1E Wind Energy Program: Technical Information and Outreach Support Final Technical Report

A U.S. consensus-based collaborative formed in 1994, the National Wind Coordinating Committee (NWCC) identifies issues that affect the use of wind power, establishes dialogue among key stakeholders, and catalyzes appropriate activities to support the development of environmentally, economically, and politically sustainable commercial markets for wind power. NWCC members include representatives from electric utilities and support organizations, state legislatures, state utility commissions, consumer advocacy offices, wind equipment suppliers and developers, green power marketers, environmental organizations, agriculture and economic development organizations, and state and federal agencies.

Upgrades and calibrations were performed on the single cylinder engine. Production of a baseline engine performance dataset has started using GE Evolution engine hardware, including the production unit pump fuel system. Long-term tests of battery cells energized at room temperature were performed. Hybrid energy storage capabilities were added to the fuel optimizer.

Acoustic Longitudinal Field NIF Optic Feature Detection Map Using Time-Reversal & MUSIC

We developed an ultrasonic longitudinal field time-reversal and MUltiple SIgnal Classification (MUSIC) based detection algorithm for identifying and mapping flaws in fused silica NIF optics. The algorithm requires a fully multistatic data set, that is one with multiple, independently operated, spatially diverse transducers, each transmitter of which, in succession, launches a pulse into the optic and the scattered signal measured and recorded at every receiver. We have successfully localized engineered ''defects'' larger than 1 mm in an optic. We confirmed detection and localization of 3 mm and 5 mm features in experimental data, and a 0.5 mm in simulated data with sufficiently high signal-to-noise ratio. We present the theory, experimental results, and simulated results.

Airline Deregulation: Reregulating the Airline Industry Would Likely Reverse Consumer Benefits and Not Save Airline Pensions

A letter report issued by the Government Accountability Office with an abstract that begins "The Airline Deregulation Act of 1978 phased out the government's control over fares and service and allowed market forces to determine the price and level of domestic airline service in the United States. The intent was to increase competition and thereby lead to lower fares and improved service. In 2005, GAO reported on the tenuous finances of some airlines that have led to bankruptcy and pension terminations, in particular among those airlines that predated deregulation (referred to as legacy airlines). The House Report accompanying the 2006 Department of Transportation (DOT) Appropriation Act expressed concern about airline pension defaults and charged GAO with analyzing the impact of reregulating the airline industry on reducing potential pension defaults by airlines. GAO subsequently agreed to address the pension issue within a broad assessment of the airline industry since deregulation. Specifically, GAO is reporting on, among other things, (1) broad airline industry changes since deregulation, (2) fare and service changes since deregulation, and (3) whether there is evidence that reregulation of entry and fares would benefit consumers or the airline industry, or save airline pensions. The Americans with Disabilities Act (ADA): The Definition of Disability

The threshold issue in any Americans with Disabilities Act (ADA) case is whether the individual alleging discrimination is an individual with a disability. The ADA definition is a functional one and does not list specific disabilities. This report discusses the definition of "disability." It also briefly discusses the Supreme Court's opinions and analyze how the lower courts are interpreting the Supreme Court's holdings.

Consistent with the original proposal (dated April 14, 2005), the grant supported the participation in the above conference of a number of West African meteorologists, the majority of whom will be supporting the ARM Mobile Facility deployment in Niamey in various ways during 2006. The following seven individuals were fully funded (complete airfare, accommodation, registration, meals) to participate in the Conference –Yerima Ladan (Head, ASECNA Forecast Office, Niamey Airport); Dr. Ousmane Manga Adamou (University of Niamey); Abdou Adam Abdoul-Aziz Abebe (Forecasater, ASECNA Forecast Office, Niamey Airport); Hassane Abdou (Forecaster, ASECNA Forecast Office, Niamey Airport); Saley Diori (Forecaster, ASECNA Forecast Office, Niamey Airport); Alhassane Diallo (Meteorological Engineer, Burkina Faso Weather Service). The following three individuals were partly funded (for some of their airfare, accommodation, registration, meals) to participate in the Conference – Katiellou Lawan (International Relations, Niger Weather Service); Mamoutou Kouressy (Institute of Rural Economics, Niger Department of Agriculture); and Francis Dide (Benin Weather Service).
