Adult Education and Literacy: Overview and Reauthorization Proposals of the 109th Congress

This report discusses the reauthorization of federal adult education and literacy programs being considered by the 109th Congress. The Adult Education and Family Literacy Act (AEFLA) authorized these programs through FY2003. The General Education Provisions Act (GEPA) provided a one-year extension of authorization through FY2004, and annual appropriations have continued AEFLA programs since.

Amplitude Analysis of the Charmless Decays of Charged B Mesons to the Final States K+- Pi-+ Pi+- Using the BaBar Detector

Results of an amplitude analysis of the B{sup +} {yields} K{sup +}{pi}{sup -}{pi}{sup +} Dalitz plot are presented. The analysis uses a data sample with an integrated luminosity of 210.6 fb{sup -1}, recorded by the BABAR detector at the PEP-II asymmetric B Factory. This sample corresponds to 231.8 million B{bar B} pairs. Branching fractions and 90% confidence level upper limits are calculated, averaged over charge conjugate states (B). For those modes that have significant branching fraction measurements CP violating charge asymmetry measurements are also presented (A{sub CP}). The results from the nominal fit are summarized.

Biscuit Fire Recovery Project: Analysis of Project Development, Salvage Sales, and Other Activities

A letter report issued by the Government Accountability Office with an abstract that begins "In 2002, the Biscuit Fire burned almost 500,000 acres of the Rogue River-Siskiyou National Forest in southwestern Oregon. In its wake, the Biscuit Fire Recovery Project (Project) is one of the largest, most complex postfire recovery projects undertaken by the Forest Service. Considerable controversy exists over the Project and its salvage sales to harvest dead trees. GAO was asked to determine (1) how the Project compares with the Forest Service's general approach to postfire recovery, (2) the status of the Project's salvage sales and how the reported financial and economic results of the sales compare with initial estimates, (3) the status of other Project activities, and (4) the extent of reported improper logging and the agency's response. To answer these objectives, GAO reviewed Project environmental analysis documents, plans, and activity reports and interviewed agency officials."

Deep Resistivity Structure of Yucca Flat, Nevada Test Site, Nevada.

The Department of Energy (DOE) and the National Nuclear Security Administration (NNSA) at their Nevada Site Office are addressing groundwater contamination resulting from historical underground nuclear testing through the Environmental Management program and, in particular, the Underground Test Area project. One issue of concern is the nature of the somewhat poorly constrained pre Tertiary geology and its effects on ground-water flow in the area adjacent to a nuclear test. Ground water modelers would like to know more about the hydrostratigraphy and geologic structure to support a hydrostratigraphic framework model that is under development for the Yucca Flat Corrective Action Unit (CAU). During 2003, the U.S. Geological Survey, supported by the DOE and NNSA-NSO, collected and processed data from 51 magnetotelluric (MT) and audio-magnetotelluric (AMT) stations at the Nevada Test Site in and near Yucca Flat to assist in characterizing the pre-Tertiary geology in that area. The primary purpose was to refine the character, thickness, and lateral extent of pre Tertiary confining units. In particular, a major goal has been to define the upper clastic confining unit (late Devonian – Mississippian-age siliciclastic rocks assigned to the Eleana Formation and Chainman Shale) in the Yucca Flat area.
