Digital Television: An Overview
Digital television (DTV) is a new television service representing the most significant development in television technology since the advent of color television in the 1950s. DTV can provide sharper pictures, a wider screen, CD-quality sound, better color rendition, and other new services currently being developed. A successful deployment of DTV requires: the development by content providers of compelling digital programming; the delivery of digital signals to consumers by broadcast television stations, as well as cable and satellite television systems; and the widespread purchase and adoption by consumers of digital television equipment. A key issue in the Congressional debate over the digital transition has been addressing the millions of American over-the-air households whose existing analog televisions will require converter boxes in order to receive digital signals when the analog signal is turned off.

Cuba and the State Sponsors of Terrorism List
Cuba was first added to the State Department's list of states sponsoring international terrorism in 1982. At the time, numerous U.S. government reports and statements under the Reagan Administration alleged Cuba's ties to international terrorism and its support for terrorist groups in Latin America. Cuba remains on the state-sponsored terrorism list with four other countries: Iran, Syria, Sudan, and North Korea. Cuba's retention on the terrorism list has received more attention in recent years in light of increased support for legislative initiatives to lift some U.S. sanctions under the current economic embargo. Supporters of keeping Cuba on the terrorism list argue that there is ample evidence that Cuba supports terrorism. Critics of retaining Cuba on the terrorism list maintain that the policy is a holdover from the Cold War and that Cuba no longer supports terrorism abroad.

Navy Force Structure and Shipbuilding Plans: Background and Issues for Congress
The Navy in February 2006 proposed to maintain in coming years a fleet of 313 ships, including, among other things, 11 aircraft carriers, 48 attack submarines (SSNs), 88 cruisers and destroyers, 55 Littoral Combat Ships (LCSs), 31 amphibious ships, and a Maritime Prepositioning Force (Future), or MPF(F), squadron with 12 new-construction amphibious and sealift-type ships. In conjunction with this proposed 313-ship fleet, the Navy submitted a 5-year (FY2007-FY2011) shipbuilding plan as part of the FY2007-FY2011 Future Years Defense Plan (FYDP), and a 30- year (FY2007-FY2036) shipbuilding plan that the Navy is required by law to submit each year.

Homeland Security Research and Development Funding, Organization, and Oversight
The Homeland Security Act consolidated some research and development (R&D) in the Department of Homeland Security (DHS), whose FY2007 R&D budget (excluding management/procurement) was requested at $1.1 billion, about 10% less than FY2006, and represents the first decline in DHS's R&D funding since the agency started funding R&D in 2002. DHS is mandated to coordinate all federal agency homeland security R&D, which was requested at about $5.1 billion. This report lists related legislation and policy issues relating to DHS's R&D programs.

With four successive elected civilian governments, the Central American nation of Panama has made notable political and economic progress since the 1989 U.S. military intervention that ousted the regime of General Manuel Noriega from power. The current President, Martín Torrijos of the Democratic Revolutionary Party (PRD), was elected in May 2004 and inaugurated to a four-year term on September 1, 2004.

Department of Homeland Security Reorganization: The 2SR Initiative
This report focuses primarily on the conclusions and proposals resulting from 2SR pertaining to organization and managerial lines of authority matters. In one of his first actions as Secretary of Homeland Security Tom Ridge’s successor, Michael Chertoff, on March 2, 2005, announced in testimony before the House Appropriations Subcommittee on Homeland Security that he was “initiating a comprehensive review of the Department’s organization, operations, and policies.” This effort, he said, would begin “within days.” The results of that undertaking, which came to be known as the Second Stage Review or 2SR, were made public in mid-July.

Climate Change Legislation in the 109th Congress
Climate change and greenhouse gas (GHG) emissions are a continuing issue in the 109th Congress. Bills directly addressing climate change issues range from those focused primarily on climate change research to comprehensive emissions cap-and-trade programs. Additional bills focus on GHG reporting and registries, or on power plant emissions of carbon dioxide, as part of wider controls on pollutant emissions. The bills vary in their approaches to climate change issues. This report briefly discusses the basic concepts on which these bills are based and compares major provisions of the bills in each of the following categories: climate change research, technology deployment, GHG reporting and registries, and emissions reduction programs.

Under the current administration of President Martin Torrijos, the most significant challenges have included dealing with the funding deficits of the country's social security fund; developing plans for the expansion of the Panama Canal; and combating unemployment and poverty. The United States has close relations with Panama. The current bilateral relationship is characterized by extensive cooperation on counternarcotics efforts, assistance to help Panama assure the security of the Canal and its border with Colombia, and negotiations for a bilateral free trade agreement.

Chemical Facility Security
The potential for United States hazardous chemical facilities to become the targets of terrorist attacks is a concern which Congress has begun to address in earnest. While the likelihood of such attacks is low at present, Congress enacted legislation that requires the Department of Homeland Security (DHS) to analyze such facilities and suggest enhancements in security and infrastructure. Such legislation--and future like legislation--could include requiring certain environmental and security standards in the future construction of new hazardous chemical facilities. Congress is focusing on educating the public and holding facility owners accountable to increase security, rather than simply restricting terrorists' access to information about the United States' chemical facility infrastructure.
