Sub-Saharan Africa has been far more severely affected by AIDS than any other part of the world. The United Nations reports that 25.8 million adults and children are infected with the HIV virus in the region, which has about 11.15% of the world's population but more than 64% of the worldwide total of infected people. This report discusses this issue in detail, including the cause of the African AIDS epidemic, the social and economic consequences, response and treatment, and U.S. policy.

Article 98 Agreements and Sanctions on U.S. Foreign Aid to Latin America

This report discusses the so-called “Article 98 agreements”. The article contains a provision that the Bush Administration has sought bilateral agreements worldwide to exempt U.S. citizens from ICC prosecution. In 2002, Congress passed the American Servicemembers’ Protection Act or ASPA (P.L. 107-206, title II), which prohibits military assistance to countries that are party to the ICC and that do not have Article 98 agreements. Some Members of Congress and Bush Administration officials have expressed concerns about the unintended effects of these sanctions on U.S. relations with Latin America. Policymakers are considering some options to mitigate these effects without undermining ASPA or diplomatic efforts to secure Article 98 agreements.

Much higher than expected receipts reduced the estimated deficits for fiscal year 2006 in both the Administrations Mid-session review and in the Congressional Budget Office's The Budget and Economic Outlook: An Update. These were over $100 billion below the Administration's previous estimate and $70 billion below the Congressional Budget Office's previous baseline estimate. Cooperative R&D: Federal Efforts to Promote Industrial Competitiveness

In response to the foreign challenge in the global marketplace, the United States Congress has explored ways to stimulate technological advancement in the private sector. The government has supported various efforts to promote cooperative research and development activities among industry, universities, and the federal R&D establishment. Among the issues before Congress are whether joint ventures contribute to industrial competitiveness and what role, if any, the government has in facilitating such agreements. Collaborative ventures are intended to accommodate the strengths and responsibilities of all sectors involved innovation and technology development. Given the increased popularity of cooperative programs, questions might be raised as to whether they are meeting expectations. These include questions about the emphasis on collaborative ventures in research rather than in technology development; cooperative manufacturing; defense vs. civilian support; and access by foreign companies.

Defense Transformation: Background and Oversight Issues for Congress

The Bush Administration identified transformation as a major goal for the Department of Defense (DOD) soon after taking office, and has justified many of its initiatives for DOD in connection with the concept. Defense transformations can be defined as large-scale, discontinuous, and possibly disruptive changes in military weapons, concepts of operations (i.e., approaches to warfighting), and organization. The issue for Congress is how to take the concept of defense transformation into account in assessing and acting on Administration proposals for DOD. Potential areas of debate regarding the Administration's strategy for implementing transformation include overall leadership and management; the balance of funding for transformation vs. near-term priorities; the roles of DOD offices responsible for transformation; tests, exercises, and metrics for transformation; independent analysis of the Administration's plans; and actions for creating a culture of innovation.

An Emergency Communications Safety Net: Integrating 911 and Other Services

The 9/11 Commission Report recommended that 911 call centers — also called Public Safety Answering Points, or PSAPs — be included in planning for emergency responses.1 Congress, which has since 1999 passed two bills to further the deployment of 911, is reviewing ways to expand 911 capabilities and make it more accessible and effective. Congress is also evaluating ways to improve emergency alerts2 and interoperable communications for public safety.3 Operational convergence of emergency communications seems to many to be inevitable, a question of “when,” not “if.” This report deals primarily with 911 and its recent history. It also summarizes some of the proposals that would improve 911 through new approaches and integration with other services.
