The United States provides assistance to 47 African countries, and the United States Agency for International Development (USAID) has 23 missions in Africa. In recent years, U.S. assistance to Africa saw a major increase, especially in health-related programs. This report provides an overview of U.S. aid to Africa, including the strategic objectives that shape U.S. aid to Africa, information about specific aid programs and initiatives, and the Obama Administration's FY2011 foreign aid budget request.

U.S. real GDP growth has been positive for 18 consecutive quarters, and the economy is considered to be in an "expansion" phase. The rebound in payroll employment has been modest compared with past expansions. Other elements in the economic picture are promising: 1) A pick-up in output at the same time as employment is growing slowly means that productivity (or output per worker) is increasing; and 2) The inflation rate, measured by the CPI, rose 3.4% during 2005. The consensus among economists is that GDP will grow between 3.3% and 3.6% in 2006. The unemployment rate is expected to show little tendency to change. The inflation rate is expected to be higher than the rate that prevailed in 2005.

Forty-three countries, including the United States, have signed the Council of Europe’s Convention on Cybercrime of November 2001. The U.S. Senate ratified the Convention on August 3, 2006. The Convention seeks to better combat cybercrime by harmonizing national laws, improving investigative abilities, and boosting international cooperation. Supporters argue that the Convention will enhance deterrence, while critics counter it will have little effect without participation by countries in which cybercriminals operate freely. Others warn it will endanger privacy and civil liberties.

Personal data security breaches are being reported with increasing regularity. Within the last few years, numerous examples of data such as Social Security numbers, bank account, credit card, driver’s license numbers, and medical and student records have been compromised. A major reason for the increased awareness of these security breaches is a California law that requires notice of security breaches to the affected individuals. This law, implemented in July 2003, was the first of its kind in the nation.
