D.C. Child and Family Services Agency: Performance Has Improved, but Exploring Health Care Options and Providing Specialized Training May Further Enhance Performance

A letter report issued by the Government Accountability Office with an abstract that begins "The District of Columbia's Child and Family Services Agency (CFSA) has a history of serious performance problems. A court case in 1989 set in motion sweeping efforts to improve the District's child welfare system. Since then, CFSA has worked to meet performance requirements ordered by the U.S. District Court. However, recent reports by the court monitor show that CFSA is not meeting performance requirements on many measures. To update Congress, we assessed (1) whether CFSA is likely to meet requirements by December 2006; (2) what factors, if any, hinder the agency from meeting requirements; (3) how CFSA is monitoring its progress; and (4) the extent to which CFSA has implemented initiatives to achieve unmet requirements. To conduct this work, we reviewed reports by CFSA and the court monitor and interviewed stakeholders, including the court monitor and CFSA managers, supervisors, and caseworkers."

Characterization of Hydrogen Complex Formation in III-V Semiconductors

Atomic hydrogen has been found to react with some impurity species in semiconductors. Hydrogenation is a methodology for the introduction of atomic hydrogen into the semiconductor for the express purpose of forming complexes within the material. Efforts to develop hydrogenation as an isolation technique for AlGaAs and Si based devices failed to demonstrate its commercial viability. This was due in large measure to the low activation energies of the formed complexes. Recent studies of dopant passivation in long wavelength (0.98 - 1.55m) materials suggested that for the appropriate choice of dopants much higher activation energies can be obtained. This effort studied the formation of these complexes in InP, This material is extensively used in optoelectronics, i.e., lasers, modulators and detectors. The experimental techniques were general to the extent that the results can be applied to other areas such as sensor technology, photovoltaics and to other material systems. The activation energies for the complexes have been determined and are reported in the scientific literature. The hydrogenation process has been shown by us to have a profound effect on the electronic structure of the materials and was thoroughly investigated. Cybercrime: The Council of Europe Convention

Forty-three countries, including the United States, have signed the Council of Europe’s Convention on Cybercrime of November 2001. The U.S. Senate ratified the Convention on August 3, 2006. The Convention seeks to better combat cybercrime by harmonizing national laws, improving investigative abilities, and boosting international cooperation. Supporters argue that the Convention will enhance deterrence, while critics counter it will have little effect without participation by countries in which cybercriminals operate freely. Others warn it will endanger privacy and civil liberties.

Personal data security breaches are being reported with increasing regularity. Within the last few years, numerous examples of data such as Social Security numbers, bank account, credit card, driver’s license numbers, and medical and student records have been compromised. A major reason for the increased awareness of these security breaches is a California law that requires notice of security breaches to the affected individuals. This law, implemented in July 2003, was the first of its kind in the nation.

Discovery of a Gravitationally Lensed Quasar from the Sloan Digital Sky Survey: SDSS J133222.62+034739.9

We report the discovery of the two-image gravitationally lensed quasar SDSS J133222.62+034739.9 (SDSS J1332+0347) with an image separation of {Delta}{theta} = 1.14''. This system consists of a source quasar at z{sub s} = 1.445 and a lens galaxy at z{sub l} = 0.191. The agreement of the luminosity, ellipticity and position angle of the lens galaxy with those expected from lens model confirms the lensing hypothesis.

DOD Personnel Clearances: Additional OMB Actions Are Needed to Improve the Security Clearance Process

A letter report issued by the Government Accountability Office with an abstract that begins "The damage that unauthorized disclosure of classified information can cause to national security necessitates the prompt and careful consideration of who is granted a security clearance. However, long-standing delays and other problems with DOD's clearance program led GAO to designate it a high-risk area in January 2005. DOD transferred its investigations functions to the Office of Personnel Management (OPM) in February 2005. The Office of Management and Budget's (OMB) Deputy Director for Management is coordinating governmentwide efforts to improve the clearance process. Congress asked GAO to examine the clearance process for industry personnel. This report addresses the timeliness of the process and completeness of documentation used to determine the eligibility of industry personnel for top secret clearances. To assess timeliness, GAO examined 2,259 cases of personnel granted top secret eligibility in January and February 2006. For the completeness review, GAO compared documentation in 50 randomly sampled initial clearances against federal standards."

DYNA3D Non-reflecting Boundary Conditions - Test Problems

Two verification problems were developed to test non-reflecting boundary segments in DYNA3D (Whirley and Engelmann, 1993). The problems simulate 1-D wave propagation in a semi-infinite rod using a finite length rod and non-reflecting boundary conditions. One problem examines pure pressure wave propagation, and the other problem explores pure shear wave propagation. In both problems the non-reflecting boundary segments yield results that differ only slightly (less than 6%) during a short duration from their corresponding theoretical solutions. The errors appear to be due to the inability to generate a true step-function compressive wave in the pressure wave propagation problem and due to segment integration inaccuracies in the shear wave propagation problem. These problems serve as verification problems and as regression test problems for DYNA3D.

The dynamics of an isolated plasma filament (an isolated blob) in the far scrape-off layer (SOL) of a toroidal device is described, with a proper averaging of the geometrical parameters as well as plasma parameters along the filament. The analysis is limited to the magnetohydrodynamic description. The effects of the anchored ends and finite plasma resistivity are also discussed.

Elections: DOD Expands Voting Assistance to Military Absentee Voters, but Challenges Remain

Testimony issued by the Government Accountability Office with an abstract that begins "The narrow margin of victory in the 2000 presidential election raised concerns about the extent to which members of the military and their dependents living abroad were able to vote via absentee ballot. In September 2001, GAO made recommendations to address variances in the Department of Defense's (DOD) Federal Voting Assistance Program (FVAP). Along with the military services, FVAP is responsible for educating and assisting military personnel in the absentee voting process. Leading up to the 2004 presidential election, Members of Congress raised concerns about efforts under FVAP to facilitate absentee voting. This testimony, which draws on prior GAO work, addresses three questions: (1) How did FVAP's assistance efforts differ between the 2000 and 2004 presidential elections? (2) What actions did DOD take in response to prior GAO recommendations on absentee voting? and (3) What challenges remain in providing voting assistance to military personnel?"

Estimating Missing Features to Improve Multimedia Information Retrieval

Retrieval in a multimedia database usually involves combining information from different modalities of data, such as text and images. However, all modalities of the data may not be available to form the query. The retrieval results from such a partial query are often less than satisfactory. In this paper, we present an approach to complete a partial query by estimating the missing features in the query. Our experiments with a database of images and their associated captions show that, with an initial text-only query, our completion method has similar performance to a full query with both image and text features. In addition, when we use relevance feedback, our approach outperforms the results obtained using a full query.
