Access to Broadband Networks
The purpose of this report is to provide a more concrete discussion of access to wireline broadband networks. To that end, this report provides a discussion of what broadband networks look like; how both consumers and independent applications providers gain access to these networks; and the parameters available to network providers (such as their choices about network architecture, overall bandwidth capacity, bandwidth reserved for their own use, traffic prioritization, the terms and rates for access to their networks and for their retail services) that can affect end users’ and independent applications providers’ access to those networks.

Taiwan: Major U.S. Arms Sales Since 1990
This report, updated as warranted, discusses U.S. security assistance to Taiwan, or the Republic of China (ROC), including policy issues for Congress and legislation. The Taiwan Relations Act (TRA), P.L. 96-8, has governed U.S. arms sales to Taiwan since 1979 when the United States recognized the People’s Republic of China (PRC) instead of the ROC. Two other relevant parts of the “one China” policy are the August 17, 1982, U.S.-PRC Joint Communique and the “Six Assurances” made to Taiwan. U.S. arms sales to Taiwan have been significant. In addition, the United States has expanded military ties with Taiwan after the PRC’s missile firings in 1995-1996. However, there is no defense treaty or alliance with Taiwan.

Open Access Publishing and Citatation Archives: Background and Controversy
This report begins with an inventory of basic information: definitions and guides to histories of the growth of open access publishing and citation archives and descriptions of selected major open access activities. It moves on to summarize major points of difference between proponents and opponents of nongovernmental open access publishing and databases, and then highlights federal, including National Institutes of Health (NIH), open access activities and contentious issues surrounding these developments. The report also briefly describes open access developments in the United Kingdom (where a number of governmental and nongovernmental initiatives have occurred) and in the international arena. Finally, controversial issues which could receive attention in the 109th Congress are summarized.

Foreign Policy Budget Trends: A Thirty-Year Review
This report serves as a resource for the annual congressional debate on foreign policy spending, providing context and a trend analysis of the past 30 years. It considers the full scope of the International Affairs Budget, or Budget Function 150, as foreign policy spending is designated within the context of the Congressional Budget Resolution. It also illustrates spending trends of the major components that make up Budget Function 150. The Legislative Reference Service, it was charged with responding to congressional requests for information. For more than 50 years, this department assisted Congress primarily by providing facts and publications and by transmitting research and analysis done largely by other government agencies, private organizations, and individual scholars.
