Asian Pacific Americans in the United States Congress
Asian Pacific Americans have served in both houses of Congress representing California, Hawaii, Louisiana, Oregon, Virginia, American Samoa, and Guam. They have served in leadership positions, including committee and subcommittee chairmanships. Foreign Science and Engineering Presence in U.S. Institutions and the Labor Force
The increased presence of foreign students in graduate science and engineering programs and in the scientific workforce has been and continues to be of concern to some in the scientific community. Enrollment of U.S. citizens in graduate science and engineering programs has not kept pace with that of foreign students in those programs. Many in the scientific community maintain that in order to compete with countries that are rapidly expanding their scientific and technological capabilities, the country needs to bring to the United States those whose skills will benefit society and will enable us to compete in the new-technology based global economy. This report analyzes this issue in detail and includes discussion of related legislation.

Social Services Block Grant: (Title XX of the Social Security Act)
The FY2008 Consolidated Appropriations Act (P.L. 110-161) maintains SSBG funding at $1.7 billion and maintains states' authority to transfer up to 10% of their Temporary Assistance for Needy Families (TANF) block grants to the SSBG. The $1.7 billion in regular funds mirrors funding included in both the FY2007 and FY2006 laws, but exceeds the $1.2 billion that the President proposed for FY2008, and most recently, for FY2009. The FY2009 budget also includes a proposal to eliminate the SSBG in FY2010. This report provides SSBG background information and tracks relevant legislation and appropriations measures.

This report discusses the 2002 farm bill (P.L. 107-171) that authorized an array of agricultural, rural, and nutrition programs. Many provisions of the 2002 farm bill were scheduled to expire in 2007. If a new farm bill or year-long extension were not enacted before the 2008 harvest, permanent law would have taken effect.

Possible Federal Revenue from Oil Development of ANWR and Nearby Areas
This report estimates the potential revenues to the United States Treasury from Arctic National Wildlife Refuge (ANWR) oil development should Congress approve such development. It has been prepared according to key oil price assumptions. More specifically, estimates of potential federal revenues are based on market oil prices — the price at which the ANWR output would be sold — of $60, $80, $90, $100, and $125 per barrel.

Latin America: Energy Supply, Political Developments, and U.S. Policy Approaches
This report examines Latin America’s current political environment and its apparent effect on energy production in the region. Nepal: Political Developments and Bilateral Relations with the United States
This report concerns the political developments and bilateral relations of Nepal with the United States. Nepal has been described as a yam between two boulders. Nepal's geopolitical status as a small, landlocked buffer state situated between two Asian giants - India and China - has severely constrained its foreign policy and trade options. Although Nepal has sought to maintain friendly relations with both neighbors, its cultural, linguistic, religious and economic ties with India historically have been much closer than those with China.
