The Department of Energy Organization Act, which created DOE, was enacted in 1977 and DOE officially came into existence in October of that year. That law brought together for the first time, not only most of the government’s energy programs, but also science and technology programs and defense responsibilities that included the design, construction, and testing of nuclear weapons. Over its history, DOE has shifted its emphasis and focus as the energy and security needs of the Nation have changed. Today, DOE stands at the forefront of helping the Nation meet our energy, scientific, environmental, and national security goals. These include developing and deploying new energy technologies, reducing our dependence on foreign energy sources, protecting our nuclear weapons stockpile, and ensuring that America remains competitive in the global marketplace. To help achieve these goals, President Bush has launched two key initiatives: the American Competitiveness Initiative (ACI) and the Advanced Energy Initiative (AEI). This report is the first report of its kind that attempts to overlay a detailed distillation of climate change science with U.S. insurance industry activities around climate change. This report aims to go beyond an investigation of only hurricanes to also address the implications for the U.S. insurance industry of other impacts of climate change including forest fires, floods, and storm surge (although storm surge is not commercially insured, this report describes how government insurance backstops interact intimately with commercial insurance products and with consumer perception of risk). The report finds that U.S. insurers are far ahead of many of their overseas counterparts in assessing current catastrophic (cat) risk through sophisticated cat risk modeling that is based on historical weather events; however, U.S. insurers appear to lag behind their European peers who have begun to conduct studies of climate change and are beginning, though slowly, to incorporate future climate change scenarios into cat risk models, particularly for flooding.

As part of that effort, preventing nuclear and radioactive material from being smuggled into the United States--perhaps to be used by terrorists in a nuclear weapon or in a radiological dispersal device (a "dirty bomb")--has become a key national security objective. The Department of Homeland Security (DHS) is responsible for providing radiation detection capabilities at U.S. ports-of-entry. Until April 2005, U.S. Customs and Border Protection (CBP) under DHS managed this program. However, on April 15, 2005, the president directed the establishment, within DHS, of the Domestic Nuclear Detection Office (DNDO), whose duties include acquiring and supporting the deployment of radiation detection equipment. CBP continues its traditional screening function at ports-of-entry to interdict dangerous nuclear and radiological materials through the use of radiation detection equipment, including portal monitors. The Pacific Northwest National Laboratory (PNNL), one of the Department of Energy's (DOE) national laboratories, manages the deployment of radiation portal monitors for DHS. Current portal monitors, which cost about $55,000 per monitor, detect the presence of radiation, but cannot distinguish between harmless radiological …

The objective of this three-year research program is to study the development of turbulence in Rayleigh-Taylor (RT) and Richtmyer-Meshkov (RM) instabilities. Incompressible RT and RM instabilities are studied in an apparatus in which a box containing two unequal density liquids is accelerated on a linear rail system either impulsively (by bouncing it off of a spring) to produce RM instability, or at a constant downward rate (using a weight and pulley system) to produce RT instability. These experiments are distinguished from others in the field in that they are initialized with well defined, measurable initial perturbations and are well visualized utilizing planar laser induced fluorescence imaging. New experiments are proposed aimed at generating fully turbulent RM and RT instabilities and quantifying the turbulent development once fully turbulent flows are achieved. The proposed experiments focus on the development and the subsequent application of techniques to accelerate the production of fully turbulent instabilities and the quantification of the turbulent instabilities once they are achieved. The proposed tasks include: the development of RM and RT experiments utilizing fluid combinations having larger density ratios than those previously used; the development of RM experiments with larger acceleration impulse than that previously used; and the investigation …

Correspondence issued by the Government Accountability Office with an abstract that begins "The White House Commission on the National Moment of Remembrance (Commission) was created on December 28, 2000, by the National Moment of Remembrance Act. The Commission's purpose is to sustain the American spirit through acts of remembrance, not only on Memorial Day but also throughout the year, for those who died serving our country. Congress appropriated $1.25 million to the Commission to fund its operations for fiscal years 2002 through 2005. In fiscal year 2005, the Commission received net appropriations of approximately $248,000, along with cash and in-kind donations of approximately $103,000 from individuals and businesses. In addition, it had approximately $244,000 in unexpended appropriations from prior fiscal years. The Commission expended approximately $239,000 of appropriated funds and funded costs of approximately $103,000 with cash and in-kind donations received during the fiscal year. The National Moment of Remembrance Act requires GAO to annually audit the financial transactions of the Commission. In fiscal year 2005 alone, federal government contracting involved over $388 billion. The work of the government is increasingly being performed by contractors, including in emergency and large-scale logistics operations such as hurricane response and recovery and the war in Iraq. Many agencies rely extensively on contractors to carry out their basic missions. The magnitude of the government's spending and dependence on contractors make it imperative that this function be performed as efficiently and effectively as possible. Yet, acquisition issues are heavily represented on GAO's list of government high-risk areas. Correspondence issued by the Government Accountability Office with an abstract that begins "Beginning in the late nineteenth century the federal government began an effort to assimilate Indians by transferring them from communal tribal existence to individual land ownership. The Act of February 8, 1887, commonly referred to as the General Allotment Act, initiated the federal government's Indian allotment policy. The act authorized the President to allot parcels of land to individual Indians--generally in sizes of 40, 80, or 160 acres--on Indian reservations and on public lands. The act was implemented by the Department of the Interior's (Interior) Bureau of Indian Affairs (BIA) and Bureau of Land Management (BLM). Under this authority, BIA issued millions of acres of individual allotments on Indian reservations, and BLM issued thousands of acres of individual Indian allotments on public lands. However, in 1934, the Indian Reorganization Act largely reversed the federal government's Indian allotment policy and replaced it with a policy that encouraged tribal self-governance. Section 5 of the Indian Reorganization Act also provided the Secretary of the Interior new authority to acquire land, on and off reservations, on behalf of federally recognized tribes or their members. These grant materials were prepared for the National Digital Newspaper Program, a project funded by the National Endowment for the Humanities (NEH) to provide access to historic American Newspapers. The Library of Congress serves as the technical adviser for the NDNP. NEH designated this proposal a “We the People” grant, and it was provided by NEH as an example grant in the following year’s grant round. The award funded digitization of Texas historical newspapers. For the grant, UNT served as the lead institution with partners at the Center for American History at the University of Texas, and Texas Tech University. This proposal was funded for $397,552.
