The purpose of this report is to describe the sampling approaches, modifications made to the 100 Area and 300 Area component of the RCBRA Sampling and Analysis Plan, summarize validation efforts, and provide sample identification numbers.

This report documents the deactivation, decontamination, decommissioning, and demolition of the MO-052, 3225, 334, 334A, and 334-TF Buildings in the 300 Area of the Hanford Site. The D4 of these facilities included characterization, engineering, removal of hazardous and radiologically contaminated materials, equipment removal, utility disconnection, deactivation, decontamination, demolition of the structure, and stabilization or removal of the remaining slab and foundation as appropriate.

We present a {approx} 100 ksec Chandra X-ray observation and new VLA radio data of the large scale, 300 kpc long X-ray jet in PKS 1127-145, a radio loud quasar at redshift z=1.18. With this deep X-ray observation we now clearly discern the complex X-ray jet morphology and see substructure within the knots. The X-ray and radio jet intensity profiles are seen to be strikingly different with the radio emission peaking strongly at the two outer knots while the X-ray emission is strongest in the inner jet region. The jet X-ray surface brightness gradually decreases by an order of magnitude going out from the core. The new X-ray data contain sufficient counts to do spectral analysis of the key jet features. The X-ray energy index of the inner jet is relatively flat with {alpha}{sub x} = 0.66 {+-} 0.15 and steep in the outer jet with {alpha}{sub x} = 1.0 {+-} 0.2. We discuss the constraints implied by the new data on the X-ray emission models and conclude that ''one-zone'' models fail and at least a two component model is needed to explain the jet's broad-band emission. This paper documents the need for a significant increase in the computing infrastructure provided to scientists working in the unclassified domains at Lawrence Livermore National Laboratory (LLNL). This need could be viewed as the next step in a broad strategy outlined in the January 2002 White Paper (UCRL-ID-147449) that bears essentially the same name as this document. Therein we wrote: 'This proposed increase could be viewed as a step in a broader strategy linking hardware evolution to applications development that would take LLNL unclassified computational science to a position of distinction if not preeminence by 2006.' This position of distinction has certainly been achieved. This paper provides a strategy for sustaining this success but will diverge from its 2002 predecessor in that it will: (1) Amplify the scientific and external success LLNL has enjoyed because of the investments made in 2002 (MCR, 11 TF) and 2004 (Thunder, 23 TF). (2) Describe in detail the nature of additional investments that are important to meet both the institutional objectives of advanced capability for breakthrough science and the scientists clearly stated request for adequate capacity and more rapid access to moderate-sized resources. This report covers the legal history of affirmative action legislation in regard to employment. Moreover, the report tracks this type of legislation to the Civil Rights movement of the 1960's. Specifically, much of this legislation stems from desegregation of public schools and even more specifically in regards to employment to the Civil Rights Act of 1964.

This report discusses a number of issues affecting U.S. agriculture have been or are being addressed by the 109th Congress. The Deficit Reduction Act of 2005 (P.L. 109-171), enacted in February 2006, included a net reduction in spending on U.S. Department of Agriculture (USDA) mandatory programs of $2.7 billion over five years, and the reauthorization of a dairy income support program. Other issues of importance to agriculture during the second session of the 109th Congress include the consideration of emergency farm disaster assistance; multilateral and bilateral trade negotiations; concerns about agroterrorism, food safety, and animal and plant diseases (e.g., “mad cow” disease and avian flu); high energy costs; environmental issues; agricultural marketing matters; the reauthorization of the Commodity Futures Trading Commission; and farm labor issues.

This report discusses a plan announced by EPA in January 2005, called the Air Compliance Agreement, that would produce air quality monitoring data on animal agriculture emissions from a small number of farms, while at the same time protecting all participants (including farms where no monitoring takes place) through a “safe harbor” from liability under certain provisions of federal environmental laws.

Testimony issued by the Government Accountability Office with an abstract that begins "Alternative mortgage products (AMPs) can make homes more affordable by allowing borrowers to defer repayment of principal or part of the interest for the first few years of the mortgage. Recent growth in AMP lending has heightened the importance of borrowers' understanding and lenders' management of AMP risks. GAO's report discusses the (1) recent trends in the AMP market, (2) potential AMP risks for borrowers and lenders, (3) extent to which mortgage disclosures discuss AMP risks, and (4) federal and selected state regulatory response to AMP risks. GAO used regulatory and industry data to analyze changes in AMP monthly payments under various scenarios; reviewed available studies; and interviewed relevant federal and state regulators and mortgage industry groups, and consumer groups."

Much of the previous work in the large data visualization area has solely focused on handling the scale of the data. This task is clearly a great challenge and necessary, but it is not sufficient. Applying standard visualization techniques to large scale data sets often creates complicated pictures where meaningful trends are lost. A second challenge, then, is to also provide algorithms that simplify what an analyst must understand, using either visual or quantitative means. This challenge can be summarized as improving the legibility or reducing the complexity of massive data sets. Fully meeting both of these challenges is the work of many, many PhD dissertations. In this dissertation, we describe some new techniques to address both the scale and legibility challenges, in hope of contributing to the larger solution. In addition to our assumption of simultaneously addressing both scale and legibility, we add an additional requirement that the solutions considered fit well within an interoperable framework for diverse algorithms, because a large suite of algorithms is often necessary to fully understand complex data sets. This report consists of a description of the wintertime climatology of wind speed and wind direction around the National Mall in Washington, D.C. Meteorological data for this study were collected at Ronald Reagan Washington National Airport (Reagan National), Dulles International Airport (Dulles), and a set of surface meteorological stations that are located on a number of building tops around the National Mall. A five-year wintertime climatology of wind speed and wind direction measured at Reagan National and Dulles are presented. A more detailed analysis was completed for the period December 2003 through February 2004 using data gathered from stations located around the National Mall, Reagan National, and Dulles. Key findings of our study include the following: * There are systematic differences between the wind speed and wind direction observed at Reagan National and the wind speed and wind direction measured by building top weather stations located in the National Mall. Although Dulles is located much further from the National Mall than Reagan National, there is better agreement between the wind speed and wind direction measured at Dulles and the weather stations in the National Mall. * When the winds are light (less than 3 ms-1 or 7 mph), there are …

One scheme for harmonic generation employs free electron lasers (FELs) with two undulators: the first uses a seed laser to modulate the energy of the electron beam; following a dispersive element which acts to bunch the beam, the second undulator radiates at a higher harmonic. These processes are currently evaluated using extensive calculations or simulation codes which can be slow to evaluate and difficult to set up. We describe a simple algorithm to predict the output of a harmonic generation beamline in the low-gain FEL regime, based on trial functions for the output radiation. Full three-dimensional effects are included. This method has been implemented as a Mathematica package, named CAMPANILE, which runs rapidly and can be generalized to include effects such as asymmetric beams and misalignments. This method is compared with simulation results using the FEL code GENESIS, both for single stages of harmonic generation and for the LUX project, a design concept for an ultrafast X-ray facility, where multiple stages upshift the input laser frequency by factors of up to 200.

Alloy 22 (N06022) may be susceptible to crevice corrosion in chloride solutions. Nitrate acts as an inhibitor to crevice corrosion. Several papers have been published regarding the effect of nitrate on the corrosion resistance of Alloy 22 at temperatures 100 C and lower. However, very little is known about the behavior of this alloy in highly concentrated brines at temperatures above 100 C. In the current work, electrochemical tests have been carried out to explore the anodic behavior of Alloy 22 in high chloride high nitrate electrolytes at temperatures as high as 160 C at ambient atmospheres. Even though Alloy 22 may adopt corrosion potentials in the order of +0.5 V (in the saturated silver chloride scale), it does not suffer crevice corrosion if there is high nitrate in the solution. That is, the inhibitive effect of nitrate on crevice corrosion is active for temperatures higher than 100 C.

The Commonwealth of Australia and the United States are close allies under the ANZUS treaty. Australia evoked the treaty to offer assistance to the United States after the attacks of September 11, 2001, in which 22 Australians were among the dead. Australia was one of the first countries to commit troops to U.S. military operations in Afghanistan and Iraq. The Howard Government’s strong commitment to the United States in Afghanistan and Iraq and the recently negotiated bilateral Free Trade Agreement (FTA) between Australia and the United States have strengthened what were already close ties between the two long-term allies.
