Brief Summaries of Federal Animal Protection Statutes

This report contains summaries of federal animal protection statutes, listed alphabetically. It does not include treaties, although it does include statutes enacted to implement treaties. It includes statutes concerning animals that are not entirely, or not at all, animal protection statutes. For example, it includes a statute authorizing the eradication of predators, because one of the statute's purposes is to protect domestic and "game" animals; and it includes statutes to conserve fish, although their ultimate purpose may not be for the fishes' benefit. It also includes statutes that allow the disabled to use service animals, and even includes statutes aimed at acts of animal rights advocates (the Animal Enterprise Protection Act of 1992, and the Recreational Hunting Safety and Preservation Act of 1994).

This report reviews the U.S. automotive industry at present, aspects of the industry's financial situation, and relief options. It includes an analysis of the current situation in the U.S. automotive market, including efforts to address problems of long-term competitiveness and the impact of the industry on the broader U.S. economy. It focuses on financial issues, including credit questions, and legal and financial aspects of government-offered loans or loan guarantees. This further includes consideration of legacy issues, specifically pension and health care responsibilities of the Detroit 3. It also reviews potential solutions to the financial crisis, including options of government receivership and participation management, and various forms of bankruptcy. Finally, the report reviews stipulations that Congress might impose on auto manufacturers as conditions of providing assistance.

A U.S.-centric Chronology of the International Climate Change Negotiations

This document provides a U.S.-centric chronology of the international policy negotiations to address climate change. It covers the United Nations Framework Convention on Climate Change in 1992, the Kyoto Protocol in 1997, the Marrakesh Accords of 2001, and the Bali Action Plan of 2007 that mandates the current negotiations toward a new agreement by the end of 2009 on commitments for the period beyond 2012. Today's negotiations under the Bali Action Plan focus on four elements: mitigation of greenhouse gas emissions; adaptation to impacts of climate change; financial assistance to low income countries; and technology development and transfer. For U.S. legislators, important issues include the compatibility of any international agreement with U.S. domestic policies and laws; the adequacy of appropriations, fiscal measures and programs to achieve any commitments under the agreement; and the desirable form of the agreement and related requirements for potential Senate ratification and federal implementing legislation.

Over the past few years, the media have been filled with reports about worksite enforcement operations, commonly referred to as immigration raids. These operations represent the public face of efforts by the Department of Homeland Security to curtail the employment of unauthorized immigrants. According to 2006 estimates, there are some 7.8 million unauthorized workers in the U.S. civilian workforce. Enforcement activity by the Department of Labor (DOL) is also relevant to a discussion of federal efforts to curtail unauthorized employment.

The Individuals with Disabilities Education Ace: Final Part B Regulations

The Individuals with Disabilities Education Act (IDEA) provides federal funding for the education of children with disabilities and requires, as a condition for the receipt of such funds, the provision of a free appropriate public education (FAPE). The statute also contains detailed due process provisions to ensure the provision of FAPE. On December 1, 2008, the Department of Education (ED) issued a final regulation to "clarify and strengthen current regulations" promulgated under the Individuals with Disabilities Education Act. The regulations take effect on December 31, 2008. This report looks at the issues raised by changes from the regulations.

This report highlights the differences between the construct of tailored deterrence and the more general concept of strategic deterrence that guided U.S. nuclear policy during the Cold War. It then identifies a number of issues that Congress might address when it reviews these differences, including the question of whether detailed and tailored attack plans are more likely to enhance deterrence or more likely to lead to the early use of nuclear weapons, and the question of whether tailored deterrence provides any guidance about the future size and structure of U.S. nuclear forces.
