Global Health: Spending Requirement Presents Challenges for Allocating Prevention Funding under the President's Emergency Plan for AIDS Relief

A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 authorizes the President's Emergency Plan for AIDS Relief (PEPFAR) and promotes the ABC model (Abstain, Be faithful, or use Condoms). It recommends that 20 percent of funds appropriated pursuant to the act be spent on prevention and requires that, starting in fiscal year 2006, 33 percent of prevention funds appropriated pursuant to the act be spent on abstinence-until-marriage. The Office of the U.S. Global AIDS Coordinator (OGAC) is responsible for administering PEPFAR. GAO reviewed PEPFAR prevention funds, described PEPFAR's strategy to prevent sexual HIV transmission, and examined related challenges."

Highway Trust Fund: Overview of Highway Trust Fund Estimates

Testimony issued by the Government Accountability Office with an abstract that begins "The Highway Trust Fund is the principal mechanism for funding federal highway and transit programs through receipts from excise taxes charged to highway users, such as taxes on motor fuels. The Department of Treasury (Treasury) and the Congressional Budget Office (CBO) each prepare estimates of future receipts for the Highway Trust Fund semiannually. Treasury's receipt estimates are combined with the Department of Transportation's (DOT) estimates of outlays to create an estimate of the Highway Trust Fund balance for the President's Budget; CBO also projects outlays to develop an estimate of the fund balance. The agencies' most recent estimates show that the Highway Account within the Highway Trust Fund could have a negative balance as early as 2009, raising concerns about whether funding for federal highway programs--which were recently authorized by the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users--will continue to be met. Consequently, Congress asked us to review and compare recent estimates made by Treasury and CBO. Measurement and Modeling of Algal Biokinetics in Highly EutrophicWaters

Excessive growth of suspended algae in eutrophic surface waters can contribute to the degradation of water quality. The objective of this study was to understand the fundamental processes limiting algal growth in highly nutrient-rich agricultural drainage water. Studies examining algal biokinetics (growth rates, yields, and decay) were conducted in a twenty-eight mile long, hydraulically simple, open channel. Algae biokinetics were found to follow a growth limited model,despite monitoring data demonstrating the presence of nutrients at concentrations far in excess of those expected to be limiting. A mechanistic algal biokinetic model was written to assist in data interpretation. Results from the mechanistic model suggested that at different times, soluble phosphate, minerals, and inorganic carbon could limit growth rates, but that growth yield was most likely limited by zooplankton grazing. The implication of these finding for control of algal growth are discussed.

Nuclear Power: Plants Have Upgraded Security, but the Nuclear Regulatory Commission Needs to Improve Its Process for Revising the Design Basis Threat

Testimony issued by the Government Accountability Office with an abstract that begins "The nation's commercial nuclear power plants are potential targets for terrorists seeking to cause the release of radioactive material. The Nuclear Regulatory Commission (NRC), an independent agency headed by five commissioners, regulates and oversees security at the plants. In April 2003, in response to the terrorist attacks of September 11, 2001, NRC revised the design basis threat (DBT), which describes the threat that plants must be prepared to defend against in terms of the number of attackers and their training, weapons, and tactics. NRC also restructured its program for testing security at the plants through force-on-force inspections (mock terrorist attacks). This testimony addresses the following: (1) the process NRC used to develop the April 2003 DBT for nuclear power plants, (2) the actions nuclear power plants have taken to enhance security in response to the revised DBT, and (3) NRC's efforts to strengthen the conduct of its force-on-force inspections. This testimony is based on GAO's report on security at nuclear power plants, issued on March 14, 2006 (GAO-06-388)."

Paid Tax Return Preparers: In a Limited Study, Chain Preparers Made Serious Errors

Testimony issued by the Government Accountability Office with an abstract that begins "Despite the importance of paid tax return preparers in helping taxpayers fulfill their obligations, little data exist on the quality of services they provide. Paid preparers include, for example, enrolled agents, who are approved by the Internal Revenue Service (IRS) once they pass an examination on tax matters or demonstrate past IRS employment experience, and unenrolled preparers, who include self-employed individuals and people employed by commercial tax preparation chains. GAO was asked to determine (1) what the characteristics were of tax returns done by paid preparers, (2) what government regulation exists for paid preparers, and (3) what specific issues taxpayers might encounter in using paid preparers. To do its work, GAO analyzed IRS data, reviewed paid preparer regulatory requirements, and had tax returns prepared at 19 outlets of several tax preparation chains."

A sampling-based Bayesian model for gas saturation estimationusing seismic AVA and marine CSEM data

We develop a sampling-based Bayesian model to jointly invertseismic amplitude versus angles (AVA) and marine controlled-sourceelectromagnetic (CSEM) data for layered reservoir models. The porosityand fluid saturation in each layer of the reservoir, the seismic P- andS-wave velocity and density in the layers below and above the reservoir,and the electrical conductivity of the overburden are considered asrandom variables. Pre-stack seismic AVA data in a selected time windowand real and quadrature components of the recorded electrical field areconsidered as data. We use Markov chain Monte Carlo (MCMC) samplingmethods to obtain a large number of samples from the joint posteriordistribution function. Using those samples, we obtain not only estimatesof each unknown variable, but also its uncertainty information. Thedeveloped method is applied to both synthetic and field data to explorethe combined use of seismic AVA and EM data for gas saturationestimation. Results show that the developed method is effective for jointinversion, and the incorporation of CSEM data reduces uncertainty influid saturation estimation, when compared to results from inversion ofAVA data only.

Scaling laws for interaction of ultra-intense laser beams with a collisionless plasmas are discussed. Special attention is paid to the problem of the collective ion acceleration. Symmetry arguments in application to the generation of the poloidal magnetic field are presented. A heuristic model for evaluating the magnetic field strength is proposed.

SMALL-VOLUME BASALTIC VOLCANOES: ERUPTIVE PRODUCTS AND PROCESSES, AND POST-ERUPTIVE GEOMORPHIC EVOLUTION IN CRATER FLAT (PLEISTOCENE), SOUTHERN NEVADA

Five Pleistocene basaltic volcanoes in Crater Flat (southern Nevada) demonstrate the complexity of eruption processes associated with small-volume basalts and the effects of initial emplacement characteristics on post-eruptive geomorphic evolution of the volcanic surfaces. The volcanoes record eruptive processes in their pyroclastic facies ranging from ''classical'' Strombolian mechanisms to, potentially, violent Strombolian mechanisms. Cone growth was accompanied, and sometimes disrupted, by effusion of lavas from the bases of cones. Pyroclastic cones were built upon a gently southward-sloping surface and were prone to failure of their down-slope (southern) flanks. Early lavas flowed primarily southward and, at Red and Black Cone volcanoes, carried abundant rafts of cone material on the tops of the flows. These resulting early lava fields eventually built platforms such that later flows erupted from the eastern (at Red Cone) and northern (at Black Cone) bases of the cones. Three major surface features--scoria cones, lava fields with abundant rafts of pyroclastic material, and lava fields with little or no pyroclastic material--experienced different post-eruptive surficial processes.
