Final Report DOE Grant# DE-FG02-98ER62592: Second Cancers, Tumor p53, and Archaea Research

The Northeast Regional Cancer Institute conducted cancer surveillance in Northeast Pennsylvania using data from the institute’s population-based regional cancer registry and the Pennsylvania Cancer Registry. The results of this surveillance have been used to set priorities for research and outreach activities at the Cancer Institute and selected results have been reported to medical professionals at member hospitals and in the community. One consistent observation of this surveillance was that colorectal cancer was unusually common in Northeast Pennsylvania; incidence was approximately 25% higher than the rate published for NCI’s Surveillance Epidemiology and End Results (SEER) Program. In addition, death rates form colorectal cancer in several counties in this region were above the 90Th percentile for colorectal cancer mortality in the United States. As a result of these observations, several activities have been developed to increase awareness of colorectal cancer and the value of screening for this cancer in both the lay and medical communities. Funding from this grant also provided support for a population-based study of cancer risk factors, screening practices, and related behaviors. Advanced fuel injection experimental results on a single cylinder engine operating at part load show the path to NOx vs SFC tradeoffs. Hybrid battery vibration tests have been performed. Analysis of advanced Battery Management System field validation results showed effective SOC estimation. A fuel optimizer simulation lab has been completed.

The fuel injection hardware on the single cylinder research engine was upgraded and performance trends were quantified. The effects of fuel injection rate shapes were studied. Long-term cycling of subscale battery cell assemblies has identified aging trends. Follow-up vibration testing of an instrumented COTS battery was performed. Optimal trip planning algorithms were implemented and demonstrated in the interactive, real-time simulation environment.

Child Support Provisions in the Deficit Reduction Act of 2005 (P.L. 109-171)

This report discusses the Child Support Enforcement (CSE) program and the Deficit Reduction Act of 2005 (P.L. 109-171). The act will reduce the federal matching rate for laboratory costs associated with paternity establishment from 90% to 66%, end the federal matching of state expenditures of federal CSE incentive payments reinvested back into the program, and require states to assess a $25 annual user fee for child support services provided to families with no connection to the welfare system.

Design And Construction of a W-Band Sheet Beam Klystron

The design and construction of a 100 kW peak power, 2% duty, PCM focused, Wband sheet beam klystron is discussed. The elliptical cross section beam is produced by a new electron gun design using a cylindrical cathode and a racetrack shaped focus electrode. The multi-gap cavities produce acceptable values of R/Q and are designed to produce a uniform electric field over the width of the 12:1 aspect ratio beam. The prototype cavities are produced using normal machining however, LIGA will be used to fabricate the cavities in production versions.

Evolutionary Processes in Multiple Systems

There are several ways in which triple stars can evolve in somewhat unusual ways. They discuss two situations where Case A Roche-lobe overflow, followed by a merger, can produce anomalous wide binaries such as {gamma} Per; and Kozai cycles in triples with non-parallel orbits, which can produce merged rapidly-rotating stars like AB Dor, and which can also lead to the delayed ejection of one component of a multiple, as may have been observed in T Tau in 1998.

Fiber Laser Replacement for Short Pulse Ti:Sapphire Oscillators -- Scalable Mode Locking to Record Pulse Energies

We have investigated fiber-based lasers that mode-lock via three nonlinear mechanisms: pulse evolution, bend loss, and tunneling. Experiments with nonlinear pulse evolution proved especially promising; we report here a fiber laser that produces 25 nJ, sub-200 fs pulses, an energy that is 60% higher than previous reports. Experiments with nonlinear bend loss were inconclusive; though bend-loss data show that the effect exits, we were not able to use the phenomenon to lock a laser. New models suggest that nonlinear tunneling could provide an alternate path.

Final Clean Closure Report Site 300 Surface Impoundments Closure Lawrence Livermore National Laboratory Livermore, California

Lawrence Livermore National Laboratory operated two Class II surface impoundments that stored wastewater that was discharged from a number of buildings located on the Site 300 Facility (Site 300). The wastewater was the by-product of explosives processing. Reduction in the volume of water discharged from these buildings over the past several years significantly reduced the wastewater storage needs. In addition, the impoundments were constructed in 1984, and the high-density polyethylene (HDPE) geomembrane liners were nearing the end of their service life. The purpose of this project was to clean close the surface impoundments and provide new wastewater storage using above ground storage tanks at six locations. The tanks were installed and put into service prior to closure of the impoundments. This Clean Closure Report (Closure Report) complies with State Water Resources Control Board (SWRCB) Section 21400 of the California Code of Regulations Title 27 (27 CCR section 21400). As required by these regulations and guidance, this Closure Report provides the following information: (1) a brief site description; (2) the regulatory requirements relevant to clean closure of the impoundments; (3) the closure procedures; and (4) the findings and documentation of clean closure.
