2004 Toxic Chemical Release Inventory Report for the Emergency Planning and Community Right-to-Know Act of 1986, Title III, Section 313

Section 313 of Emergency Planning and Community Right-to-Know Act (EPCRA) specifically requires facilities to submit a Toxic Chemical Release Inventory Report (Form R) to the U.S. Environmental Protection Agency (EPA) and state agencies if the owners and operators manufacture, process, or otherwise use any of the listed toxic chemicals above listed threshold quantities. EPA compiles this data in the Toxic Release Inventory database. Form R reports for each chemical over threshold quantities must be submitted on or before July 1 each year and must cover activities that occurred at the facility during the previous year. For reporting year 2004, Los Alamos National Laboratory (LANL or the Laboratory) submitted Form R reports for lead compounds, nitric acid, and nitrate compounds as required under the EPCRA Section 313. No other EPCRA Section 313 chemicals were used in 2004 above the reportable thresholds. This document provides a description of the evaluation of EPCRA Section 313 chemical use and threshold determinations for LANL for calendar year 2004, as well as background information about data included on the Form R reports.

2005 cross section analysis and recommendations for further studies at Everest, Kansas.

On September 8-9, 2005, representatives of the Kansas Department of Health and Environment (KDHE), the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA), and Argonne National Laboratory met at the KDHE's offices in Topeka to review the status of the CCC/USDA's environmental activities in Kansas. A key CCC/USDA goal for this meeting was to discuss the recent (Phase III) environmental studies performed by Argonne at Everest, Kansas, and to obtain KDHE input on the selection of possible remedial approaches to be examined as part of the Corrective Action Study (CAS) for this site. Argonne distributed a brief Scoping Memo (Argonne 2005) to the CCC/USDA and the KDHE before the meeting to facilitate the intended pre-CAS discussions. As a result of the September meeting, the KDHE recommended several additional activities for the Everest site, for further assistance in identifying and evaluating remedial alternatives for the CAS. The requested actions include the following: (1) Construction of one or more additional, strategically located interpretive cross sections to improve the depiction of the hydrogeologic characteristics affecting groundwater and contaminant movement along the apparent main plume migration pathway to the north-northwest of the former CCC/USDA facility. 2005 Gulf Coast Hurricanes: The Public Health and Medical Response

In response to a series of disasters (namely, the 2005 Hurricanes Katrina and Rita) and terrorist attacks (namely, the 2001 terror attacks) over the past decade, Congress, the Administration, state and local governments, and the private sector have made investments to improve disaster preparedness and response. New federal authorities and programs to strengthen the nation's public health system were introduced in comprehensive legislation in 2002. Congress also created the Department of Homeland Security (DHS) in 2002, and a new National Response Plan (NRP) was launched by DHS in December 2004. This report discusses the NRP and its components for public health and medical response, provides information on key response activities carried out by agencies in the Department of Health and Human Services (HHS) and DHS, and discusses certain issues in public health and medical preparedness that have been raised by the response to the 2005 Gulf Coast hurricanes.

2005 White Paper on Institutional Capability Computing Requirements

This paper documents the need for a significant increase in the computing infrastructure provided to scientists working in the unclassified domains at Lawrence Livermore National Laboratory (LLNL). This need could be viewed as the next step in a broad strategy outlined in the January 2002 White Paper (UCRL-ID-147449) that bears essentially the same name as this document. Therein we wrote: 'This proposed increase could be viewed as a step in a broader strategy linking hardware evolution to applications development that would take LLNL unclassified computational science to a position of distinction if not preeminence by 2006.' This position of distinction has certainly been achieved. This paper provides a strategy for sustaining this success but will diverge from its 2002 predecessor in that it will: (1) Amplify the scientific and external success LLNL has enjoyed because of the investments made in 2002 (MCR, 11 TF) and 2004 (Thunder, 23 TF). (2) Describe in detail the nature of additional investments that are important to meet both the institutional objectives of advanced capability for breakthrough science and the scientists clearly stated request for adequate capacity and more rapid access to moderate-sized resources. 2006 XSD Scientific Software Workshop report.

In May of 2006, a committee was formed to assess the fundamental needs and opportunities in scientific software for x-ray data reduction, analysis, modeling, and simulation. This committee held a series of discussions throughout the summer, conducted a poll of the members of the x-ray community, and held a workshop. This report details the findings and recommendations of the committee. Each experiment performed at the APS requires three crucial ingredients: the powerful x-ray source, an optimized instrument to perform measurements, and computer software to acquire, visualize, and analyze the experimental observations. While the APS has invested significant resources in the accelerator, investment in other areas such as scientific software for data analysis and visualization has lagged behind. This has led to the adoption of a wide variety of software with variable levels of usability. In order to maximize the scientific output of the APS, it is essential to support the broad development of real-time analysis and data visualization software. As scientists attack problems of increasing sophistication and deal with larger and more complex data sets, software is playing an ever more important role. Absence of Rapid Proton Decay and Origin of Low-Energy Particlesand Yukawa Couplings

In string theory, massless particles often originate from a symmetry breaking of a large gauge symmetry G to its subgroup H. The absence of dimension-4 proton decay in supersymmetric theories suggests that ({bar D},L) are different from {bar H}({bar 5}) in their origins. In this article, we consider a possibility that they come from different irreducible components in g/h. Requiring that all the Yukawa coupling constants of quarks and leptons be generated from the super Yang-Mills interactions of G, we found in the context of Georgi-Glashow H = SU(5) unification that the minimal choice of G is E{sub 7} and E{sub 8} is the only alternative. This idea is systematically implemented in Heterotic String, M theory and F theory, confirming the absence of dimension 4 proton decay operators. Not only H = SU(5) but also G constrain operators of effective field theories, providing non-trivial information.

Accelerator and Ion Beam Tradeoffs for Studies of Warm DenseMatter

One approach for heating a target to ''Warm Dense Matter'' conditions (similar, for example, to the interiors of giant planets or certain stages in inertial confinement fusion targets), is to use intense ion beams as the heating source (see refs.[6] and [7] and references therein for motivation and accelerator concepts). By consideration of ion beam phase-space constraints, both at the injector, and at the final focus, and consideration of simple equations of state and relations for ion stopping, approximate conditions at the target foil may be calculated. Thus, target temperature and pressure may be calculated as a function of ion mass, ion energy, pulse duration, velocity tilt, and other accelerator parameters. We connect some of these basic parameters to help search the extensive parameter space including ion mass, ion energy, total charge in beam pulse, beam emittance, target thickness and density.
