Very-high-growth-factor Planar Ablative Rayleigh Taylor Experiments

The Rayleigh-Taylor (RT) instability is an important factor in bounding the performance envelope of ignition targets. This paper describes an experiment for ablative RT instability that for the first time achieves growth factors close to those expected to occur in ignition targets at the National Ignition Facility (NIF). The large growth allows small seed perturbations to be detected and can be used to place an upper bound on perturbation growth at the ablation front resulting from microstructure in the preferred Be ablator. The experiments were performed on the Omega laser using a halfraum 1.2 mm long by 2 mm diameter with a 75% laser entrance hole. The halfraum was filled with {approx} 1 atm of neopentane to delay gold plasma from closing the diagnostic line of sight down the axis of the halfraum. The ablator was mounted at the base of the halfraum, and was accelerated by a two stepped X-ray pulse consisting of an early time section {approx} 100 eV to emulate the NIF foot followed by an approximately constant {approx} 150 eV drive sustained over an additional 5-7ns. Veterans' Disability Benefits: VA Should Improve Its Management of Individual Unemployability Benefits by Strengthening Criteria, Guidance, and Procedures

A letter report issued by the Government Accountability Office with an abstract that begins "As part of its Disability Compensation program, the Department of Veterans Affairs (VA) provides Individual Unemployability (IU) benefits to veterans of any age who are unemployable because of service-connected disabilities. Over the last decade, the number of IU beneficiaries and benefit costs have more than tripled. In 2005, about 220,000 veterans received an estimated $3.1 billion in IU benefits. In response to a congressional request, GAO assessed VA's management of IU benefits. This report (1) examines the added value of IU benefits for veterans of selected ages and disability ratings, (2) assesses the criteria, guidance, and procedures used for initial decision making, (3) assesses VA's ongoing eligibility enforcement procedures, and (4) compares VA's decision-making and enforcement procedures with those used by other disability programs."

Water Extraction from Coal-Fired Power Plant Flue Gas

The overall objective of this program was to develop a liquid disiccant-based flue gas dehydration process technology to reduce water consumption in coal-fired power plants. The specific objective of the program was to generate sufficient subscale test data and conceptual commercial power plant evaluations to assess process feasibility and merits for commercialization. Currently, coal-fired power plants require access to water sources outside the power plant for several aspects of their operation in addition to steam cycle condensation and process cooling needs. At the present time, there is no practiced method of extracting the usually abundant water found in the power plant stack gas. This project demonstrated the feasibility and merits of a liquid desiccant-based process that can efficiently and economically remove water vapor from the flue gas of fossil fuel-fired power plants to be recycled for in-plant use or exported for clean water conservation. After an extensive literature review, a survey of the available physical and chemical property information on desiccants in conjunction with a weighting scheme developed for this application, three desiccants were selected and tested in a bench-scale system at the Energy and Environmental Research Center (EERC). THE WEAK MIXING ANGLE AND NEW PHYSICS (A TALE OF TWO NUMBERS)

The two best Z pole determinations of sin{sup 2} {theta}{sub W} (m{sub z}){sub {ovr MS}} differ by 3 sigma, a feature lost in global fits and averaging. Individually, sin{sup 2} {theta}{sub W}(m{sub Z}){sub {ovr MS}} = 0.2307(3) obtained from A{sub LR}, taken together with m{sub W} = 80.410(32) GeV, points to a very light Higgs boson, m{sub H} {approx_equal} 12-63 GeV, already ruled out experimentally. it is, however, easily redeemed by low mass scale supersymmetry or models with (effectively) S {approx_equal} -0.12 and T {approx_equal} +0.06. Alternatively, sin{sup 2} {theta}{sub W} (m{sub Z}){sub {ovr MS}} {approx_equal} 0.2320(3) obtained from A{sub FB}(Z {yields} {ovr bb}), suggests a very heavy Higgs, m{sub H} {approx} 500 GeV, along with S {approx_equal} +0.45 which is suggestive of Technicolor models. Future ways to resolve this discrepancy are briefly discussed.

Weathering of Roofing Materials-An Overview

An overview of several aspects of the weathering of roofing materials is presented. Degradation of materials initiated by ultraviolet radiation is discussed for plastics used in roofing, as well as wood and asphalt. Elevated temperatures accelerate many deleterious chemical reactions and hasten diffusion of material components. Effects of moisture include decay of wood, acceleration of corrosion of metals, staining of clay, and freeze-thaw damage. Soiling of roofing materials causes objectionable stains and reduces the solar reflectance of reflective materials. (Soiling of non-reflective materials can also increase solar reflectance.) Soiling can be attributed to biological growth (e.g., cyanobacteria, fungi, algae), deposits of organic and mineral particles, and to the accumulation of flyash, hydrocarbons and soot from combustion.

A letter report issued by the Government Accountability Office with an abstract that begins "Since 2001, Congress and federal agencies, including the Forest Service and Department of the Interior's Bureau of Land Management (BLM), have recognized the importance of rehabilitating and restoring lands unlikely to recover on their own after wildland fires. However, while funding has increased for fire prevention, suppression, and first-year emergency stabilization, it has decreased for rehabilitation (work up to 3 years after fires) and restoration (work beyond the first 3 years). GAO was asked (1) how the Forest Service and BLM plan postfire rehabilitation and restoration projects, (2) how much needed rehabilitation and restoration work they have completed for recent wildland fires, and (3) what challenges the agencies face in addressing their needs."

Wildland Fire Suppression: Lack of Clear Guidance Raises Concerns about Cost Sharing between Federal and Nonfederal Entities

A letter report issued by the Government Accountability Office with an abstract that begins "Wildland fires burn millions of acres each year, requiring substantial investments of firefighting assets. Since 2000, federal suppression costs alone have averaged more than $1 billion annually. Wildland fires can burn or threaten both federal and nonfederal lands and resources, including homes in or near wildlands, an area commonly called the wildland-urban interface. Cooperative agreements between federal and nonfederal firefighting entities provide the framework for working together and sharing costs. GAO was asked to (1) review how federal and nonfederal entities share the costs of suppressing wildland fires that burn or threaten both of their lands and resources and (2) identify any concerns that these entities may have with the existing cost-sharing framework."

ZPPR-20 Phase D : A Cylindrical Assembly of Polyethylene Moderated U Metal Reflected by Beryllium Oxide and Polyethylene.

The Zero Power Physics Reactor (ZPPR) fast critical facility was built at the Argonne National Laboratory-West (ANL-W) site in Idaho in 1969 to obtain neutron physics information necessary for the design of fast breeder reactors. The ZPPR-20D Benchmark Assembly was part of a series of cores built in Assembly 20 (References 1 through 3) of the ZPPR facility to provide data for developing a nuclear power source for space applications (SP-100). The assemblies were beryllium oxide reflected and had core fuel compositions containing enriched uranium fuel, niobium and rhenium. ZPPR-20 Phase C (HEU-MET-FAST-075) was built as the reference flight configuration. Two other configurations, Phases D and E, simulated accident scenarios. Phase D modeled the water immersion scenario during a launch accident, and Phase E (SUB-HEU-MET-FAST-001) modeled the earth burial scenario during a launch accident. Two configurations were recorded for the simulated water immersion accident scenario (Phase D); the critical configuration, documented here, and the subcritical configuration (SUB-HEU-MET-MIXED-001). Experiments in Assembly 20 Phases 20A through 20F were performed in 1988. The reference water immersion configuration for the ZPPR-20D assembly was obtained as reactor loading 129 on October 7, 1988 with a fissile mass of 167.477 kg and a reactivity of -4.626 …
