Acoustic Longitudinal Field NIF Optic Feature Detection Map Using Time-Reversal & MUSIC

We developed an ultrasonic longitudinal field time-reversal and MUltiple SIgnal Classification (MUSIC) based detection algorithm for identifying and mapping flaws in fused silica NIF optics. The algorithm requires a fully multistatic data set, that is one with multiple, independently operated, spatially diverse transducers, each transmitter of which, in succession, launches a pulse into the optic and the scattered signal measured and recorded at every receiver. We have successfully localized engineered ''defects'' larger than 1 mm in an optic. We confirmed detection and localization of 3 mm and 5 mm features in experimental data, and a 0.5 mm in simulated data with sufficiently high signal-to-noise ratio. Testimony issued by the Government Accountability Office with an abstract that begins "After the events of September 11, 2001, Congress created the Transportation Security Administration (TSA) and directed it to assume the function of passenger prescreening--or the matching of passenger information against terrorist watch lists to identify persons who should undergo additional security scrutiny--for domestic flights, which is currently performed by the air carriers. To do so, TSA is developing Secure Flight. This testimony covers TSA's progress and challenges in (1) developing, managing, and overseeing Secure Flight; (2) coordinating with key stakeholders critical to program operations; (3) addressing key factors that will impact system effectiveness; and (4) minimizing impacts on passenger privacy and protecting passenger rights. Biaxial Creep Specimen Fabrication

This report documents the results of the weld development and abbreviated weld qualification efforts performed by Pacific Northwest National Laboratory (PNNL) for refractory metal and superalloy biaxial creep specimens. Biaxial creep specimens were to be assembled, electron beam welded, laser-seal welded, and pressurized at PNNL for both in-pile (JOYO reactor, O-arai, Japan) and out-of-pile creep testing. The objective of this test campaign was to evaluate the creep behavior of primary cladding and structural alloys under consideration for the Prometheus space reactor. PNNL successfully developed electron beam weld parameters for six of these materials prior to the termination of the Naval Reactors program effort to deliver a space reactor for Project Prometheus. These materials were FS-85, ASTAR-811C, T-111, Alloy 617, Haynes 230, and Nirnonic PE16. Early termination of the NR space program precluded the development of laser welding parameters for post-pressurization seal weldments.

Chemically Specific Cellular Imaging of Biofilm Formation

This document and the accompanying manuscripts summarize the technical accomplishments for our one-year LDRD-ER effort. Biofilm forming microbes have existed on this planet for billions of years and make up 60% of the biological mass on earth. Such microbes exhibit unique biochemical pathways during biofilm formation and play important roles in human health and the environment. Microbial biofilms have been directly implicated in, for example, product contamination, energy losses, and medical infection that cost the loss of human lives and billions of dollars. In no small part due to the lack of detailed understanding, biofilms unfortunately are resistant to control, inhibition, and destruction, either through treatment with antimicrobials or immunological defense mechanisms of the body. Current biofilm research has concentrated on the study of biofilms in the bulk. This is primarily due to the lack of analytical and physical tools to study biofilms non-destructively, in three dimensions, and on the micron or sub-micron scale. This has hindered the development of a clear understanding of either the early stage mechanisms of biofilm growth or the interactions of biofilms with their environment. Cleanup Verification Package for the 600-259 Waste Site

This cleanup verification package documents completion of remedial action for the 600-259 waste site. The site was the former site of the Special Waste Form Lysimeter, consisting of commercial reactor isotope waste forms in contact with soils within engineered caissons, and was used by Pacific Northwest National Laboratory to collect data regarding leaching behavior for target analytes. A Grout Waste Test Facility also operated at the site, designed to test leaching rates of grout-solidified low-level radioactive waste.

Development of Sample Handling and Analytical Expertise For the Stardust Comet Sample Return

NASA's Stardust mission returned to Earth in January 2006 with ''fresh'' cometary particles from a young Jupiter family comet. The cometary particles were sampled during the spacecraft flyby of comet 81P/Wild-2 in January 2004, when they impacted low-density silica aerogel tiles and aluminum foils on the sample tray assembly at approximately 6.1 km/s. This LDRD project has developed extraction and sample recovery methodologies to maximize the scientific information that can be obtained from the analysis of natural and man-made nano-materials of relevance to the LLNL programs.

Dynamic pathways for viral capsid assembly

We develop a class of models with which we simulate the assembly of particles into T1 capsid-like objects using Newtonian dynamics. By simulating assembly for many different values of system parameters, we vary the forces that drive assembly. For some ranges of parameters, assembly is facile, while for others, assembly is dynamically frustrated by kinetic traps corresponding to malformed or incompletely formed capsids. Our simulations sample many independent trajectories at various capsomer concentrations, allowing for statistically meaningful conclusions. Depending on subunit (i.e., capsomer) geometries, successful assembly proceeds by several mechanisms involving binding of intermediates of various sizes. We discuss the relationship between these mechanisms and experimental evaluations of capsid assembly processes.

Electron Production and Collective Field Generation in Intense Particle Beams

Electron cloud effects (ECEs) are increasingly recognized as important, but incompletely understood, dynamical phenomena, which can severely limit the performance of present electron colliders, the next generation of high-intensity rings, such as PEP-II upgrade, LHC, and the SNS, the SIS 100/200, or future high-intensity heavy ion accelerators such as envisioned in Heavy Ion Inertial Fusion (HIF). Deleterious effects include ion-electron instabilities, emittance growth, particle loss, increase in vacuum pressure, added heat load at the vacuum chamber walls, and interference with certain beam diagnostics. Extrapolation of present experience to significantly higher beam intensities is uncertain given the present level of understanding. With coordinated LDRD projects at LLNL and LBNL, we undertook a comprehensive R&D program including experiments, theory and simulations to better understand the phenomena, establish the essential parameters, and develop mitigating mechanisms. This LDRD project laid the essential groundwork for such a program. We developed insights into the essential processes, modeled the relevant physics, and implemented these models in computational production tools that can be used for self-consistent study of the effect on ion beams. EUV multilayer coatings for the Atmospheric Imaging Assembly instrument aboard the Solar Dynamics Observatory

Multilayer coatings for the 7 EUV channels of the AIA have been developed and completed successfully on all AIA flight mirrors. Mo/Si coatings (131, 171, 193.5, 211 {angstrom}) were deposited at Lawrence Livermore National Laboratory (LLNL). Mg/SiC (304, 335 {angstrom}) and Mo/Y (94 {angstrom}) coatings were deposited at Columbia University. EUV reflectance of the 131/335 {angstrom}, 171 {angstrom}, 193.5/211 {angstrom} primary and secondary flight mirrors and the 94/304 {angstrom} secondary flight mirror was measured at beamline 6.3.2. of the Advanced Light Source (ALS) at LBNL. EUV reflectance of the 94/304 {angstrom} primary and secondary flight mirrors was measured at beamline X24C of the National Synchrotron Light Source (NSLS) at Brookhaven National Lab. Preliminary EUV reflectance measurements of the 94, 304 and 335 {angstrom} coatings were performed with a laser plasma source reflectometer located at Columbia University. Prior to multilayer coating, Atomic Force Microscopy (AFM) characterization and cleaning of all flight substrates was performed at LLNL.

Evidence That Certain Waste Tank Headspace Vapor Samples Were Contaminated by Semivolatile Polymer Additives

Vapor samples collected from the headspaces of the Hanford Site high-level radioactive waste tanks in 1994 and 1995 using the Vapor Sampling System (VSS) were reported to contain trace levels of phthalates, antioxidants, and certain other industrial chemicals that did not have a logical origin in the waste. This report examines the evidence these chemicals were sampling artifacts (contamination) and identifies the chemicals reported as headspace constituents that may instead have been contaminants. Specific recommendations are given regarding the marking of certain chemicals as suspect on the basis they were sampling manifold contaminants.

Failure Analysis of Cracked FS-85 Tubing and ASTAR-811C End Caps

Failure analyses were performed on cracked FS-85 tubing and ASTAR-811C and caps which had been fabricated as components of biaxial creep specimens meant to support materials testing for the NR Space program. During the failure analyses of cracked FS-85 tubing, it was determined that the failure potentially could be due to two effects: possible copper contamination from the EDM (electro-discharge machined) recast layer and/or an insufficient solution anneal. to prevent similar failures in the future, a more formal analysis should be done after each processing step to ensure the quality of the material before further processing. During machining of the ASTAR-811FC rod to form end caps for biaxial creep specimens, linear defects were observed along the center portion of the end caps. These defects were only found in material that was processed from the top portion of the ingot. The linear defects were attributed to a probable residual ingot pipe that was not removed from the ingot. During the subsequent processing of the ingot to rod, the processing temperatures were not high enough to allow self healing of the ingot's residual pipe defect. Federal Employees: Pay and Pension Increases Since 1969

Pay increases for current federal employees and cost-of-living adjustments (COLAs) for retired federal employees often differ because they are based on changes in different economic variables. Increases in pay for civilian federal workers are indexed to wage and salary increases in the private-sector, as measured by the Employment Cost Index (ECI), while federal retirement and disability benefits are indexed to price increases as measured by the Consumer Price Index (CPI). This report discusses the procedures for determining such increases.
