A letter report issued by the Government Accountability Office with an abstract that begins "For the 2010 Census, the U.S. Census Bureau (Bureau) is making the most extensive use of contractors in its history to supply a number of mission-critical functions and technologies. Because of the critical role that contractors will play in the 2010 Census, GAO reviewed the Bureau's acquisition planning process. Clouds of stray electrons are ubiquitous in particle accelerators and frequently limit the performance of storage rings. Earlier measurements of electron energy distribution and flux to the walls provided only a relative electron cloud density. We have measured electron accumulation using ions expelled by the beam. The ion energy distribution maps the depressed beam potential and gives the dynamic cloud density. Clearing electrode current reveals the static background cloud density, allowing the first absolute measurement of the time-dependent electron cloud density during the beam pulse.

Results of an amplitude analysis of the B{sup +} {yields} K{sup +}{pi}{sup -}{pi}{sup +} Dalitz plot are presented. The analysis uses a data sample with an integrated luminosity of 210.6 fb{sup -1}, recorded by the BABAR detector at the PEP-II asymmetric B Factory. This sample corresponds to 231.8 million B{bar B} pairs. Branching fractions and 90% confidence level upper limits are calculated, averaged over charge conjugate states (B). For those modes that have significant branching fraction measurements CP violating charge asymmetry measurements are also presented (A{sub CP}). The results from the nominal fit are summarized.

The PEP-II B-factory has aggressive current increases planned for luminosity through 2008. At 2.2A (HER) on 4A (LER) currents, we estimate that longitudinal growth rates will be comparable to the damping rates currently achieved in the existing low level RF and longitudinal feedback systems. Prior to having a good non-linear time domain model [1] it was postulated that klystron small signal gain non-linearity may be contributing to measured longitudinal growth rates being higher than linearly predicted growth rates. Five prototype klystron amplitude modulation linearizers have been developed to explore improved linearity in the LLRF system. The linearizers operate at 476 MHz with 15 dB dynamic range and 1 MHz linear control bandwidth. Results from lab measurements and high current beam tests are presented. Future development plans, conclusions from beam testing and ideas for future use of this linearization technique are presented.

The toxicological source terms used for potential accident assessment in the Hanford Tank Farms DSA are based on toxicological sums-of-fractions (SOFs) that were calculated based on the Best Basis Inventory (BBI) from May 2002, using a method that depended on thermodynamic equilibrium calculations of the compositions of liquid and solid phases. The present report describes a simplified SOF-calculation method that is to be used in future toxicological updates and assessments and compares its results (for the 2002 BBI) to those of the old method.

In 2004, the first two sextants of the new Limited Streamer Tube (LST) detector were installed in the BABAR experiment to replace the ageing Resistive Plate Chambers (RPCs) as active detectors for the BABAR Instrumented Flux Return (IFR) muon system. Each streamer tube of the new detector consists of 8 cells. The cell walls are coated with graphite paint and a 100 {micro}m wire forms the anode. These wires are coupled in pairs inside the tubes resulting in 4 independent two-cell segments per LST. High voltage (HV) is applied to the 4 segments through a custom connector that also provides the decoupling capacitor to pick up the detector signals from the anode wires. The BABAR LST detector is operated at 5.5 kV. The high voltage system for the LST detector was designed and built at The Ohio State University (OSU HVPS). Each of the 25 supplies built for BaBar provides 80 output channels with individual current monitoring and overcurrent protection. For each group of 20 channels the HV can be adjusted between 0 and 6 kV. A 4-fold fan-out is integrated in the power supplies to provide a total of 320 outputs. A letter report issued by the Government Accountability Office with an abstract that begins "In 2002, the Biscuit Fire burned almost 500,000 acres of the Rogue River-Siskiyou National Forest in southwestern Oregon. In its wake, the Biscuit Fire Recovery Project (Project) is one of the largest, most complex postfire recovery projects undertaken by the Forest Service. Considerable controversy exists over the Project and its salvage sales to harvest dead trees. GAO was asked to determine (1) how the Project compares with the Forest Service's general approach to postfire recovery, (2) the status of the Project's salvage sales and how the reported financial and economic results of the sales compare with initial estimates, (3) the status of other Project activities, and (4) the extent of reported improper logging and the agency's response. To answer these objectives, GAO reviewed Project environmental analysis documents, plans, and activity reports and interviewed agency officials."

The appearance of BSE (bovine spongiform encephalopathy or “mad cow disease”) in North America in 2003 raised meat safety concerns and disrupted trade for cattle and beef producers. A major issue for Congress has been how to rebuild foreign confidence in the safety of U.S. beef and regain lost markets like Japan and Korea. Among other issues are whether additional measures are needed to further protect the public and cattle herd, and concerns over the relative costs and benefits of such measures for consumers, taxpayers and industry.

This report discusses the FY2006 budget resolution (H.Con.Res. 95), which was agreed to by the House and Senate on April 28, 2005, included reconciliation instructions for: (1) an omnibus bill to reduce mandatory outlays by about $35 billion over a five-year period, covering FY2006-FY2010; (2) a bill to reduce revenues by $70 billion over the same period; and (3) a bill to increase the limit on the public debt by $781 billion.

A letter report issued by the Government Accountability Office with an abstract that begins "Historically Black Colleges and Universities (HBCU), which number around 100, undertake capital projects to provide appropriate settings for learning, but many face challenges in doing so. In 1992, Congress created the HBCU Capital Financing Program to help HBCUs fund capital projects by offering loans with interest rates near the government's cost of borrowing. We reviewed the program by considering (1) HBCU capital project needs and program utilization, (2) program advantages compared to other sources of funds and schools' views on loan terms, (3) the Department of Education's (Education) program management, and (4) certain schools' perspectives on and Education's plan to implement loan provisions specifically authorized by Congress in June 2006 to assist in hurricane recovery efforts. To conduct our work, we reviewed applicable laws and program materials and interviewed officials from federal agencies and 34 HBCUs."
