Homosexuals and U.S. Military Policy: Current Issues

This report discusses policy towards homosexuals in the U.S. military service. In 1993, new laws and regulations pertaining to homosexuals and U.S. military service came into effect reflecting a compromise in policy. This compromise, colloquially referred to as “don’t ask, don’t tell,” holds that the presence in the armed forces of persons who demonstrate a propensity or intent to engage in homosexual acts would create an unacceptable risk to the high standards of morale, good order and discipline, and unit cohesion which are the essence of military capability. Service members are not to be asked about nor allowed to discuss their homosexuality. This compromise notwithstanding, the issue has remained politically contentious.

The issue of women’s rights in Iraq has taken on new relevance, following the U.S.-led invasion of Iraq in 2003, efforts to reconstruct Iraq, and recent elections for a Transitional National Assembly (TNA). Over the past three years, the Bush Administration has reiterated its interest in ensuring that Iraqi women participate in politics and ongoing reconstruction efforts in Iraq. There has also been a widening debate regarding the extent to which the U.S.-led reconstruction efforts have been able to enhance women’s rights in Iraq and encourage their participation in Iraq’s governing institutions.

China, the United States and the IMF: Negotiating Exchange Rate Adjustment

In recent years, the United States and other countries have expressed considerable concern that China’s national currency (the yuan or renminbi) is seriously undervalued. Some analysts say the yuan needs to rise by as much as 40% in order to reflect its equilibrium value. Critics say that China’s undervalued currency provides it with an unfair trade advantage that has seriously injured the manufacturing sector in the United States. Chinese officials counter that they have not pegged the yuan to the dollar in order to gain trade advantages. Rather, they say the fixed rate promotes economic stability that is vital for the functioning of its domestic economy.

Interview with Charles "Chuck" Beatty, African-American alumnus of North Texas State University. The interview includes Beatty's personal experiences of childhood and education, accepting an athletic scholarship to North Texas, playing football at North Texas and with the Pittsburgh Steelers and other professional teams, being in the National Guard during the Vietnam era, and returning to North Texas to earn a degree following his professional football career. Additionally, Beatty speaks of social life among African-American students and relations with white students and faculty, his experiences as an elected official in Waxahachie and as a member of the UNT Board of Regents, and his perceptions of change at North Texas over time.

PEP-II Transverse Feedback Electronics Upgrade

The PEP-II B Factory at the Stanford Linear Accelerator Center (SLAC) requires an upgrade of the transverse feedback system electronics. The new electronics require 12-bit resolution and a minimum sampling rate of 238 Msps. A Field Programmable Gate Array (FPGA) is used to implement the feedback algorithm. The FPGA also contains an embedded PowerPC 405 (PPC-405) processor to run control system interface software for data retrieval, diagnostics, and system monitoring. The design of this system is based on the Xilinx{reg_sign} ML300 Development Platform, a circuit board set containing an FPGA with an embedded processor, a large memory bank, and other peripherals. This paper discusses the design of a digital feedback system based on an FPGA with an embedded processor. Discussion will include specifications, component selection, and integration with the ML300 design.

The Status of Normal Conducting RF (NCRF) Guns, a Summary of the ERL 2005 Workshop

The 32nd Advanced ICFA Beam Dynamics Workshop on Energy Recovering Linacs (ERL2005) was held at Jefferson Laboratory, March 20 to 23, 2005. A wide range of ERL-related topics were presented and discussed in several working groups with Working Group 1 concentrated upon the physics and technology issues for DC, superconducting RF (SRF) and normal conducting RF (NCRF) guns. This paper summarizes the NCRF gun talks and reviews the status of NCRF gun technology. It begins with the presentations made on the subject of low-frequency, high-duty factor guns most appropriate for ERLs. One such gun at 433MHz was demonstrated at 25%DF in 1992, while the CW and much improved version is currently being constructed at 700MHz for LANL. In addition, the idea of combining the NCRF gun with a SRF linac booster was presented and is described in this paper. There was also a talk on high-field guns typically used for SASE free electron lasers. In particular, the DESY coaxial RF feed design provides rotationally symmetric RF fields and greater flexibility in the placement of the focusing magnetic field. While in the LCLS approach, the symmetric fields are obtained with a dual RF feed and racetrack cell shape. Although these guns …

Time-Domain Measurement of Broadband Coherent Cherenkov Radiation

We report on further analysis of coherent microwave Cherenkov impulses emitted via the Askaryan mechanism from high-energy electromagnetic showers produced at the Stanford Linear Accelerator Center (SLAC). In this report, the time-domain based analysis of the measurements made with a broadband (nominally 1-18 GHz) log periodic dipole antenna (LPDA) is described. The theory of a transmit-receive antenna system based on time-dependent effective height operator is summarized and applied to fully characterize the measurement antenna system and to reconstruct the electric field induced via the Askaryan process. The observed radiation intensity and phase as functions of frequency were found to agree with expectations from 0.75-11.5 GHz within experimental errors on the normalized electric field magnitude and the relative phase; {sigma}{sub R|E|} = 0.039 {micro}V/MHz/TeV and {sigma}{sub {phi}} = 17{sup o}. This is the first time this agreement has been observed over such a broad bandwidth, and the first measurement of the relative phase variation of an Askaryan pulse. The importance of validation of the Askaryan mechanism is significant since it is viewed as the most promising way to detect cosmogenic neutrino fluxes at E{sub v} {ge} 10{sup 15} eV.
