Interagency Collaboration: Implications of a Common Alignment of World Regions among Select Federal Agencies

Correspondence issued by the Government Accountability Office with an abstract that begins "To carry out complex national security initiatives--such as combating illicit financing of terrorist activities, undertaking development projects in conflict zones, and countering piracy off the Horn of Africa--U.S. government agencies must coordinate with a large number of organizations in their planning efforts. Our prior work on the federal government's national security initiatives has determined that U.S. agencies face a number of challenges to effectively collaborating with one another, potentially resulting in gaps and overlaps in policy implementation. In particular, we have found that agencies face challenges to developing overarching strategies to achieve common goals, creating effective mechanisms for operating across agencies, and sharing sensitive information. For example, our work has shown that the Department of State (State) and the U.S. Agency for International Development (USAID) have different planning time frames than the Department of Defense (DOD), which poses a challenge for the three organizations. Employment and Training Programs: Providing Information on Colocating Services and Consolidating Administrative Structures

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the findings from our recent work on federal employment and training programs and our prior work on the Workforce Investment Act of 1998 (WIA). GAO has recently identified 47 federally-funded employment and training programs for fiscal year 2009, defining them as programs that are specifically designed to enhance the job skills of individuals in order to increase their employability, identify job opportunities, and/or help job seekers obtain employment. These programs, which are administered by nine separate federal agencies--including the Departments of Labor, Education, and Health and Human Services (HHS)--spent about $18 billion dollars in fiscal year 2009 to provide services such as job search assistance and job counseling to program participants. Seven programs accounted for about three-fourths of this spending, and two--Wagner- Peyser funded Employment Service (ES) and WIA Adult--together reported serving over 18 million individuals, or about 77 percent of the total number of participants served across all programs. Correspondence issued by the Government Accountability Office with an abstract that begins "Hospital emergency departments are a major component of the nation's health care safety net as they are open 24 hours a day, 7 days a week, and generally are required to medically screen all people regardless of ability to pay. From 1997 through 2007, U.S. emergency department per capita use increased 11 percent. In 2007, there were approximately 117 million visits to emergency departments; of these visits, approximately 8 percent were classified as nonurgent. The use of emergency departments, including use for nonurgent conditions, may increase as more people obtain health insurance coverage as the provisions of the Patient Protection and Affordable Care Act (PPACA) are implemented. Some nonurgent visits are for conditions that likely could be treated in other, more cost-effective settings, such as health centers--facilities that provide primary care and other services to individuals in communities they serve regardless of ability to pay. Care provided in an emergency department may be substantially more costly than care provided in a health center. Correspondence issued by the Government Accountability Office with an abstract that begins "This report responds to questions that Congress raised about Air Force engine maintenance and repair work currently performed at Kelly Aviation Center (KAC) and the potential transfer of that work to another location. In 1999, Oklahoma City Air Logistics Center (OC-ALC) awarded a contract to KAC to perform work, including depot-level maintenance, repair, and overhaul on TF39 engines, which are typically used for C-5 Galaxy aircraft; T56 engines, which are typically used for C-130 aircraft; and fuel accessories on these engines. The Air Force estimates the total expenditure under the contract for this work to be $3.7 billion from February 16, 1999, through December 1, 2010. The contract is not to exceed 15 years (the contract had an initial 7-year ordering period that could be extended to 15 years or reduced to 5 years based on performance), and will expire not later than February 15, 2014. The Air Force will need to determine how to conduct the engine maintenance work after the term of the contract ends. Flood Insurance: Public Policy Goals Provide a Framework for Reform

Testimony issued by the Government Accountability Office with an abstract that begins "The National Flood Insurance Program (NFIP) has been on GAO's high-risk list since 2006, when the program had to borrow from the U.S. Treasury to cover losses from the 2005 hurricanes. The outstanding debt is $17.8 billion as of March 2011. This sizeable debt, plus operational and management challenges that GAO has identified at the Federal Emergency Management Agency (FEMA), which administers NFIP, have combined to keep the program on the high-risk list. NFIP's need to borrow to cover claims in years of catastrophic flooding has raised concerns about the program's long-term financial solvency. This testimony 1) discusses ways to place NFIP on a sounder financial footing in light of public policy goals for federal involvement in natural catastrophe insurance and 2) highlights operational and management challenges at FEMA that affect the program. In preparing this statement, GAO relied on its past work on NFIP and on its ongoing review of FEMA's management of NFIP, which focuses on its planning, policies, processes, and systems. The management review includes areas such as strategic and human capital planning, acquisition management, and intra-agency collaboration."

Testimony issued by the Government Accountability Office with an abstract that begins "Despite decades of significant investment, most of the Department of Defense's (DOD) large space acquisition programs have collectively experienced billions of dollars in cost increases, stretched schedules, and increased technical risks. Significant schedule delays of as much as 9 years have resulted in potential capability gaps in missile warning, military communications, and weather monitoring. These problems persist, with other space acquisition programs still facing challenges in meeting their targets and aligning the delivery of assets with appropriate ground and user systems. To address cost increases, DOD reduced the number of satellites it would buy, reduced satellite capabilities, or terminated major space system acquisitions. Broad actions have also been taken to prevent their occurrence in new programs, including better management of the acquisition process and oversight of its contractors and resolution of technical and other obstacles to DOD's ability to deliver capability. Computational Modeling and Assessment Of Nanocoatings for Ultra Supercritical Boilers

Coal-fired power plants are a significant part of the nation's power generating capacity, currently accounting for more than 55% of the country's total electricity production. Extending the reliable lifetimes of fossil fired boiler components and reducing the maintenance costs are essential for economic operation of power plants. Corrosion and erosion are leading causes of superheater and reheater boiler tube failures leading to unscheduled costly outages. Several types of coatings and weld overlays have been used to extend the service life of boiler tubes; however, the protection afforded by such materials was limited approximately one to eight years. Power companies are more recently focused in achieving greater plant efficiency by increasing steam temperature and pressure into the advanced-ultrasupercritical (A-USC) condition with steam temperatures approaching 760°C (1400°F) and operating pressures in excess of 35MPa (5075 psig). Unfortunately, laboratory and field testing suggests that the resultant fireside environment when operating under A-USC conditions can potentially cause significant corrosion to conventional and advanced boiler materials1-2. Core-Based Integrated Sedimentologic, Stratigraphic, and Geochemical Analysis of the Oil Shale Bearing Green River Formation, Uinta Basin, Utah

An integrated detailed sedimentologic, stratigraphic, and geochemical study of Utah's Green River Formation has found that Lake Uinta evolved in three phases (1) a freshwater rising lake phase below the Mahogany zone, (2) an anoxic deep lake phase above the base of the Mahogany zone and (3) a hypersaline lake phase within the middle and upper R-8. This long term lake evolution was driven by tectonic basin development and the balance of sediment and water fill with the neighboring basins, as postulated by models developed from the Greater Green River Basin by Carroll and Bohacs (1999). Early Eocene abrupt global-warming events may have had significant control on deposition through the amount of sediment production and deposition rates, such that lean zones below the Mahogany zone record hyperthermal events and rich zones record periods between hyperthermals. This type of climatic control on short-term and long-term lake evolution and deposition has been previously overlooked. This geologic history contains key points relevant to oil shale development and engineering design including: (1) Stratigraphic changes in oil shale quality and composition are systematic and can be related to spatial and temporal changes in the depositional environment and basin dynamics. Final Report: Characterization of Hydrogen Adsorption in Carbon-Based Materials by NMR

In support of DOE/EERE's Fuel Cell Technologies Program Hydrogen Sorption Center of Excellence (HSCoE), UNC conducted Nuclear Magnetic Resonance (NMR) measurements that contributed spectroscopic information as well as quantitative analysis of adsorption processes. While NMR based Langmuir isotherms produce reliable H2 capacity measurements, the most astute contribution to the center is provided by information on dihydrogen adsorption on the scale of nanometers, including the molecular dynamics of hydrogen in micropores, and the diffusion of dihydrogen between macro and micro pores. A new method to assess the pore width using H2 as probe of the pore geometry was developed and is based on the variation of the observed chemical shift of adsorbed dihydrogen as function of H2 pressure. Adsorbents designed and synthesized by the Center were assessed for their H2 capacity, the binding energy of the adsorption site, their pore structure and their ability to release H2. Feedback to the materials groups was provided to improve the materials’ properties. To enable in situ NMR measurements as a function of H2 pressure and temperature, a unique, specialized NMR system was designed and built. ARM MJO Investigation Experiment on Gan Island (AMIE-Gan) Science Plan

The overarching campaign, which includes the ARM Mobile Facility 2 (AMF2) deployment in conjunction with the Dynamics of the Madden-Julian Oscillation (DYNAMO) and the Cooperative Indian Ocean experiment on intraseasonal variability in the Year 2011 (CINDY2011) campaigns, is designed to test several current hypotheses regarding the mechanisms responsible for Madden-Julian Oscillation (MJO) initiation and propagation in the Indian Ocean area. The synergy between the proposed AMF2 deployment with DYNAMO/CINDY2011, and the corresponding funded experiment on Manus, combine for an overarching ARM MJO Investigation Experiment (AMIE) with two components: AMF2 on Gan Island in the Indian Ocean (AMIE-Gan), where the MJO initiates and starts its eastward propagation; and the ARM Manus site (AMIE-Manus), which is in the general area where the MJO usually starts to weaken in climate models. AMIE-Gan will provide measurements of particular interest to Atmospheric System Research (ASR) researchers relevant to improving the representation of MJO initiation in climate models. The framework of DYNAMO/CINDY2011 includes two proposed island-based sites and two ship-based locations forming a square pattern with sonde profiles and scanning precipitation and cloud radars at both island and ship sites. Computational Modeling and Assessment Of Nanocoatings for Ultra Supercritical Boilers

Forced outages and boiler unavailability in conventional coal-fired fossil power plants is most often caused by fireside corrosion of boiler waterwalls. Industry-wide, the rate of wall thickness corrosion wastage of fireside waterwalls in fossil-fired boilers has been of concern for many years. It is significant that the introduction of nitrogen oxide (NOx) emission controls with staged burners systems has increased reported waterwall wastage rates to as much as 120 mils (3 mm) per year. Moreover, the reducing environment produced by the low-NOx combustion process is the primary cause of accelerated corrosion rates of waterwall tubes made of carbon and low alloy steels. Improved coatings, such as the MCrAl nanocoatings evaluated here (where M is Fe, Ni, and Co), are needed to reduce/eliminate waterwall damage in subcritical, supercritical, and ultra-supercritical (USC) boilers. The first two tasks of this six-task project-jointly sponsored by EPRI and the U.S. Department of Energy (DE-FC26-07NT43096)-have focused on computational modeling of an advanced MCrAl nanocoating system and evaluation of two nanocrystalline (iron and nickel base) coatings, which will significantly improve the corrosion and erosion performance of tubing used in USC boilers. The Division of Nuclear Chemistry and Technology (NUCL) of the American Chemistry Society (ACS) is sponsoring a symposium entitled "New Directions in Isotope Production, Nuclear Forensics and Radiochemistry Supported by the DOE" at the 240th ACS National Meeting in Boston, MA 22-26 August 2010. Radiochemistry and nuclear science is a critical area of research and funding for which the DOE has provided support over the years. Radiochemistry is undergoing a renaissance in interdisciplinary areas including medicine, materials, nanotechnology, nuclear forensics and energy. For example, interest in nuclear energy is growing in response to global warming. The field of nuclear forensics has grown significantly since 9/11 in response to potential terror threats and homeland security. Radioactive molecular imaging agents and targeted radiotherapy are revolutionizing molecular medicine. The need for radiochemists is growing, critical, and global. The NUCL Division of the ACS has been involved in various areas of radiochemistry and nuclear chemistry for many years, and is the host of the DOE supported Nuclear Chemistry Summer Schools. In fiscal year 2010, GAO provided assistance to every standing congressional committee and 70 percent of their subcommittees. Our work yielded significant results across the government, including financial benefits of $49.9 billion--a return on investment of $87 for every dollar invested in GAO. In addition, we documented over 1,300 other benefits resulting from our work that helped improve services to the public, promote improved management throughout government and change laws, such as the Improper Payments Elimination and Recovery Act of 2010."

Atmospheric Radiation Measurement Program Climate Research Facility Operations Quarterly Report January 1–March 31, 2011

Individual raw datastreams from instrumentation at the Atmospheric Radiation Measurement (ARM) Climate Research Facility fixed and mobile sites are collected and sent to the Data Management Facility (DMF) at Pacific Northwest National Laboratory (PNNL) for processing in near real-time. Raw and processed data are then sent approximately daily to the ARM Data Archive, where they are made available to users. For each instrument, we calculate the ratio of the actual number of processed data records received daily at the Data Archive to the expected number of data records. The results are tabulated by (1) individual datastream, site, and month for the current year and (2) site and fiscal year (FY) dating back to 1998.

The National Museum of the Pacific War presents an oral interview with Elvin Moore. Moore served as an Army Medic on Guam. He was drafted in 1943 and after training was sent to Guam to work at an Army hospital camp. His father knew Lyndon B. Johnson and Admiral Chester W. Nimitz. One of his father's letters led to an invitation to visit Nimitz at CINCPAC headquarters. He remained on Guam until the end of the war. He was discharged January 1945.
