirees decreased from 39 percent in 2001 to 28 percent in 2010. According to the Agency for Healthcare Research and Quality, individuals age 55 to 64 who lack health insurance are vulnerable to high health care costs associated with serious and chronic illnesses. The Early Retiree Reinsurance Program (ERRP) was established pursuant to the Patient Protection and Affordable Care Act (PPACA) to provide reimbursement to participating employment-based health plans The reimbursements provided by the program are intended to cover a portion of the cost of providing health benefits to early retirees-- individuals age 55 and older who are not eligible for Medicare. Sponsors of participating health plans can include commercial organizations, government entities, nonprofit organizations, religious organizations, and unions. Recovery Act: Federspiel Controls (now Vigilent) and State of California Department of General Services Data Center Energy Efficient Cooling Control Demonstration

Eight State of California data centers were equipped with an intelligent energy management system to evaluate the effectiveness, energy savings, dollar savings and benefits that arise when powerful artificial intelligence-based technology measures, monitors and actively controls cooling operations. Control software, wireless sensors and mesh networks were used at all sites. Most sites used variable frequency drives as well. The system dynamically adjusts temperature and airflow on the fly by analyzing real-time demands, thermal behavior and historical data collected on site. Taking into account the chaotic interrelationships of hundreds to thousands of variables in a data center, the system optimizes the temperature distribution across a facility while also intelligently balancing loads, outputs, and airflow. The overall project will provide a reduction in energy consumption of more than 2.3 million kWh each year, which translates to $240,000 saved and a reduction of 1.58 million pounds of carbon emissions. Across all sites, the cooling energy consumption was reduced by 41%. The average reduction in energy savings across all the sites that use VFDs is higher at 58%. Variable Density Flow Modeling for Simulation Framework for Regional Geologic CO{sub 2} Storage Along Arches Province of Midwestern United States

The Arches Province in the Midwestern U.S. has been identified as a major area for carbon dioxide (CO{sub 2}) storage applications because of the intersection of Mt. Simon sandstone reservoir thickness and permeability. To better understand large-scale CO{sub 2} storage infrastructure requirements in the Arches Province, variable density scoping level modeling was completed. Three main tasks were completed for the variable density modeling: Single-phase, variable density groundwater flow modeling; Scoping level multi-phase simulations; and Preliminary basin-scale multi-phase simulations. The variable density modeling task was successful in evaluating appropriate input data for the Arches Province numerical simulations. Data from the geocellular model developed earlier in the project were translated into preliminary numerical models. These models were calibrated to observed conditions in the Mt. Simon, suggesting a suitable geologic depiction of the system. The initial models were used to assess boundary conditions, calibrate to reservoir conditions, examine grid dimensions, evaluate upscaling items, and develop regional storage field scenarios. The task also provided practical information on items related to CO{sub 2} storage applications in the Arches Province such as pressure buildup estimates, well spacing limitations, and injection field arrangements. Motor Carrier Safety: More Assessment and Transparency Could Enhance Benefits of New Oversight Program

A publication issued by the Government Accountability Office with an abstract that begins "Over 3,600 people in this country died in 2009 as a result of crashes involving large commercial trucks and buses. Until recently the Federal Motor Carrier Safety Administration (FMCSA) and its state partners tracked the safety of motor carriers--companies that own these vehicles--by conducting resource-intensive compliance reviews of a small percentage of carriers. In 2004, FMCSA began its Compliance, Safety, and Accountability (CSA) program. CSA is intended to identify and evaluate carriers and drivers posing high safety risks. FMCSA has focused on three key CSA oversight activities to evaluate carriers: a new Safety Measurement System (SMS) using more roadside inspection and other data to identify at-risk carriers; a wider range of "interventions" to reach more at-risk carriers; and using SMS data to suspend unfit carriers. FMCSA expected to fully implement CSA by late 2010. FMCSA also plans to separately use data to rate drivers' fitness. In this report, GAO assessed: (1) the status of the CSA rollout and issues that could affect it and (2) CSA's potential to improve safety. GAO reviewed CSA plans and data, visited eight states, and interviewed FMCSA, state, and industry officials."

Correspondence issued by the Government Accountability Office with an abstract that begins "In fiscal year 2010, about 80 percent of the U.S. Department of Agriculture's (USDA) total outlays of about $129 billion was used to fund mandatory spending programs--programs with at least some spending that is controlled through eligibility rules, benefit formulas, and other parameters that are set in law other than appropriations acts. At USDA, mandatory spending programs include the majority of the department's nutrition assistance, farm commodity, crop insurance, and export promotion programs, as well as a number of its conservation programs. A May 23, 2005, memorandum from the Director of Office of Management and Budget (OMB) to the heads of departments and agencies provided guidance on a new OMB review process that would apply to administrative actions not required by law that would increase mandatory spending. As directed by the memorandum, in submitting to OMB for review such proposed actions, agencies must include one or more proposals for other administrative actions to be taken by the agency that would comparably reduce mandatory spending. Oral History Interview with James Reed, September 27, 2011

Transcript of an oral interview with James Reed. Reed was drafted and went into the Army 11 Nov 1943. After basic training in Waco, Texas he was sent overseas, landing in England. He was put in a tank destroyer outfit to start with but got separated from them. After a hospital stay, he was put in the 101st Airborne Division, 327th Glider Infantry. He was wounded by shrapnel on 20 Dec 1944 in his right leg during the Battle of the Bulge. He was at Bastogne. Once wounded, he was sent back to France and then to England. He stayed at a hospital in England for nine months and then was shipped home. After a 4-5 month stay at a hospital in the States, he was discharged. He receives disability from the Army for his injuries. Reed was discharged 18 Sep 1945.

The National Museum of the Pacific War presents an oral interview with Ky Putnam. Putnam enlisted in the Army Air Corps in 1942 in El Paso, Texas. After training, he was assigned to the 414th Night Fighter Squadron. His squadron was based in Italy and Putnam describes his living conditions, his squadron mates, and several of his combat experiences. Putnam tells the story of the time he got shot down in February, 1945. He and his radar man both parachuted out of the damaged P-61 and landed separately in the mountains. Putnam fell in with some Italian partisans and was eventually reunited with his radar man, John Marunovich, at the crash site. Putnam goes into considerable detail about his 22-day ordeal after his plane crashed. As Putnam and Marunovich made their way south, they encountered several friendly Italians, even one dressed in a German infantryman's uniform who traveled with the Americans for a while. After a while, Putnam and his radar man encountered an Allied unit from South Africa. They finally found a guide to get them through the lines and back to the Allied side. A publication issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) offers health care to eligible beneficiaries through TRICARE, its health care program. Recently enacted health care reform legislation--the Patient Protection and Affordable Care Act (PPACA) and the Health Care and Education Reconciliation Act of 2010 (HCERA)--has implications for much of the nation's health care system, including TRICARE. One particular health reform provision directed certain health insurance plans to extend coverage to dependents up to age 26. Though this provision does not apply to TRICARE because it is not considered a health insurance plan, the subsequent Ike Skelton National Defense Authorization Act for Fiscal Year 2011 (NDAA 2011) included a similar provision that extends TRICARE coverage to certain dependent children of TRICARE beneficiaries. In response, in May 2011, DOD began implementing TRICARE Young Adult (TYA), a premium-based health care plan that extends TRICARE coverage to dependents of TRICARE beneficiaries up to age 26 who do not have access to employer-sponsored health care coverage and are unmarried.
