The data and analyses contained in this report reflect the initial characterization of construction and consolidation water in Cells 5 and 6 lysimeters. Therefore, the scope of this report will be to establish constituent levels and document dewatering activities completed to date.

Ni-base alloys were considered for the Prometheus space reactor pressure vessel with operational parameters of {approx}900 K for 15 years and fluences up to 160 x 10{sup 20} n/cm{sup 2} (E > 0.1 MeV). This paper reviews the effects of irradiation on the behavior of Ni-base alloys and shows that radiation-induced swelling and creep are minor considerations compared to significant embrittlement with neutron exposure. While the mechanism responsible for radiation-induced embrittlement is not fully understood, it is likely a combination of helium embrittlement and solute segregation that can be highly dependent on the alloy composition and exposure conditions. Transmutation calculations show that detrimental helium levels would be expected at the end of life for the inner safety rod vessel (thimble) and possibly the outer pressure vessel, primarily from high energy (E > 1 MeV) n,{alpha} reactions with {sup 58}Ni. Helium from {sup 10}B is significant only for the outer vessel due to the proximity of the outer vessel to the BeO control elements. Recommendations for further assessments of the material behavior and methods to minimize the effects of radiation damage through alloy design are provided.

This testimony focuses on the progress TSA is making in strengthening airline passenger and checked baggage screening and the challenges that remain. Particularly, this testimony highlights TSA's efforts to (1) enhance the performance, management, and deployment of the transportation security officer (TSO) workforce; (2) strengthen procedures for screening passengers and checked baggage; and (3) leverage and deploy screening technologies."

To increase border security following the September 11 attacks, Congress, State, and the Department of Homeland Security initiated a series of changes to border security policies and procedures. These changes have added to the complexity of consular workload. But consular officers must balance this security responsibility against the need to facilitate legitimate travel. In recent years, GAO has issued a series of reports on the visa process. This statement discusses (1) wait times for visas, (2) factors that affect wait times, and (3) GAO's recent work on consular staffing."

This report discusses China’s impact on the U.S. Automotive Industry. Congress has been concerned with broad policies giving Chinese exporters unfair trade advantages. The Senate approved a bill, added as an amendment to other legislation that would place a high tariff on Chinese imports unless China revalues its pegged exchange rate (S. 295). Further action has been postponed on this measure. Legislation to allow U.S. producers to bring countervailing duty cases against Chinese firms subsidized by their government has been approved in the House (H.R. 3283), and a new law has tightened rules against trade in counterfeited goods (P.L. 109-181).

This cleanup verification package documents completion of remedial action for the 116-K-2 effluent trench, also referred to as the 116-K-2 mile-long trench and the 116-K-2 site. During its period of operation, the 116-K-2 site was used to dispose of cooling water effluent from the 105-KE and 105-KW Reactors by percolation into the soil. This site also received mixed liquid wastes from the 105-KW and 105-KE fuel storage basins, reactor floor drains, and miscellaneous decontamination activities.

Testimony issued by the Government Accountability Office with an abstract that begins "The Future Combat System (FCS) is a networked family of weapons and other systems in the forefront of efforts by the Army to become a lighter, more agile, and more capable combat force. When considering complementary programs, projected investment costs for FCS are estimated to be on the order of $200 billion. FCS's cost is of concern given that developing and producing new weapon systems is among the largest investments the government makes, and FCS adds significantly to that total. Over the last 5 years, the Department of Defense (DOD) doubled its planned investments in such systems from $700 billion in 2001 to $1.4 trillion in 2006. At the same time, research and development costs on new weapons continue to grow on the order of 30 to 40 percent. FCS will be competing for significant funds at a time when federal fiscal imbalances are exerting great pressures on discretionary spending. In the absence of more money being available, FCS and other programs must be executable within projected resources. Excise taxes have long been a part of our country's revenue history. The federal government first imposed its excise tax on gasoline at a one-cent per gallon rate in 1932 to correct a federal budgetary imbalance. The burden for much of the tax ultimately falls on the consumer. The Highway Revenue Act of 1956 established the federal Highway Trust Fund for the direct purpose of funding the construction of an interstate highway system and aiding in the finance of primary, secondary, and urban routes. This act increased the tax on gasoline from two to three cents per gallon. President Bush recently signed a piece of legislation that calls for the extension of the Highway Trust Fund excise tax and an eventual expiration after September 30, 2011.

Testimony issued by the Government Accountability Office with an abstract that begins "The Army considers its modular force transformation the most extensive restructuring it has undertaken since World War II. Restructuring the Army from a division-based force to a modular brigade-based force will require extensive investments in equipment and retraining of personnel. The foundation of the modular force is the creation of standardized modular combat brigades designed to be stand-alone, self-sufficient units that are more rapidly deployable and better able to conduct joint operations than their larger division-based predecessors. GAO was asked to testify on the status of the Army's modularity effort. This testimony addresses (1) the Army's cost estimate for restructuring to a modular force, (2) progress and plans for equipping modular brigade combat teams, (3) progress made and challenges to meeting personnel requirements, and (4) the extent to which the Army has developed an approach for assessing modularity results and the need for further adjusting designs or implementation plans. This testimony is based on previous and ongoing GAO work examining Army modularity plans and cost. GAO's work has been primarily focused on the Army's active forces.
