Cold Test Measurements on the GTF Prototype RF Gun

The SSRL Gun Test Facility (GTF) was built to develop a high brightness electron injector for the LCLS and has been operational since 1996. Based on longitudinal phase space measurements showing a correlated energy spread the gun was removed and re-characterized in 2002. The low power RF measurements performed on the gun are described below. Perturbative bead measurements were performed to determine the field ratio in the two-cell gun, and network analyzer measurements were made to characterize the mode structure. A second probe was installed to monitor the RF field in the first cell, and a diagnostic was developed to monitor the high-power field ratio. Calibration of the RF probes, a model for analyzing RF measurements, and Superfish simulations of bead and RF measurements are described.

Climate Change, Nuclear Power and Nuclear Proliferation: Magnitude Matters

Integrated energy, environment and economics modeling suggests electrical energy use will increase from 2.4 TWe today to 12 TWe in 2100. It will be challenging to provide 40% of this electrical power from combustion with carbon sequestration, as it will be challenging to provide 30% from renewable energy sources. Thus nuclear power may be needed to provide ~30% by 2100. Calculations of the associated stocks and flows of uranium, plutonium and minor actinides indicate that the proliferation risks at mid-century, using current light-water reactor technology, are daunting. There are institutional arrangements that may be able to provide an acceptable level of risk mitigation, but they will be difficult to implement. If a transition is begun to fast-spectrum reactors at mid-century, without a dramatic change in the proliferation risks of such systems, at the end of the century proliferation risks are much greater, and more resistant to mitigation. The risks of nuclear power should be compared with the risks of the estimated 0.64oC long-term global surface-average temperature rise predicted if nuclear power were replaced with coal-fired power plants without carbon sequestration. Fusion energy, if developed, would provide a source of nuclear power with much lower proliferation risks than fission.

A Pilot Plant: The Fastest Path to Commercial Fusion Energy

Considerable effort has been dedicated to determining the possible properties of a magneticconfinement fusion power plant, particularly in the U.S.1, Europe2 and Japan3. There has also been some effort to detail the development path to fusion energy, particularly in the U.S.4 Only limited attention has been given, in Japan5 and in China6, to the options for a specific device to form the bridge from the International Thermonuclear Experimental Reactor, ITER, to commercial fusion energy. Nor has much attention been paid, since 2003, to the synergies between magnetic and inertial fusion energy development. Here we consider, at a very high level, the possibility of a Qeng ≥ 1 Pilot Plant, with linear dimensions ~ 2/3 the linear dimensions of a commercial fusion power plant, as the needed bridge. As we examine the R&D needs for such a system we find significant synergies between the needs for the development of magnetic and inertial fusion energy.

The next two sections discuss, in turn, the corporate profit-shifting mechanisms and evidence on the existence and magnitude of profit shifting activity. The following two sections provide the same analysis for individual tax evasion. The report concludes with overviews of alternative policy options and a summary of specific legislative proposals.

DEVELOPMENT OF BURN TEST SPECIFICATIONS FOR FIRE PROTECTION MATERIALS IN RAM PACKAGES

The regulations in 10 CFR 71 require that the radioactive material (RAM) packages must be able to withstand specific fire conditions given in 10 CFR 71.73 during Hypothetical Accident Conditions (HAC). This requirement is normally satisfied by extensive testing of full scale test specimens under required test conditions. Since fire test planning and execution is expensive and only provides a single snapshot into a package performance, every effort is made to minimize testing and supplement tests with results from computational thermal models. However, the accuracy of such thermal models depends heavily on the thermal properties of the fire insulating materials that are rarely available at the regulatory fire temperatures. To the best of authors knowledge no test standards exist that could be used to test the insulating materials and derive their thermal properties for the RAM package design. This paper presents a review of the existing industry fire testing standards and proposes testing methods that could serve as a standardized specification for testing fire insulating materials for use in RAM packages.

Micrometeorite Impacts in Beringian Mammoth Tusks and a Bison Skull

We have discovered what appear to be micrometeorites imbedded in seven late Pleistocene Alaskan mammoth tusks and a Siberian bison skull. The micrometeorites apparently shattered on impact leaving 2 to 5 mm hemispherical debris patterns surrounded by carbonized rings. Multiple impacts are observed on only one side of the tusks and skull consistent with the micrometeorites having come from a single direction. The impact sites are strongly magnetic indicating significant iron content. We analyzed several imbedded micrometeorite fragments from both tusks and skull with laser ablation inductively coupled plasma mass spectrometry (LA-ICP-MS) and X-ray fluorescence (XRF). These analyses confirm the high iron content and indicate compositions highly enriched in nickel and depleted in titanium, unlike any natural terrestrial sources. In addition, electron microprobe (EMP) analyses of a Fe-Ni sulfide grain (tusk 2) show it contains between 3 and 20 weight percent Ni. Prompt gamma-ray activation analysis (PGAA) of a particle extracted from the bison skull indicates ~;;0.4 mg of iron, in agreement with a micrometeorite ~;;1 mm in diameter. In addition, scanning electron microscope (SEM) images and XRF analyses of the skull show possible entry channels containing Fe-rich material. Absorbed XFEL Dose in the Components of the LCLS X-Ray Optics

There is great concern that the short, intense XFEL pulse of the LCLS will damage the optics that will be placed into the beam. We have analyzed the extent of the problem by considering the anticipated materials and position of the optical components in the beam path, calculated the absorbed dose as a function of photon energy, and compared these doses with the expected doses required (i) to observe rapid degradation due to thermal fatigue, (ii) to reach the melting temperature, or (iii) to actually melt the material. We list the materials that are anticipated to be placed into the Linac Coherent Light Source (LCLS) x-ray free electron laser (XFEL) beam line, their positions, and the absorbed dose, and compare this dose with anticipated damage thresholds.

Complexity of Groundwater Contaminants at DOE Sites

The U.S. Department of Energy (DOE) is responsible for the remediation and long-term stewardship of one of the world's largest groundwater contamination portfolios, with a significant number of plumes containing various contaminants, and considerable total mass and activity. As of 1999, the DOE's Office of Environmental Management was responsible for remediation, waste management, or nuclear materials and facility stabilization at 144 sites in 31 states and one U.S. territory, out of which 109 sites were expected to require long-term stewardship. Currently, 19 DOE sites are on the National Priority List. The total number of contaminated plumes on DOE lands is estimated to be 10,000. However, a significant number of DOE sites have not yet been fully characterized. The most prevalent contaminated media are groundwater and soil, although contaminated sediment, sludge, and surface water also are present. Groundwater, soil, and sediment contamination are present at 72% of all DOE sites. A proper characterization of the contaminant inventory at DOE sites is critical for accomplishing one of the primary DOE missions -- planning basic research to understand the complex physical, chemical, and biological properties of contaminated sites.
