It is a federal crime to intentionally wiretap or electronically eavesdrop on the conversation of another without a court order or the consent of one of the parties to the conversation. Statutory exceptions to these general prohibitions permit judicially supervised wiretapping or electronic eavesdropping conducted for law enforcement or foreign intelligence gathering purposes. Similar regimes - proscriptions with exceptions for government access under limited circumstances - exist for telephone records, e-mail and other forms of electronic communications.

Haiti faces several interrelated challenges, the most immediate being a lingering food crisis that in April 2008 led to deadly protests and the ouster of Haiti's prime minister. Military uniforms are procured through the Defense Logistics Agency (DLA), an agency of the Department of Defense (DOD). DLA is DOD's largest combat support agency, providing worldwide logistics support for the United States (U.S.) military services, civilian agencies, and foreign countries. With headquarters in Fort Belvoir, Virginia, DLA operates three supply centers, one of which is the Defense Supply Center Philadelphia (DSCP), in Philadelphia, PA. DSCP is responsible for procuring nearly all of the food, clothing, and medical supplies used by the military; about 90% of the construction material used by troops in the field, as well as repair parts for aircraft, combat vehicles, and other weapons system platforms.

The Navy's proposed FY2009 budget requested $2,712 million in procurement funding for CVN-78, the first ship in the Gerald R. Ford (CVN-78) class of aircraft carriers, which was earlier known as the CVN-21 class. Although CVN-78 was procured in FY2008, the Navy's budget includes procurement funding for the ship in FY2009, FY2010, and FY2011. The Navy's proposed FY2008 budget also requested $1,214 million in advance procurement funding for CVN-79, the second ship in the class, which the Navy wants to procure in FY2012. The Navy's estimated procurement costs for CVN-78 and CVN-79 are about $10.5 billion and $9.2 billion, respectively.

The FY2006 budget completed the funding required in the Shipbuilding and Conversion, Navy (SCN) account for the Navy's program to refuel and convert four Trident ballistic missile submarines (SSBNs) into cruise-missile-carrying and special operations forces (SOF) support submarines (SSGNs). Initial Operational Capability (IOC) for the program was declared on November 1, 2007. The total estimated cost of the program is about $4.0 billion.

The Navy is implementing or experimenting with new kinds of naval formations, more flexible forward-deployment schedules, forward-homeporting additional Navy ships, and long-duration deployments with crew rotation (which the Navy calls Sea Swap). These changes, which form a key part of Navy transformation, raise several potential issues for Congress.

The United States and Europe share a long and intertwined history. Both sides of the Atlantic face a common set of international concerns, have few other comparable partners, and share a deep economic relationship. Despite much improvement in overall relations since the divisive debate over Iraq policy, several foreign policy and trade disputes remain.
