Federal Employees: Pay and Pension Increases Since 1969

Pay increases for current federal employees and cost-of-living adjustments (COLAs) for retired federal employees often differ because they are based on changes in different economic variables. Increases in pay for civilian federal workers are indexed to wage and salary increases in the private-sector, as measured by the Employment Cost Index (ECI), while federal retirement and disability benefits are indexed to price increases as measured by the Consumer Price Index (CPI). This report discusses the procedures for determining such increases.

These include a violent crime wave fueled by gangs and drug trafficking; high external debt, estimated at 135% of gross domestic product, that could constrain the government’s social expenditures; and an adult HIV/AIDS infection rate of over 1%. Restrictions on travel to Cuba have been a key and often contentious component in U.S. efforts to isolate the communist government of Fidel Castro for much of the past 40 years. Under the Bush Administration, enforcement of U.S. restrictions on Cuba travel has increased, and restrictions on travel and on private remittances to Cuba have been tightened. Several legislative initiatives have been introduced in the 109th Congress that would ease restrictions on travel and remittances to Cuba. These bills would, among other things, lift overall restrictions on travel to Cuba, lift the overall embargo, and ease restrictions on exporting agricultural commodities to Cuba.
