At the beginning of the 109th Congress, both the House and Senate Committees on Appropriations reorganized their subcommittee structure, affecting the coverage of the FY2006 appropriations bills. Federal Student Aid Need Analysis System: Background, Description, and Legislative Action
A federal need analysis system underlies the annual allocation of billions of dollars (more than $73 billion in FY2005) in student financial aid supported by Title IV of the Higher Education Act (HEA) (P.L. 89-329, as amended). The system has regularly been characterized by many as too complex, creating a barrier for students seeking financial assistance, especially low-income students. Wireless Technology and Spectrum Demand: Advanced Wireless Services
Advances in wireless telecommunications technology are converging with Internet technology to foster new generations of applications and services. Presently, the United States and other countries are moving to third-generation (3G) and fourth-generation mobile telephony. The defining feature of these technologies is that transmission speeds are significantly faster than prevailing technologies. A related trend is the growth in use of Wi-Fi (wireless fidelity) and WiMAX (an industry designation for a specific broadband standard). HIV/AIDS International Programs: Appropriations, FY2003-FY2006
This report briefly discusses appropriations for international HIV/AIDS programs. FY2006 Appropriations for Foreign Operations (P.L. 109-102), Labor/HHS/Education (H.Rept. 109-300), Defense, and Agriculture (P.L. 109-97) provide more than $3.4 billion for international HIV/AIDS, tuberculosis (TB), and malaria initiatives. Agricultural Issues in the 109th Congress
A number of issues affecting U.S. agriculture are receiving attention in the 109th Congress. The conference agreement on the FY2006 omnibus budget reconciliation bill includes a net reduction in spending on U.S. Department of Agriculture (USDA) mandatory programs of $2.7 billion over five years, and the reauthorization of a dairy income support program. Other issues of importance to agriculture during the second session of the 109th Congress include the possible consideration of emergency farm disaster assistance; multilateral and bilateral trade negotiations; concerns about agroterrorism, food safety, and animal and plant diseases (e.g., “mad cow” disease and avian flu); high energy costs; environmental issues; agricultural marketing matters, and the reauthorization of the Commodity Futures Trading Commission. This report will be updated as significant developments ensue.

Iraq's New Security Forces: The Challenge of Sectarian and Ethnic Influences
This report analyzes the prospects for rebuilding an inclusive Iraqi security force that transcends Iraq’s various ethnic and sectarian communities. U.S. policy makers and Iraqi officials aim to create a unified Iraqi security force; however, the predominately Sunni Arab insurgency has hampered this effort, and many believe that the new Iraqi security agencies will ultimately be composed of mostly Shiite and Kurdish recruits with both communities separately maintaining their own militias.

Jamaica: Political and Economic Conditions and U.S. Relations
Although Jamaica has a stable parliamentary democracy and is a middle-income developing country, the government of Prime Minister P.J. Patterson faces several significant challenges. These include a violent crime wave fueled by gangs and drug trafficking; high external debt, estimated at 135% of gross domestic product, that could constrain the government’s social expenditures; and an adult HIV/AIDS infection rate of over 1%. This report discusses U.S. relations with Jamaica, which are close and characterized by significant economic linkages and cooperation on such bilateral issues as anti-drug trafficking measures, hurricane reconstruction support, and efforts to combat the AIDS epidemic.

Agriculture in the U.S.-Dominican Republic Central American Free Trade Agreement (DR-CAFTA)
On August 2, 2005, President Bush signed into law the bill to implement the Dominican Republic-Central American Free Trade Agreement, or DR-CAFTA (P.L. 109-53, H.R. 3045). In DR-CAFTA, the United States and six countries will completely phase out tariffs and quotas — the primary means of border protection — on all but four agricultural commodities traded between them in stages up to 20 years. The four exempted products are as follows: for the United States, sugar; for Costa Rica, fresh onions and fresh potatoes; and for the four other Central American countries, white corn. DR-CAFTA’s provisions, once fully implemented, are expected to result in trade gains, though small, for the U.S. agricultural sector. This report describes this agreement in detail, as well as the stances of both supporters and detractors.
