3-D hydrodynamic models are used by the Savannah River National Laboratory (SRNL) to simulate the transport of thermal and radionuclide discharges in coastal estuary systems. Development of such models requires accurate bathymetry, coastline, and boundary condition data in conjunction with the ability to rapidly discretize model domains and interpolate the required geospatial data onto the domain. To facilitate rapid and accurate hydrodynamic model development, SRNL has developed a pre- and post-processor application in a geospatial framework to automate the creation of models using existing data. This automated capability allows development of very detailed models to maximize exploitation of available surface water radionuclide sample data and thermal imagery.

A 3{omega} transmitted beam diagnostic has been commissioned on the Omega Laser at the Laboratory for Laser Energetics, University of Rochester [Soures et.al., Laser Part. Beams 11 (1993)]. Transmitted light from one beam is collected by a large focusing mirror and directed onto a diagnostic platform. The near field of the transmitted light is imaged; the system collects information from twice the original f-cone of the beam. Two gated optical cameras capture the near field image of the transmitted light. Thirteen spatial positions around the measurement region are temporally resolved using fast photodiodes to allow a measure of the beam spray evolution. The Forward stimulated Raman scattering and forward simulated Brillion scattering are spectrally and temporally resolved at 5 independent locations within twice the original f-cone. The total transmitted energy is measured in two spectral bands ({delta}{lambda} < 400 nm and {delta}{lambda} > 400 nm).

Fungicides approved by the Environmental Protection Agency (EPA) can protect against ASR. In 2005, growers in 31 states planted about 72.2 million soybean acres worth about $17 billion. While favorable weather conditions limited losses due to ASR, it still threatens the soybean industry. In May 2005, GAO described the U.S. Department of Agriculture's (USDA) efforts to prepare for ASR's entry, (Agriculture Production: USDA's Preparation for Asian Soybean Rust, GAO-05-668R). This report examines (1) USDA's strategy to minimize ASR's effects in 2005 and the lessons learned to improve future efforts and (2) USDA, EPA, and others' efforts to develop, test, and license fungicides for ASR and to identify and breed soybeans that tolerate it."

The Advanced High-Temperature Reactor (AHTR) is a novel reactor design that utilizes the graphite-matrix high-temperature fuel of helium-cooled reactors, but provides cooling with a high-temperature fluoride salt. For applications at temperatures greater than 900 C the AHTR is also referred to as a Liquid-Salt-Cooled Very High-Temperature Reactor (LS-VHTR). This report provides an assessment of candidate salts proposed as the primary coolant for the AHTR based upon a review of physical properties, nuclear properties, and chemical factors. The physical properties most relevant for coolant service were reviewed. Key chemical factors that influence material compatibility were also analyzed for the purpose of screening salt candidates. Some simple screening factors related to the nuclear properties of salts were also developed. The moderating ratio and neutron-absorption cross-section were compiled for each salt. The short-lived activation products, long-lived transmutation activity, and reactivity coefficients associated with various salt candidates were estimated using a computational model. Table A presents a summary of the properties of the candidate coolant salts. In the United States, the general rule, which derives from common law, is that each side in a legal proceeding pays for its own attorney. There are many exceptions, however, in which federal courts, and occasionally federal agencies, may order the losing party to pay the attorneys’ fees of the prevailing party. The major common law exception authorizes federal courts (not agencies) to order a losing party that acts in bad faith to pay the prevailing party’s fees. This report discusses the Equal Access to Justice Act (EAJA), which makes the United States liable for attorneys’ fees of up to $125 per hour in many court cases and administrative proceedings that it loses (and some that it wins) and fails to prove that its position was substantially justified.

The Congressional Budget Office (SBO) estimates a baseline budget based on simple rules prescribed by law. Statute requires CBO to project a baseline of revenues and outlays under current law over the next 10 years. This report estimates the baseline budget based on current policy alternatives including changes in discretionary spending, extending expiring tax provisions, and altering the minimum tax as well as discussing effects of alternative assumptions on the baseline.

The workshop participants enthusiastically concluded that the time is ripe for new fundamental science to beget a revolution in lighting technology. SSL sources based on organic and inorganic materials have reached a level of efficiency where it is possible to envision their use for general illumination. The research areas articulated in this report are targeted to enable disruptive advances in SSL performance and realization of this dream. Broad penetration of SSL technology into the mass lighting market, accompanied by vast savings in energy usage, requires nothing less. These new ?good ideas? will be represented not by light bulbs, but by an entirely new lighting technology for the 21st century and a bright, energy-efficient future indeed.

Over the past few years Lawrence Livermore National Laboratory has begun the process of moving to a diskless environment in the Secure Computer Support realm. This movement has included many moving targets and increasing support complexity. We would like to set up a forum for Security and Support professionals to get together from across the Complex and discuss current deployments, lessons learned, and next steps. This would include what hardware, software, and hard copy based solutions are being used to manage Secure Computing. The topics to be discussed include but are not limited to: Diskless computing, port locking and management, PC, Mac, and Linux/UNIX support and setup, system imaging, security setup documentation and templates, security documentation and management, customer tracking, ticket tracking, software download and management, log management, backup/disaster recovery, and mixed media environments.
