A publication issued by the Government Accountability Office with an abstract that begins "Since 1992, GAO has published long-term fiscal simulations showing federal deficits and debt under different sets of assumptions. GAO developed its long-term model in response to a bipartisan request from members of Congress concerned about the long-term effects of fiscal policy. GAO's simulations provide context for consideration of policy options. They are not intended to suggest particular policy choices but rather to help facilitate a dialogue on this important issue. GAO regularly updates its simulations as new data become available from the Congressional Budget Office (CBO) and the Social Security and Medicare Trustees (Trustees). This update incorporates provisions of the Budget Control Act. As in the past, GAO shows two simulations: The Baseline Extended simulation follows CBO's August 2011 baseline for the first 10 years and then holds revenue and spending other than interest on the debt and large entitlement programs (Social Security, Medicare, and Medicaid) constant as a share of gross domestic product (GDP). Revenue as a share of GDP over the entire period is higher than the historical averages; discretionary spending is below average. A publication issued by the Government Accountability Office with an abstract that begins "Traumatic brain injury (TBI) has emerged as a serious concern among U.S. forces serving in military operations in Afghanistan and Iraq. The widespread use of improvised explosive devices in these conflicts increases the likelihood that servicemembers will sustain a TBI, which the Department of Defense (DOD) defines as a traumatically induced structural injury and/or physiological disruption of brain function as a result of an external force. TBI cases within DOD are generally classified as mild, moderate, severe, or penetrating. From 2000 to March 2011 there were a total of 212,742 TBI cases reported by the Defense and Veterans Brain Injury Center within DOD. A majority of these cases, 163,181, were classified as mild traumatic brain injuries (mTBI)--commonly referred to as concussions. Early detection of injury is critical in TBI patient management. Diagnosis of moderate and severe TBI usually occurs in a timely manner due to the obvious and visible nature of the head injury. Identification of mTBI presents a challenge due to its less obvious nature. With mTBI, there may be no observable head injury. In addition, in the combat theater, an mTBI may not be identified …

Correspondence issued by the Government Accountability Office with an abstract that begins "The Air Force expects to invest over $230 billion to operate, maintain, modernize, and recapitalize its tactical air forces during fiscal years 2011 through 2015. This makes up nearly 70 percent of the Department of Defense's (DOD) total expected tactical aircraft investment over that time. Despite this large investment, the Air Force continues to project that its inventory of fighter and attack aircraft will drop below required levels and that those shortfalls will persist through at least 2030. However, the timing and magnitude of projected shortfalls continue to fluctuate. In April 2008, senior Air Force leaders testified before Congress that they expected the Air Force fighter shortfall to peak at about 800 aircraft in the mid-2020s. Since that time the Air Force has reduced its overall requirement and adjusted its assumptions about Joint Strike Fighter (JSF) procurement and the viability of legacy aircraft. As a result, the Air Force now expects its shortfall to peak at about 200 aircraft. Still, this poses a challenge as the Air Force must effectively balance its investments between the JSF program and efforts to keep legacy aircraft viable for longer periods than …

Al-Qa'ida and other groups with malevolent intent have targeted energy tankers and offshore energy infrastructure because of their importance to the nation's economy and national security. The U.S. Coast Guard--a component of the Department of Homeland Security (DHS)--is the lead federal agency for maritime security, including the security of energy tankers and offshore energy infrastructure. The Federal Bureau of Investigation (FBI) also has responsibilities for preventing and responding to terrorist incidents. This testimony discusses the extent to which (1) the Coast Guard and the FBI have taken actions to address GAO's prior recommendations to prevent and respond to a terrorist incident involving energy tankers and (2) the Coast Guard has taken actions to assess the security risks to offshore energy infrastructure and related challenges. This testimony is based on products issued from December 2007 through March 2011 and recently completed work on the Coast Guard's actions to assess security risks. Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the results of our most recent report, which we are releasing today, on American Recovery and Reinvestment Act of 2009 (Recovery Act) contract and grant recipients that owe federal taxes. Collectively, individuals, businesses, and other entities owed the U.S. government about $330 billion in known unpaid taxes, including interest and penalties, as of September 30, 2010, according to the Internal Revenue Service (IRS). IRS enforcement of the nation's tax laws continues to be on our High-Risk List. The Recovery Act appropriated $275 billion to be distributed for federal contracts, grants, and loans. According to www.Recovery.gov (Recovery.gov) data on federal spending, as of March 25, 2011, about $191 billion of that amount had been paid out. As far back as 1992, we have said that Congress should consider whether tax compliance should be a prerequisite for receiving a federal contract. Federal law does not prohibit the awarding of contracts or grants to entities because they owe federal taxes and does not permit IRS to disclose taxpayer information, including unpaid federal taxes, to federal agencies unless the taxpayer consents. Testimony issued by the Government Accountability Office with an abstract that begins "Oil shale deposits in Colorado, Utah, and Wyoming are estimated to contain up to 3 trillion barrels of oil--or an amount equal to the world's proven oil reserves. About 72 percent of this oil shale is located beneath federal lands managed by the Department of the Interior's Bureau of Land Management, making the federal government a key player in its potential development. Extracting this oil is expected to require substantial amounts of water and could impact groundwater and surface water. GAO's testimony is based on its October 2010 report on the impacts of oil shale development (GAO-11-35). This testimony summarizes (1) what is known about the potential impacts of oil shale development on surface water and groundwater, (2) what is known about the amount of water that may be needed for commercial oil shale development, (3) the extent to which water will likely be available for such development and its source, and (4) federal research efforts to address impacts to water resources from commercial oil shale development.
