This report describes the emerging areas of information operations in the context of U.S. national security. It assesses known U.S. capabilities and plans, and suggests related policy issues of potential interest to Congress.

This report focuses on the implications that certain elements of China’s military modernization may have for future required U.S. Navy capabilities. The issue for Congress addressed in this report is: How should China’s military modernization be factored into decisions about U.S. Navy programs? Congress’s decisions on this issue could significantly affect future U.S. Navy capabilities, U.S. Navy funding requirements, and the U.S. defense industrial base, including the shipbuilding industry.

Fish and marine mammals are important resources in open ocean and nearshore coastal areas; many federal laws and regulations guide their management. This report discusses a variety of laws and legislation pertaining to this issue.

The increased presence of foreign students in graduate science and engineering programs and in the scientific workforce has been and continues to be of concern to some in the scientific community. Enrollment of U.S. citizens in graduate science and engineering programs has not kept pace with that of foreign students in those programs. In addition to the number of foreign students in graduate science and engineering programs, a significant number of university faculty in the scientific disciplines are foreign, and foreign doctorates are employed in large numbers by industry. This report explains this issue in detail, as well as probable causes of said incongruity.

Federal research and development (R&D) funding priorities reflect presidential policies and national needs. For FY2007, R&D is requested at almost $137 billion of budget authority, about 1.8% more than enacted in FY2006. The FY2007 budget would fund three interagency R&D initiatives: networking and information technology; climate change science; and nanotechnology. The Administration is using performance measures for R&D budgeting, including the Government Performance and Results Act and the Program Assessment Rating Tool.

Operation Iraqi Freedom succeeded in overthrowing Saddam Hussein, but Iraq remains unstable because of Sunni Arab resentment and a related insurgency, compounded by burgeoning sectarian violence. Mounting U.S. casualties and financial costs -- without clear signs of security progress -- have intensified a debate within the United States over the wisdom of the invasion and whether to wind down U.S. involvement without completely accomplishing U.S. goals. Administration critics, including some in Congress, believe the U.S. mission in Iraq is failing and that major new policy initiatives are required. Some believe that U.S. counter-insurgent operations are hampered by an insufficient U.S. troop levels and that sectarian violence threatens to place U.S. forces in the middle of an all out civil war in Iraq. Others believe that a U.S. move to withdraw might undercut popular support for the insurgency and force compromise among Iraq's factions.

The Navy wants to procure three new classes of surface combatants -- the DDG-1000 (formerly DD(X)) destroyer, the CG(X) cruiser, and a smaller surface combatant called the Littoral Combat Ship (LCS). The Navy wants to procure 7 DDG-1000s, 19 CG(X)s, and 55 LCSs. The Senate Appropriations Committee, in its report (S.Rept. 109-292 of July 25, 2006) on H.R. 5631, recommends approving the Navy's request for FY2007 procurement funding for the first two DDG-1000s and increasing the Navy's request for FY2007 DDG-1000 research and development funding by a net $1 million. This CRS report explains the above as well as other budgetary recommendations made by the Senate Appropriations Committee.

The 9/11 Commission called for a systematic analysis of transportation assets, the risks to those assets, and the costs and benefits of different approaches to defending those assets. A key challenge facing Congress is balancing the desire for and cost of increased rail passenger security with the impacts of security measures on the operating efficiency of passenger rail systems, with the potential costs that could be incurred in the event of one or more attacks, and with the costs and benefits of other options for promoting homeland security. Some argue for greatly increased federal funding to help secure passenger rail systems against terrorist attack. Others argue that rail systems are difficult to defend and are only one among many groups potential terrorist targets, making the development of enhanced rail systems security an inefficient use of resources.

The Navy in February 2006 proposed to maintain in coming years a fleet of 313 ships, including, among other things, 11 aircraft carriers, 48 attack submarines (SSNs), 88 cruisers and destroyers, 55 Littoral Combat Ships (LCSs), 31 amphibious ships, and a Maritime Prepositioning Force (Future), or MPF(F), squadron with 12 new-construction amphibious and sealift-type ships. The Navy says that for its shipbuilding plans to be affordable and executable, the Navy needs to control certain non-shipbuilding expenditures and build ships within estimated costs. The Navy's shipbuilding plans raise potential issues regarding the shipbuilding industrial base, particularly in the areas of the submarine design and engineering base, and the surface combatant construction base.

Throughout much of the George W. Bush Administration, U.S.-China relations have remained unusually smooth and stable. But U.S. policy toward China now appears to be subject to competing reassessments. While some U.S. policymakers appear to be willing to work cooperatively with a non-democratic China, others appear to be adopting somewhat tougher stances on issues involving China and U.S.-China relations, expressing their concerns about strong PRC economic growth and a more assertive and influential PRC diplomacy in the international arena. Another matter of growing U.S. concern is China's increasing global "reach" and the consequences that PRC expanding economic and political influence have for U.S. interests. Much of current concern about China appears driven by security calculations at the Pentagon and in Congress.

This report reviews the status of energy efficiency and renewable energy legislation introduced during the 109th Congress. Action in the second session has focused on appropriations bills; the first session focused on omnibus energy policy bill H.R. 6 and several appropriations bills. this report describes several major pieces of legislation, including the Energy Policy Act of 2005 and the Transportation Equity Act. For each bill listed in this report, a brief description and a summary of action are given, including references to committee hearings and reports. Also, a selected list of hearings on renewable energy is included.

This report provides an overview of Egyptian politics and current issues in U.S.-Egyptian relations. It briefly provides a political history of modern Egypt, an overview of its political institutions, and a discussion of the prospects for democratization in Egypt. U.S.-Egyptian relations are complex and multi-faceted, and this report addresses the following current topics: the Arab-Israeli peace process, Iraq, terrorism, democratization and reform, human rights, trade, and military cooperation. With the passing of FY2006 supplemental bill H.R. 4939, Congress will have appropriated a total of about $437 billion for the three military operations initiated since the 9/11 attacks: Operation Enduring Freedom (OEF) covering Afghanistan and other Global War on Terror (GWOT) operations, Operation Noble Eagle (ONE) providing enhanced security at military bases, and Operation Iraqi Freedom (OIF), Iraq. On a monthly basis, the Department of Defense (DOD) spent an average of about $6.4 billion for OIF, $1.3 billion for OEF, and $180 million for enhanced base security in FY2005. Potential oversight issues for Congress include getting estimates of the cost to repair and replae war-worn equipment and of possible offsetting costs to DOD's regular budget because equipment is being fixed or bought earlier than planned. DOD's annual war funding may reach $118 billion in FY2006 if the pending supplemental is enacted.

Concern has grown in Congress and elsewhere about China's military modernization. The topic is an increasing factor in discussions over future required U.S. Navy capabilities. The issue for Congress addressed in this report can be summed up in the following question: How should China's military modernization be factored into decisions about U.S. Navy programs?

Armed conflict has marked every decade of Israel's existence. Despite its unstable regional environment, Israel has developed a vibrant parliamentary democracy, albeit with relatively fragile governments. Israel has an advanced industrial, market economy in which the government plays a substantial role. The economy is now doing very well, and increased social spending is expected. Israel's foreign policy is focused largely on its region, Europe, and the United States. European countries collectively are Israel's second largest trading partner, and the EU participates in the peace process. Since 1948, the United States and Israel have developed a close friendship based on common democratic values, religious affinities, and security interests. Current issues in U.S.-Israeli relations include Israel's military sales to China, inadequate Israeli protection of U.S. intellectual property, and espionage-related cases.

An array of bilateral issues continues to affect relations between the United States and Syria: the course of Arab-Israeli talks; questions of arms proliferation; Syrian connections with terrorist activity; Syria's role in Lebanon; and Syria's opposition to the U.S. occupation in Iraq. U.S. officials and Members of Congress have blamed Syria for helping transfer rockets and other arms to Hezbollah units. This report outlines the current political situation in Syria, as well as Syria's political relationship with the United States and related legislation.

This report provides an overview of Jordanian politics and current issues in U.S.-Jordanian relations. It provides a brief overview of Jordan's government and economy and of its cooperation in promoting Arab-Israeli peace and other U.S. policy objectives in the Middle East.

This report examines the Department of Defense's (DOD) four largest tactical aircraft modernization programs. The background section provides a brief description of each program, and a discussion of how tactical aircraft fit into military air operations: the missions they typically perform and how they contrast to longer-range combat aircraft. The analysis section examines a number of policy issues, including affordability, capability required, force structure, service roles and missions, industrial base, and transformation. The paper concludes with a synopsis of recent congressional action on these programs.

The Coast Guard is the lead federal agency for maritime homeland security. For FY2007, the Coast Guard is requesting a total of about $4.5 billion for missions defined in The Homeland Security Act of 2002 as the Coast Guard's homeland security missions. This equates to about 54% of the Coast Guard's total requested FY2007 budget. The Coast Guard's homeland security operations pose several potential issues for Congress, including adequacy of Coast Guard resources for performing both homeland security and non-homeland security missions, and Coast Guard coordination with other agencies involved in maritime homeland security.

The Navy is implementing or experimenting with new kinds of naval formations, more flexible forward-deployment schedules, forward-homeporting additional Navy ships, and long-duration deployments with crew rotation (which the Navy calls Sea Swap). These changes, which form a key part of Navy transformation, raise several potential issues for Congress. This report will be updated as events warrant.

Hurricane Katrina raised questions concerning the President's legal authority to send active duty military forces into a disaster area and the permissible functions the military can perform to protect life and property and maintain order. This report summarizes the possible constitutional and statutory authorities and constraints relevant to the use of armed forces, including National Guard units in federal service, to provide assistance to states when a natural disaster impedes the operation of state and local police. This report also addresses proposed legislation, including H.R. 5122 (S. 2766).

This report examines the role of state and local law enforcement in enforcing immigration law. The discussion is limited to the role of state and local law enforcement in the investigation, arrest, and detention of all immigration violators. The report does not discuss the prosecution, adjudication, or removal of aliens who violate the law. The report opens with a brief discussion of the types of immigration interior enforcement activities that the former Immigration and Naturalization Service (INS) pursued and the current immigration activities that are now the focus of the Department of Homeland Security (DHS). A discussion of the legal authority that permits state and local law enforcement to enforce immigration law under certain circumstances follows. Current administrative efforts to involve state and local law enforcement in enforcing immigration law as well as selected issues are discussed. The report concludes with a discussion of the pros and cons of such a policy and an analysis of policy options for Congress.
