2006 River Corridor Closure Contractor Revegetation and Mitigation Monitoring Report

The purpose of this report is to document the status of revegetation projects and natural resources mitigation efforts that have been conducted for remediated waste sites and other activities associated with the Comprehensive Environmental Response, Compensation, and Liability Act cleanup of National Priorities List waste sites at Hanford. One of the objectives of restoration is the revegetation of remediated waste sites to stabilize the soil and restore the land to native vegetation. The report documents the results of revegetation and mitigation monitoring conducted in 2006 and includes 11 revegetation/restoration projects, one revegetation/mitigation project, and 2 bat habitat mitigation projects.

Abstinence Education: Efforts to Assess the Accuracy and Effectiveness of Federally Funded Programs

A letter report issued by the Government Accountability Office with an abstract that begins "Reducing the incidence of sexually transmitted diseases and unintended pregnancies is one objective of the Department of Health and Human Services (HHS). HHS provides funding to states and organizations that provide abstinence-until-marriage education as one approach to address this objective. GAO was asked to describe the oversight of federally funded abstinence-until-marriage education programs. GAO is reporting on (1) efforts by HHS and states to assess the scientific accuracy of materials used in these programs and (2) efforts by HHS, states, and researchers to assess the effectiveness of these programs. GAO reviewed documents and interviewed HHS officials in the Administration for Children and Families (ACF) and the Office of Population Affairs (OPA) that award grants for these programs."

Accelerating DSMC data extraction.

In many direct simulation Monte Carlo (DSMC) simulations, the majority of computation time is consumed after the flowfield reaches a steady state. This situation occurs when the desired output quantities are small compared to the background fluctuations. For example, gas flows in many microelectromechanical systems (MEMS) have mean speeds more than two orders of magnitude smaller than the thermal speeds of the molecules themselves. The current solution to this problem is to collect sufficient samples to achieve the desired resolution. This can be an arduous process because the error is inversely proportional to the square root of the number of samples so we must, for example, quadruple the samples to cut the error in half. This work is intended to improve this situation by employing more advanced techniques, from fields other than solely statistics, for determining the output quantities. Our strategy centers on exploiting information neglected by current techniques, which collect moments in each cell without regard to one another, values in neighboring cells, nor their evolution in time. Accuracy of CO2 sensors in commercial buildings: a pilotstudy

Carbon dioxide (CO{sub 2}) sensors are often deployed in commercial buildings to obtain CO{sub 2} data that are used to automatically modulate rates of outdoor air supply. The goal is to keep ventilation rates at or above code requirements, but to also to save energy by avoiding over ventilation relative to code requirements. However, there have been many anecdotal reports of poor CO{sub 2} sensor performance in actual commercial building applications. This study evaluated the accuracy of 44 CO{sub 2} sensors located in nine commercial buildings to determine if CO{sub 2} sensor performance, in practice, is generally acceptable or problematic. CO{sub 2} measurement errors varied widely and were sometimes hundreds of parts per million. Despite its small size, this study provides a strong indication that the accuracy of CO{sub 2} sensors used in commercial buildings is frequently less than is needed to measure peak indoor-outdoor CO{sub 2} concentration differences with less than a 20% error. Thus, we conclude that there is a need for more accurate CO{sub 2} sensors and/or better sensor maintenance or calibration procedures.

Actinide Targets for Neutron Cross Section Measurements

The Advanced Fuel Cycle Initiative (AFCI) and the Generation IV Reactor Initiative have demonstrated a lack of detailed neutron cross-sections for certain "minor" actinides, those other than the most common (235U, 238U, and 239Pu). For some closed-fuel-cycle reactor designs more than 50% of reactivity will, at some point, be derived from "minor" actinides that currently have poorly known or in some cases not measured (n,?) and (n,f) cross sections. A program of measurements under AFCI has begun to correct this. One of the initial hurdles has been to produce well-characterized, highly isotopically enriched, and chemically pure actinide targets on thin backings. Using a combination of resurrected techniques and new developments, we have made a series of targets including highly enriched 239Pu, 240Pu, and 242Pu. Thus far, we have electrodeposited these actinide targets. In the future, we plan to study reductive distillation to achieve homogeneous, adherent targets on thin metal foils and polymer backings. As we move forward, separated isotopes become scarcer, and safety concerns become greater. The chemical purification and electodeposition techniques will be described.

This Action Memorandum documents the selected alternative to perform general decommissioning activities at the Idaho National Laboratory (INL) under the Idaho Cleanup Project (ICP). Preparation of this Action Memorandum has been performed in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the "Superfund Amendments and Reauthorization Act of 1986", and in accordance with the "National Oil and Hazardous Substances Pollution Contingency Plan". An engineering evaluation/cost analysis (EE/CA) was prepared and released for public comment and evaluated alternatives to accomplish the decommissioning of excess buildings and structures whose missions havve been completed.

Advanced engineering environment pilot project. (open access)

Advanced engineering environment pilot project.

The Advanced Engineering Environment (AEE) is a concurrent engineering concept that enables real-time process tooling design and analysis, collaborative process flow development, automated document creation, and full process traceability throughout a product's life cycle. The AEE will enable NNSA's Design and Production Agencies to collaborate through a singular integrated process. Sandia National Laboratories and Parametric Technology Corporation (PTC) are working together on a prototype AEE pilot project to evaluate PTC's product collaboration tools relative to the needs of the NWC. The primary deliverable for the project is a set of validated criteria for defining a complete commercial off-the-shelf (COTS) solution to deploy the AEE across the NWC.

Age Dependency Ratios and Social Security Solvency

As highlighted by the Social Security Administration (SSA), the aging of the (United States) population, hastened by the impending retirement of the huge baby-boom generation, has caused policy-makers to question whether the U.S. Social Security system can meet the demands for retirement benefits in the future. Because the current system largely pays benefits through taxes paid by current workers, the financial health of the system is sensitive to the ratio of dependents to workers—sometimes called the age dependency ratio or support ratio. Trends and projections of dependency ratios, including the relationship between both older (years 65 and older) and younger (under age 20) dependents to the working-age population in the United States are considered in the first section of this demographic report. Next, the United States is compared to nine other nations, including the seven other members of the G8. In the final section, policy implications of the changing dependent-to-worker ratios are considered in the context of pay-as-you-go (paygo) social security systems.

Agricultural Disaster Assistance

The U.S. Department of Agriculture (USDA) offers several permanently authorized programs to help farmers recover financially from a natural disaster, including federal crop insurance, the non-insured assistance program and emergency disaster loans. In recent years, Congress frequently has made supplemental financial assistance available to farmers and ranchers on an ad-hoc basis, most notably in the form of direct crop disaster payments and emergency livestock assistance. Congress provided an estimated $3.1 billion of such assistance in the Consolidated Appropriations Act of 2003 (P.L. 108-7) for 2001 and 2002 crop and livestock losses. Some farm groups would like to see similar assistance provided for 2003 losses, particularly in regions of the Midwest and West that have experienced prolonged drought conditions. To date, no ad-hoc assistance has been made available for 2003 losses.

Agricultural Issues in the 109th Congress

A number of issues affecting U.S. agriculture have been or are being addressed by the 109th Congress. The Deficit Reduction Act of 2005 (P.L. 109-171), enacted in February 2006, included a net reduction in spending on U.S. Department of Agriculture (USDA) mandatory programs of $2.7 billion over five years, and the reauthorization of a dairy income support program. Other issues of importance to agriculture during the second session of the 109th Congress include the consideration of emergency farm disaster assistance; multilateral and bilateral trade negotiations; concerns about agroterrorism, food safety, and animal and plant diseases (e.g., “mad cow” disease and avian flu); high energy costs; environmental issues; agricultural marketing matters; the reauthorization of the Commodity Futures Trading Commission; and farm labor issues.

Aligning ontologies and integrating textual evidence for pathway analysis of microarray data

Expression arrays are introducing a paradigmatic change in biology by shifting experimental approaches from single gene studies to genome-level analysis, monitoring the ex-pression levels of several thousands of genes in parallel. The massive amounts of data obtained from the microarray data needs to be integrated and interpreted to infer biological meaning within the context of information-rich pathways. In this paper, we present a methodology that integrates textual information with annotations from cross-referenced ontolo-gies to map genes to pathways in a semi-automated way. We illustrate this approach and compare it favorably to other tools by analyzing the gene expression changes underlying the biological phenomena related to stroke. Stroke is the third leading cause of death and a major disabler in the United States. Through years of study, researchers have amassed a significant knowledge base about stroke, and this knowledge, coupled with new technologies, is providing a wealth of new scientific opportunities. The potential for neu-roprotective stroke therapy is enormous. However, the roles of neurogenesis, angiogenesis, and other proliferative re-sponses in the recovery process following ischemia and the molecular mechanisms that lead to these processes still need to be uncovered. Analysis of electromagnetic scattering by nearly periodic structures: an LDRD report.

In this LDRD we examine techniques to analyze the electromagnetic scattering from structures that are nearly periodic. Nearly periodic could mean that one of the structure's unit cells is different from all the others--a defect. It could also mean that the structure is truncated, or butted up against another periodic structure to form a seam. Straightforward electromagnetic analysis of these nearly periodic structures requires us to grid the entire structure, which would overwhelm today's computers and the computers in the foreseeable future. In this report we will examine various approximations that allow us to continue to exploit some aspects of the structure's periodicity and thereby reduce the number of unknowns required for analysis. We will use the Green's Function Interpolation with a Fast Fourier Transform (GIFFT) to examine isolated defects both in the form of a source dipole over a meta-material slab and as a rotated dipole in a finite array of dipoles. We will look at the numerically exact solution of a one-dimensional seam. In order to solve a two-dimensional seam, we formulate an efficient way to calculate the Green's function of a 1d array of point sources. Analysis of KEK-ATF Optics And Coupling Using Orbit Response Matrix Analysis

LOCO is a code for analysis of the linear optics in a storage ring based on the closed orbit response to steering magnets. The analysis provides information on focusing errors, BPM gain and rotation errors, and local coupling. Here, we report the results of an application of LOCO to the KEK-ATF. Although the analysis appears to have provided useful information on the optics of the machine, it appears that one of the main aims of the study--to reduce the vertical emittance by correcting the local coupling--was not successful, and we discuss some possible reasons for this.
