Wildland Fire Management: Interagency Budget Tool Needs Further Development to Fully Meet Key Objectives

A letter report issued by the Government Accountability Office with an abstract that begins "Wildland fires have become increasingly damaging and costly. To deal with fire's threats, the five federal wildland fire agencies--the Forest Service in the Department of Agriculture and four agencies in the Department of the Interior (Interior)--rely on thousands of firefighters, fire engines, and other assets. To ensure acquisition of the best mix of these assets, the agencies in 2002 began developing a new interagency budget tool known as fire program analysis (FPA). FPA underwent major changes in 2006, raising questions about its ability to meet its original objectives. GAO was asked to examine (1) FPA's development to date, including the 2006 changes, and (2) the extent to which FPA will meet its objectives. To do so, GAO reviewed agency policies and FPA documentation and interviewed agency officials."

A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. Agency for International Development's (USAID)Cuba Program provides assistance to support human rights and promote nonviolent democratic change in Cuba. From 1996 through 2008, the program awarded $83 million in grants to nongovernmental organizations and universities. In 2006, GAO found weaknesses in program oversight that increased the risk of grantees' improperly using grant funds and failing to comply with U.S. laws. In 2008, misuse of grant funds at organizations with the program's two largest grants was detected. GAO was asked to examine (1) actions that USAID has taken since 2006, or plans to take, to improve its award and oversight of the Cuba Program's grants and (2) actions that USAID has taken in response to the recently detected misuses of grant funds. GAO analyzed USAID and grantee records, conducted limited reviews at five grantees, and interviewed agency and grantee officials."

Long-range and head-on beam-beam compensation studies in RHIC with lessons for the LHC

Long-range as well as head-on beam-beam effects are expected to limit the LHC performance with design parameters. They are also important consideration for the LHC upgrades. To mitigate long-range effects current carrying wires parallel to the beam were proposed. Two such wires are installed in RHIC where they allow studying the effect of strong long-range beam-beam effects, as well as the compensation of a single long-range interaction. The tests provide benchmark data for simulations and analytical treatments. To reduce the head-on beam-beam effect electron lenses were proposed for both RIDC and the LHC. We present the experimental long-range beam-beam program at RHIC and report on head-on compensations studies based on simulations.

Depth-resolved soft x-ray photoelectron emission microscopy in nanostructures via standing-wave excited photoemission

We present an extension of conventional laterally resolved soft x-ray photoelectron emission microscopy. A depth resolution along the surface normal down to a few {angstrom} can be achieved by setting up standing x-ray wave fields in a multilayer substrate. The sample is an Ag/Co/Au trilayer, whose first layer has a wedge profile, grown on a Si/MoSi2 multilayer mirror. Tuning the incident x-ray to the mirror Bragg angle we set up standing x-ray wave fields. We demonstrate the resulting depth resolution by imaging the standing wave fields as they move through the trilayer wedge structure.

Formic Acid Dehydrogenation on Au-Based Catalysts at Near-Ambient Temperatures

Formic acid (HCOOH) is a convenient hydrogen carrier in fuel cells designed for portable use. Recent studies have shown that HCOOH decomposition is catalyzed with Ru-based complexes in the aqueous phase at near-ambient temperatures. HCOOH decomposition reactions are used frequently to probe the effects of alloying and cluster size and of geometric and electronic factors in catalysis. These studies have concluded that Pt is the most active metal for HCOOH decomposition, at least as large crystallites and extended surfaces. The identity and oxidation state of surface metal atoms influence the relative rates of dehydrogenation (HCOOH {yields} H{sub 2} + CO{sub 2}) and dehydration (HCOOH {yields} H{sub 2}O + CO) routes, a selectivity requirement for the synthesis of CO-free H{sub 2} streams for low-temperature fuel cells. Group Ib and Group VIII noble metals catalyze dehydrogenation selectively, while base metals and metal oxides catalyze both routes, either directly or indirectly via subsequent water-gas shift (WGS) reactions.

Oxide Ferromagnetic Semiconductors for Spin-Electronic Transprt

The objective of this research was to investigate the viability of oxide magnetic semiconductors as potential materials for spintronics. We identified some members of the solid solution series of ilmenite (FeTiO3) and hematite (Fe2O3), abbreviated as (IH) for simplicity, for our investigations based on their ferromagnetic and semiconducting properties. With this objective in focus we limited our investigations to the following members of the modified Fe-titanates: IH33 (ilmenitehematite with 33 atomic percent hematite), IH45 (ilmenite-hematite with 45 atomic percent hematite), Mn-substituted ilmenite (Mn-FeTiO3), and Mn-substituted pseudobrookite (Mn- Fe2TiO5). All of them are: 1. wide bandgap semiconductors with band gaps ranging in values between 2.5 to 3.5 eV; 2. n-type semiconductors; 3.they exhibit well defined magnetic hysteresis loops and 4. their magnetic Curie points are greater than 400K. Ceramic, film and single crystal samples were studied and based on their properties we produced varistors (also known as voltage dependent resistors) for microelectronic circuit protection from power surges, three-terminal microelectronic devices capable of generating bipolar currents, and an integrated structured device with controlled magnetic switching of spins. Search for a permanent electric dipole moment using liquid 129Xe

Search for an electric dipole moment is one of the best motivated low-energy approaches for investigating physics beyond the Standard Model. Our experimental effort is focused on improving the limit on EDM in liquid 129Xe to put constraints on nuclear CP-violating interactions. High nuclear spin density and high electrical breakdown strength make 129Xe a promising medium for EDM searches. At the time the project started, the transverse nuclear spin relaxation time T2 of 129Xe was unknown. We made measurements of T2 using NMR spin-echo techniques and found that it is exceeds 1300 sec, the longest relaxation time ever measured in a liquid [1]. We also began to investigate non-linear dipolar interaction effects in a high-density spin-polarized liquid Xe. In the second iteration of the experiment we setup a high-Tc SQUID system in magnetic shields and performed detailed studies of Xe spin precession. We developed a model for non-linear dipolar interactions and found that for one set of conditions non-linear interactions can delay spin dephasing due to magnetic field gradients, while for another set of conditions they can lead to exponential amplification of the spin precession signals [2]. DWPF GLASS BEADS AND GLASS FRIT TRANSPORT DEMONSTRATION

DWPF is considering replacing irregularly shaped glass frit with spherical glass beads in the Slurry Mix Evaporator (SME) process to decrease the yield stress of the melter feed (a non-Newtonian Bingham Plastic). Pilot-scale testing was conducted on spherical glass beads and glass frit to determine how well the glass beads would transfer when compared to the glass frit. Process Engineering Development designed and constructed the test apparatus to aid in the understanding and impacts that spherical glass beads may have on the existing DWPF Frit Transfer System. Testing was conducted to determine if the lines would plug with the glass beads and the glass frit slurry and what is required to unplug the lines. The flow loop consisted of vertical and horizontal runs of clear PVC piping, similar in geometry to the existing system. Two different batches of glass slurry were tested: a batch of 50 wt% spherical glass beads and a batch of 50 wt% glass frit in process water. No chemicals such as formic acid was used in slurry, only water and glass formers. The glass beads used for this testing were commercially available borosilicate glass of mesh size -100+200. On the fracture toughness of advanced materials

Few engineering materials are limited by their strength; rather they are limited by their resistance to fracture or fracture toughness. It is not by accident that most critical structures, such as bridges, ships, nuclear pressure vessels and so forth, are manufactured from materials that are comparatively low in strength but high in toughness. Indeed, in many classes of materials, strength and toughness are almost mutually exclusive. In the first instance, such resistance to fracture is a function of bonding and crystal structure (or lack thereof), but can be developed through the design of appropriate nano/microstructures. However, the creation of tough microstructures in structural materials, i.e., metals, polymers, ceramics and their composites, is invariably a compromise between resistance to intrinsic damage mechanisms ahead of the tip of a crack (intrinsic toughening) and the formation of crack-tip shielding mechanisms which principally act behind the tip to reduce the effective 'crack-driving force' (extrinsic toughening). Intrinsic toughening is essentially an inherent property of a specific microstructure; it is the dominant form of toughening in ductile (e.g., metallic) materials. Climate Change: Design Approaches for a Greenhouse Gas Reduction Program

This report explores strategies to control greenhouse gas (GHG) emissions and options to address the cost issue in four parts. First, the basic economic tradeoff between controlling the quantity of GHG emissions and the program's compliance costs is introduced and explained. Second, the five dimensions of the cost issue that have arisen so far in the climate change debate are identified and discussed. Third, a representative sample of proposed approaches to address cost concerns is compared and analyzed according to the five cost dimensions identified previously. Finally, the proposed options are summarized and opportunities to combine or merge different approaches are analyzed.
