The 300 Kpc Long X-Ray Jet in PKS 1127-145, Z=1.18 Quasar: Constraining X-Ray Emission Models

We present a {approx} 100 ksec Chandra X-ray observation and new VLA radio data of the large scale, 300 kpc long X-ray jet in PKS 1127-145, a radio loud quasar at redshift z=1.18. With this deep X-ray observation we now clearly discern the complex X-ray jet morphology and see substructure within the knots. The X-ray and radio jet intensity profiles are seen to be strikingly different with the radio emission peaking strongly at the two outer knots while the X-ray emission is strongest in the inner jet region. The jet X-ray surface brightness gradually decreases by an order of magnitude going out from the core. The new X-ray data contain sufficient counts to do spectral analysis of the key jet features. The X-ray energy index of the inner jet is relatively flat with {alpha}{sub x} = 0.66 {+-} 0.15 and steep in the outer jet with {alpha}{sub x} = 1.0 {+-} 0.2. We discuss the constraints implied by the new data on the X-ray emission models and conclude that ''one-zone'' models fail and at least a two component model is needed to explain the jet's broad-band emission. 2005 Gulf Coast Hurricanes: The Public Health and Medical Response

In response to a series of disasters (namely, the 2005 Hurricanes Katrina and Rita) and terrorist attacks (namely, the 2001 terror attacks) over the past decade, Congress, the Administration, state and local governments, and the private sector have made investments to improve disaster preparedness and response. New federal authorities and programs to strengthen the nation's public health system were introduced in comprehensive legislation in 2002. Congress also created the Department of Homeland Security (DHS) in 2002, and a new National Response Plan (NRP) was launched by DHS in December 2004. This report discusses the NRP and its components for public health and medical response, provides information on key response activities carried out by agencies in the Department of Health and Human Services (HHS) and DHS, and discusses certain issues in public health and medical preparedness that have been raised by the response to the 2005 Gulf Coast hurricanes.

2005 White Paper on Institutional Capability Computing Requirements

This paper documents the need for a significant increase in the computing infrastructure provided to scientists working in the unclassified domains at Lawrence Livermore National Laboratory (LLNL). This need could be viewed as the next step in a broad strategy outlined in the January 2002 White Paper (UCRL-ID-147449) that bears essentially the same name as this document. Therein we wrote: 'This proposed increase could be viewed as a step in a broader strategy linking hardware evolution to applications development that would take LLNL unclassified computational science to a position of distinction if not preeminence by 2006.' This position of distinction has certainly been achieved. This paper provides a strategy for sustaining this success but will diverge from its 2002 predecessor in that it will: (1) Amplify the scientific and external success LLNL has enjoyed because of the investments made in 2002 (MCR, 11 TF) and 2004 (Thunder, 23 TF). (2) Describe in detail the nature of additional investments that are important to meet both the institutional objectives of advanced capability for breakthrough science and the scientists clearly stated request for adequate capacity and more rapid access to moderate-sized resources. Agricultural Issues in the 109th Congress

This report discusses a number of issues affecting U.S. agriculture have been or are being addressed by the 109th Congress. The Deficit Reduction Act of 2005 (P.L. 109-171), enacted in February 2006, included a net reduction in spending on U.S. Department of Agriculture (USDA) mandatory programs of $2.7 billion over five years, and the reauthorization of a dairy income support program. Other issues of importance to agriculture during the second session of the 109th Congress include the consideration of emergency farm disaster assistance; multilateral and bilateral trade negotiations; concerns about agroterrorism, food safety, and animal and plant diseases (e.g., “mad cow” disease and avian flu); high energy costs; environmental issues; agricultural marketing matters; the reauthorization of the Commodity Futures Trading Commission; and farm labor issues.

Alternative Mortgage Products: Impact on Defaults Remains Unclear, but Disclosure of Risks to Borrowers Could Be Improved

Testimony issued by the Government Accountability Office with an abstract that begins "Alternative mortgage products (AMPs) can make homes more affordable by allowing borrowers to defer repayment of principal or part of the interest for the first few years of the mortgage. Recent growth in AMP lending has heightened the importance of borrowers' understanding and lenders' management of AMP risks. GAO's report discusses the (1) recent trends in the AMP market, (2) potential AMP risks for borrowers and lenders, (3) extent to which mortgage disclosures discuss AMP risks, and (4) federal and selected state regulatory response to AMP risks. GAO used regulatory and industry data to analyze changes in AMP monthly payments under various scenarios; reviewed available studies; and interviewed relevant federal and state regulators and mortgage industry groups, and consumer groups."
