1916 First National Bank Building

Photograph of 1916 First National Bank building on the Plaza Square in downtown Paris, Texas. This building has a Texas Historical Commission historical marker outlining its history on the center column. The building is in the Classic Revival style and the upper part is ornamented with a white stone top cap that is supported by white stone carved consoles (brackets). The top floor is set back and has an ornamental white stone string course around the top of the next floor down, the top floor of the main part of he building. The windows are grouped in twos, threes, and fours, separated by red brick pilasters. Between the pilasters, the windows have a white stone string course forming the window ledges, and the tops of the windows have lentils for brick support. The ground floor has been modified to accommodate the Capital One Bank. The ground floor walls and foundation was built of steel reenforce concrete.

The Constitution of the United States makes no specific allowance for any one of the co-equal branches to have access to information held by the others and contains no provision expressly establishing a procedure for, or a right of, public access to government information. Nonetheless, Congress has legislated various public access laws. These include two records access statutes — the Freedom of Information Act and the Privacy Act — and two meetings access statutes — the Federal Advisory Committee Act and the Government in the Sunshine Act. This report provides background on the issue of government transparency and examines relevant litigation.

Action-Oriented Benchmarking: Concepts and Tools

Most energy benchmarking tools provide static feedback on how one building compares to a larger set of loosely similar buildings, without providing information at the end-use level or on what can be done to reduce consumption, cost, or emissions. In this article--Part 1 of a two-part series--we describe an 'action-oriented benchmarking' approach, which extends whole-building energy benchmarking to include analysis of system and component energy use metrics and features. Action-oriented benchmarking thereby allows users to generate more meaningful metrics and to identify, screen and prioritize potential efficiency improvements. This opportunity assessment process can then be used to inform and optimize a full-scale audit or commissioning process. We introduce a new web-based action-oriented benchmarking system and associated software tool-EnergyIQ. The benchmarking methods, visualizations, and user interface design are informed by an end-user needs assessment survey and best-practice guidelines from ASHRAE.

The AdS/CFT Correspondence and Light-Front QCD

We identify an invariant light-front coordinate {zeta} which allows the separation of the dynamics of quark and gluon binding from the kinematics of constituent spin and internal orbital angular momentum. The result is a single-variable light-front Schroedinger equation for QCD which determines the eigenspectrum and the light-front wavefunctions of hadrons for general spin and orbital angular momentum. This frame-independent light-front wave equation is equivalent to the equations of motion which describe the propagation of spin-J modes on anti-de Sitter (AdS) space. Light-front holography is a remarkable feature of AdS/CFT: it allows hadronic amplitudes in the AdS fifth dimension to be mapped to frame-independent light-front wavefunctions of hadrons in physical space-time, thus providing a relativistic description of hadrons at the amplitude level. In principle, the model can be systematically improved by diagonalizing the full QCD light-front Hamiltonian on the AdS/QCD basis. Quark and gluon hadronization can be computed at the amplitude level by convoluting the off-shell T matrix calculated from the QCD light-front Hamiltonian with the hadronic light-front wavefunctions. Advanced Mixing Models

The process of recovering the waste in storage tanks at the Savannah River Site (SRS) typically requires mixing the contents of the tank with one to four dual-nozzle jet mixers located within the tank. The typical criteria to establish a mixed condition in a tank are based on the number of pumps in operation and the time duration of operation. To ensure that a mixed condition is achieved, operating times are set conservatively long. This approach results in high operational costs because of the long mixing times and high maintenance and repair costs for the same reason. A significant reduction in both of these costs might be realized by reducing the required mixing time based on calculating a reliable indicator of mixing with a suitably validated computer code. The work described in this report establishes the basis for further development of the theory leading to the identified mixing indicators, the benchmark analyses demonstrating their consistency with widely accepted correlations, and the application of those indicators to SRS waste tanks to provide a better, physically based estimate of the required mixing time. A letter report issued by the Government Accountability Office with an abstract that begins "In 2006, a Los Alamos National Laboratory (LANL) contract employee unlawfully removed classified information from the laboratory. This was the latest in a series of high-profile security incidents at LANL spanning almost a decade. LANL conducts research on nuclear weapons and other national security areas for the National Nuclear Security Administration (NNSA). GAO was asked to (1) identify LANL's major programs and activities and how much they rely on classified resources; (2) identify initiatives LANL is taking to reduce and consolidate its classified resources and physical footprint and the extent to which these initiatives address earlier security concerns; and (3) determine whether its new management approaches will sustain security improvements over the long-term. To carry out its work, GAO analyzed LANL data; reviewed policies, plans, and budgets; and interviewed officials."
