Uranium Detection Using Small Scintillators in a Maritime Environment

The performance of several commercially available portable radiation spectrometers containing small NaI(Tl) scintillation detectors has been studied at the Savannah River National Laboratory (SRNL). These hand-held radioisotope identifiers are used by field personnel to detect and identify the illegal transport of uranium as a deterrent to undeclared nuclear proliferation or nuclear terrorism. The detection of uranium in a variety of chemical forms and isotopic enrichments presents some unique challenges in the maritime environment. This study was conducted using a variety of shielded and unshielded uranium sources in a simulated maritime environment. The results include estimates of the detection sensitivity for various isotopic enrichments and configurations using the manufacturer's spectral analysis firmware. More sophisticated methods for analyzing the spectra off-line are also evaluated to determine the detection limits and enrichment sensitivities from the field measurements.

Visualization of Fiber Structurein the Left and Right Ventricleof a Human Heart

The human heart is composed of a helical network of musclefibers. Anisotropic least squares filtering followed by fiber trackingtechniques were applied to Diffusion Tensor Magnetic Resonance Imaging(DTMRI) data of the excised human heart. The fiber configuration wasvisualized by using thin tubes to increase 3-dimensional visualperception of the complex structure. All visualizations were performedusing the high-quality ray-tracing software POV-Ray. The fibers are shownwithin the left and right ventricles. Both ventricles exhibit similarfiber architecture and some bundles of fibers are shown linking right andleft ventricles on the posterior region of the heart.

Why Certain Trade Agreements Are Approved as Congressional-Executive Agreements Rather Than as Treaties

Trade agreements such asthe NAFTA and the GATT Uruguay Round agreements have been approved by majority vote of each House of Congress rather than by twothirds vote of the Senate — that is, they have been treated as congressional-executive agreements rather than astreaties. The congressional-executive agreement has been the vehicle for implementingCongress' long-standing policy ofseeking trade benefitsfor the United States through reciprocal trade negotiations. In a succession of statutes, Congress has authorized the President to negotiate and enter into tariff and nontariff barrier (NTB) agreements for limited periods, while mandating that NTB and free trade area agreements negotiated under this authority could enter into force for the United States only if approved by both Houses in a bill enacted into public law and other statutory conditions were met.

Wideband Multichannel Time-Reversal Processing for Acoustic Communications in a Tunnel-like Structure

The development of multichannel time-reversal (T/R) processing techniques continues to progress rapidly especially when the need to communicate in a highly reverberative environment becomes critical. The underlying T/R concept is based on time-reversing the Green's function characterizing the uncertain communications channel investigating the deleterious dispersion and multipath effects. In this paper, attention is focused on two major objectives: (1) wideband communications leading to a time reference modulation technique; and (2) multichannel acoustic communications in a tunnel (or cave or pipe) with many obstructions, multipath returns, severe background noise, disturbances, long propagation paths ({approx}180) with disruptions (bends). For this extremely hostile environment, it is shown that multichannel T/R receivers can easily be extended to the wideband designs while demonstrating their performance in both the ''canonical'' stairwell of our previous work as well as a tunnel-like structure. Acoustic information signals are transmitted with an 8-element host or base station array to two client receivers with a significant loss in signal levels due to the propagation environment. In this paper, the results of the new wideband T/R processor and modulation scheme are discussed to demonstrate the overall performance for both high (24-bit) and low (1-bit) bit level analog-to-digital (A/D) converter designs. WTO Doha Round: The Agricultural Negotiations

The pace of negotiations in the Doha Round of multilateral trade negotiations quickened in October 2005 as the December Hong Kong Ministerial Conference of the World Trade Organization (WTO) approached. At Hong Kong, however, while WTO members agreed on a broad outline of negotiating objectives for further liberalizing global trade in agriculture, industry and services, they made only limited progress in determining precise numerical formulas (known as modalities) for meeting the Round’s aims. WTO members agreed to intensify efforts to reach agreement on modalities and conclude Doha Round negotiations by the end of 2006. WTO Doha Round: The Agricultural Negotiations

On July 24, 2006, the WTO’s Director General announced the indefinite suspension of further negotiations in the Doha Development Agenda or Doha Round of multilateral trade negotiations. The principal cause of the suspension was that a core group of WTO member countries — the United States, the European Union (EU), Brazil, India, Australia, and Japan — known as the G-6 had reached an impasse over specific methods to achieve the broad aims of the round for agricultural trade: substantial reductions in trade-distorting domestic subsidies, elimination of export subsidies, and substantially increased market access for agricultural products.
