Defense: FY2007 Authorization and Appropriations

The Senate began floor debate on the FY2007 defense appropriations bill, H.R. 5631 on August 1, but it did not complete the bill before adjourning for the August recess. The Senate plans to resume action on September 5. As reported by the appropriations committee, the bill provided $453.5 billion for defense, including $50 billion in appropriations for overseas operations. The total is $9.1 billion less than the Administration requested. In floor action, the Senate added substantial amounts to the $50 billion in emergency spending, including $13.1 billion to reequip units returning from abroad and $1.8 billion for border security.

Passenger Rail Security: Overview of Issues

The 9/11 Commission called for a systematic analysis of transportation assets, the risks to those assets, and the costs and benefits of different approaches to defending those assets. A key challenge facing Congress is balancing the desire for and cost of increased rail passenger security with the impacts of security measures on the operating efficiency of passenger rail systems, with the potential costs that could be incurred in the event of one or more attacks, and with the costs and benefits of other options for promoting homeland security. Some argue for greatly increased federal funding to help secure passenger rail systems against terrorist attack. Others argue that rail systems are difficult to defend and are only one among many groups potential terrorist targets, making the development of enhanced rail systems security an inefficient use of resources.

China-U.S. Relations: Current Issues and Implications for U.S. Policy

Throughout much of the George W. Bush Administration, U.S.-China relations have remained unusually smooth and stable. But U.S. policy toward China now appears to be subject to competing reassessments. While some U.S. policymakers appear to be willing to work cooperatively with a non-democratic China, others appear to be adopting somewhat tougher stances on issues involving China and U.S.-China relations, expressing their concerns about strong PRC economic growth and a more assertive and influential PRC diplomacy in the international arena. Another matter of growing U.S. concern is China's increasing global "reach" and the consequences that PRC expanding economic and political influence have for U.S. interests. Much of current concern about China appears driven by security calculations at the Pentagon and in Congress.

A letter report issued by the Government Accountability Office with an abstract that begins "To provide accurate and timely weather forecasts, the National Weather Service (NWS) uses systems, technologies, and manual processes to collect, process, and disseminate weather data to its nationwide network of field offices and centers. After completing a major modernization program in the 1990s, NWS is seeking to upgrade its systems with the goal of improving its forecasting abilities, and it is considering changing how its nationwide office structure operates in order to enhance efficiency. GAO was asked to (1) evaluate NWS's efforts to achieve improvements in the delivery of its services through system and technology upgrades, (2) assess agency plans to achieve service improvements through training its employees, and (3) evaluate agency plans to revise its nationwide office configuration and the implications of these plans on local forecasting services, staffing, and budgets."
