317/319 phytoremediation site monitoring report - 2004 growing season.

In 1999, Argonne National Laboratory (ANL) designed and installed a series of engineered plantings consisting of a vegetative cover system and approximately 800 hybrid poplars and willows rooting at various predetermined depths. The plants were installed using various methods including Applied Natural Science's TreeWell{reg_sign} system. The goal of the installation was to protect downgradient surface and groundwater by hydraulic control of the contaminated plume by intercepting the contaminated groundwater with the tree roots, removing moisture from the upgradient soil area, reducing water infiltration, preventing soil erosion, degrading and/or transpiring the residual volatile organic compounds (VOCs), and removing tritium from the subsoil and groundwater. This report presents the results of the monitoring activities conducted by Argonne's Energy Systems Division (ES) in the growing season of 2004. Monitoring of the planted trees began soon after the trees were installed in 1999 and has been conducted every summer since then. As the trees grew and consolidated their growth into the contaminated soil and groundwater, their exposure to the contaminants was progressively shown through tissue sampling. 2009 EVALUATION OF TRITIUM REMOVAL AND MITIGATION TECHNOLOGIES FOR WASTEWATER TREATMENT

Since 1995, a state-approved land disposal site (SALDS) has received tritium contaminated effluents from the Hanford Site Effluent Treatment Facility (ETF). Tritium in this effluent is mitigated by storage in slow moving groundwater to allow extended time for decay before the water reaches the site boundary. By this method, tritium in the SALDS is isolated from the general environment and human contact until it has decayed to acceptable levels. This report contains the 2009 update evaluation of alternative tritium mitigation techniques to control tritium in liquid effluents and groundwater at the Hanford site. A thorough literature review was completed and updated information is provided on state-of-the-art technologies for control of tritium in wastewaters. This report was prepared to satisfy the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) Milestone M-026-07B (Ecology, EPA, and DOE 2007). Tritium separation and isolation technologies are evaluated periodically to determine their feasibility for implementation to control Hanford site liquid effluents and groundwaters to meet the Us. Access to Arts Education: Inclusion of Additional Questions in Education's Planned Research Would Help Explain Why Instruction Time Has Decreased for Some Students

A letter report issued by the Government Accountability Office with an abstract that begins "Under the No Child Left Behind Act (NCLBA), districts and schools must demonstrate adequate yearly progress (AYP) for all students. Because schools may spend more time improving students' academic skills to meet NCLBA's requirements, some are concerned that arts education might be cut back. To determine how, if at all, student access to arts education has changed since NCLBA, the Congress asked: (1) has the amount of instruction time for arts education changed and, if so, have certain groups been more affected than others, (2) to what extent have state education agencies' requirements and funding for arts education changed since NCLBA, (3) what are school officials in selected districts doing to provide arts education since NCLBA and what challenges do they face in doing so, and (4) what is known about the effect of arts education in improving student outcomes? GAO analyzed data from the U.S. Department of Education (Education), surveyed 50 state arts officials, interviewed officials in 8 school districts and 19 schools, and reviewed existing research."

The paper, “Adaptive Management: Background for Stakeholders in the Missouri River Recovery Program,” introduced the concept of adaptive management (AM), its principles and how they relate to one-another, how AM is applied, and challenges for its implementation. This companion paper describes how the AM principles were applied to specific management actions within the Missouri River Recovery Program to facilitate understanding, decision-making, and stakeholder engagement. For context, we begin with a brief synopsis of the Missouri River Recovery Program (MRRP) and the strategy for implementing adaptive management (AM) within the program; we finish with an example of AM in action within Phase I of the MRPP.

Advanced In-Furnace NOx Control for Wall and Cyclone-Fired Boilers

A NO{sub x} minimization strategy for coal-burning wall-fired and cyclone boilers was developed that included deep air staging, innovative oxygen use, reburning, and advanced combustion control enhancements. Computational fluid dynamics modeling was applied to refine and select the best arrangements. Pilot-scale tests were conducted by firing an eastern high-volatile bituminous Pittsburgh No.8 coal at 5 million Btu/hr in a facility that was set up with two-level overfire air (OFA) ports. In the wall-fired mode, pulverized coal was burned in a geometrically scaled down version of the B and W DRB-4Z{reg_sign} low-NO{sub x} burner. At a fixed overall excess air level of 17%, NO{sub x} emissions with single-level OFA ports were around 0.32 lb/million Btu at 0.80 burner stoichiometry. Two-level OFA operation lowered the NO{sub x} levels to 0.25 lb/million Btu. Oxygen enrichment in the staged burner reduced the NO{sub x} values to 0.21 lb/million Btu. Oxygen enrichment plus reburning and 2-level OFA operation further curbed the NO{sub x} emissions to 0.19 lb/million Btu or by 41% from conventional air-staged operation with single-level OFA ports. In the cyclone firing arrangement, oxygen enrichment of the cyclone combustor enabled high-temperature and deeply staged operation while maintaining good slag tapping. Firing the Pittsburgh No.8 …

Agile Machining and Inspection Non-Nuclear Report (NNR) Project

This report is a high level summary of the eight major projects funded by the Agile Machining and Inspection Non-Nuclear Readiness (NNR) project (FY06.0422.3.04.R1). The largest project of the group is the Rapid Response project in which the six major sub categories are summarized. This project focused on the operations of the machining departments that will comprise Special Applications Machining (SAM) in the Kansas City Responsive Infrastructure Manufacturing & Sourcing (KCRIMS) project. This project was aimed at upgrading older machine tools, developing new inspection tools, eliminating Classified Removable Electronic Media (CREM) in the handling of classified Numerical Control (NC) programs by installing the CRONOS network, and developing methods to automatically load Coordinated-Measuring Machine (CMM) inspection data into bomb books and product score cards. Finally, the project personnel leaned perations of some of the machine tool cells, and now have the model to continue this activity.

Multiple files containing 2004 through 2007 Tile Chlorophyll data for the Kootenai River sites designated as: KR1, KR2, KR3, KR4 (Downriver) and KR6, KR7, KR9, KR9.1, KR10, KR11, KR12, KR13, KR14 (Upriver) were received by SCS. For a complete description of the sites covered, please refer to http://ktoi.scsnetw.com. To maintain consistency with the previous SCS algae reports, all analyses were carried out separately for the Upriver and Downriver categories, as defined in the aforementioned paragraph. The Upriver designation, however, now includes three additional sites, KR11, KR12, and the nutrient addition site, KR9.1. Summary statistics and information on the four responses, chlorophyll a, chlorophyll a Accrual Rate, Total Chlorophyll, and Total Chlorophyll Accrual Rate are presented in Print Out 2. Computations were carried out separately for each river position (Upriver and Downriver) and year. For example, the Downriver position in 2004 showed an average Chlorophyll a level of 25.5 mg with a standard deviation of 21.4 and minimum and maximum values of 3.1 and 196 mg, respectively. Alternate Methods for Eluting Cesium from Spherical Resorcinol-Formaldehyde Resin

A small-column ion exchange (SCIX) system has been proposed for removing cesium from the supernate and dissolved salt solutions in the high-level-waste tanks at the Savannah River Site (SRS). The SCIX system could use either crystalline silicotitanate (CST), an inorganic, non-regenerable sorbent, or spherical resorcinol-formaldehyde (RF), a new regenerable resin, to remove cesium from the waste solutions. The baseline method for eluting the cesium from the RF resin uses 15 bed volumes (BV) of 0.5 M nitric acid (HNO{sub 3}). The nitric acid eluate, containing the radioactive cesium, would be combined with the sludge from the waste tanks and would be converted into glass at the Defense Waste Processing Facility (DWPF) at SRS. The amount of nitric acid that would be used to elute the RF resin, using the current elution protocol, exceeds the capacity of DWPF to destroy the nitrate ions and maintain the required chemical reducing environment in the glass melt. Installing a denitration evaporator at SRS is technically feasible but would add considerable cost to the project. Alternate VHTR/HTE INterface for mitigating tritum.

High temperature creep in structures at the interface between the nuclear plant and the hydrogen plant and the migration of tritium from the core through structures in the interface are two key challenges for the Very High Temperature Reactor (VHTR) coupled to the High Temperature Electrolysis (HTE) process. The severity of these challenges, however, can be reduced by lowering the temperature at which the interface operates. Preferably this should be accomplished in a way that does not reduce combined plant efficiency and other performance measures. A means for doing so is described in this report. A heat pump is used to raise the temperature of near-waste heat from the PCU to the temperature at which nine-tenths of the HTE process heat is needed. In addition to mitigating tritium transport and creep of structures, structural material commodity costs are reduced and plant efficiency is increased by a couple of percent.

Amtrak: Budget and Reauthorization

This report discusses the background and funding of Amtrak, which was created by Congress in 1970 to provide intercity passenger railroad service. It operates approximately 44 routes over 22,000 miles of track, 97% of which is owned by freight rail companies. It runs a deficit each year, and requires federal assistance to cover operating losses and capital investment. Without a yearly federal grant to cover operating losses, Amtrak would not survive as presently configured.

Analysis of the Effects of Compositional and Configurational Assumptions on Product Costs for the Thermochemical Conversion of Lignocellulosic Biomass to Mixed Alcohols – FY 2007 Progress Report

The purpose of this study was to examine alternative biomass-to-ethanol conversion process assumptions and configuration options to determine their relative effects on overall process economics. A process-flow-sheet computer model was used to determine the heat and material balance for each configuration that was studied. The heat and material balance was then fed to a costing spreadsheet to determine the impact on the ethanol selling price. By examining a number of operational and configuration alternatives and comparing the results to the base flow sheet, alternatives having the greatest impact the performance and cost of the overall system were identified and used to make decisions on research priorities. This report, which was originally published in December 2008, has been revised primarily to correct information presented in Appendix B -- Base Case Flow Sheets and Model Results. The corrections to Appendix B include replacement of several pages in Table B.1 that duplicated previous pages of the table. Other changes were made in Appendix B to correct inconsistencies between stream labels presented in the tables and the stream labels in the figures.
