Burma: Economic Sanctions
On October 19, 2007, President George W. Bush issued Executive Order 13449. This followed a September 25, 2007 statement by President Bush that sanctions against Burma, which have been in place since 1997, would be tightened to specifically target leading Burmese officials and impose additional financial and travel sanctions. This report provides background information on existing economic sanctions against Burma and possible options to expand sanctions.

Iran's Ballistic Missile Programs: An Overview
Iran has an active interest in developing, acquiring, and deploying a broad range of ballistic missiles. This was spotlighted in mid-July 2008 when Iran launched a number of ballistic missiles during military exercises. This report seeks to provide an overview of the reported or suspected variety of Iranian ballistic missile programs. Because there remains widespread public divergence over particulars, however, this report does not provide specificity to what Iran may or may not have, or is in the process of developing.

Military Airlift: C-17 Program Background
The C-17 Globemaster III is a long-range cargo aircraft operated by the U.S. Air Force since 1993. To date, Congress has funded 190 C-17s for the Air Force. The C-17 program remains a key issue as Congress evaluates the needs of DOD's strategic airlift force. This paper provides program background for the C-17. Military Aircraft: The Joint Cargo Aircraft Program
Joint Cargo Aircraft (JCA) is a joint acquisition program between the Army and Air Force intended to procure a commercial off-the-shelf aircraft capable of meeting Army and Air Force requirements for intra-theater airlift. The C-27J Spartan, built by L-3 Communications, was awarded the JCA contract in 2007. This is an update of a report by William Knight and will be updated as conditions warrant.

China's Space Program: Options for U.S.-China Cooperation
China has a determined, yet still modest, program of civilian space activities planned for the next decade. The potential for U.S.-China cooperation in space -- an issue of interest to Congress -- has become more controversial since the January 2007 Chinese anti-satellite test. Some argue that Chinese capabilities now threaten U.S. space assets in low earth orbit. Others stress the need to expand dialogue with China. This report outlines recent activities and future plans in China's civilian space sector. Labor-Management Relations and the Federal Aviation Administration: Background and Current Legislative Issues
This report discusses labor-management relations at the Federal Aviation Administration (FAA) and the 2006 implementation of a new labor contract on air traffic controllers. The FAA's ability to implement the new contract with its controllers was arguably supported by a mediation procedure prescribed by federal law. This report provides background information on the mediation procedure, discusses litigation involving the FAA and two labor organizations, and examines legislative attempts to amend the existing system.

Instability in Chad

Congress appropriated, in P.L. 110-329, approximately $4.36 billion for state and local homeland security assistance programs. This is approximately $135 million more than was appropriated in FY2008 ($4.22 billion). Congress chose not to fund the Real ID program in FY2009, however, it did appropriate funding ($2 million) for a new assistance program titled the Center for Counterterrorism and Cyber Crime at Norwich University in Northfield, Vermont.

National Aeronautics and Space Administration: Overview, FY2009 Budget, and Issues for Congress
The National Aeronautics and Space Administration (NASA) conducts U.S. civilian space and aeronautics activities. For FY2009, the Administration requested $17.614 billion for NASA, and increase of 1.8% from the FY2008 appropriation of $17.309 billion. The President's 2004 Moon/Mars Vision for Space Exploration is the major focus of NASA's activities. Issues for Congress regarding this goal include the development of new vehicles for human spaceflight, plans for the transition to these vehicles after the space shuttle is retired in 2010, and the balance in NASA's priorities between human space exploration and the agency's activities in science and aeronautics.

The NATO Summit at Bucharest, 2008
NATO held a summit in Bucharest, Romania, April 2-4, 2008. The summit did not become the occasion to adopt major new ideas or initiatives. A "Strategic Vision" paper on Afghanistan clarified several issues but did not lead to a greater sharing of the combat burden among NATO governments. Croatia and Albania, but not Macedonia, were invited to begin accession negotiations for membership. In a contentious debate, neither Georgia nor Ukraine were admitted to the MAP process. Section 1206 of the National Defense Authorization Act for FY2006: A Fact Sheet on Department of Defense Authority to Train and Equip Foreign Military Forces
Section 1206 of the National Defense Authorization Act (NDAA) for Fiscal Year 2006 provides the Secretary of Defense with authority to train and equip foreign military forces. Thus far, the Department of Defense (DOD) has used Section 1206 authority primarily to provide counterterrorism support. Section 1206 obligations totaled some $100 million in FY2006 and $279 million in FY2007. Obligations for FY2008 total almost $25 million as of May 20, 2008. Funds may only be obligated with the concurrence of the Secretary of State. This authority expires at the end of FY2008.

Bisphenol A (BPA) is used to produce certain types of plastic. Containers made of these plastics may expose people to small amounts of BPA in food and water. Some animal experiments have found that fetal and infant development may be harmed by small amounts of BPA, but scientists disagree about the value of the animal studies for predicting harmful effects in people. Clean Water Act: Legislation Concerning Discharges from Recreational Boats
The Environmental Protection Agency is attempting to develop a regulatory response to a 2006 federal court ruling that vacated a long-standing rule that exempts discharges associated with the normal operation of vessels from permit requirements of the Clean Water Act. Concern that this ruling could require millions of recreational boaters to obtain permits has led to the introduction of legislation to exempt these and other types of vessels from water quality regulation. This report discusses background to the issue; bills introduced in response, two of which were passed by Congress on July 22; and draft permits proposed by EPA on June 17.
