A U.S. consensus-based collaborative formed in 1994, the National Wind Coordinating Committee (NWCC) identifies issues that affect the use of wind power, establishes dialogue among key stakeholders, and catalyzes appropriate activities to support the development of environmentally, economically, and politically sustainable commercial markets for wind power. NWCC members include representatives from electric utilities and support organizations, state legislatures, state utility commissions, consumer advocacy offices, wind equipment suppliers and developers, green power marketers, environmental organizations, agriculture and economic development organizations, and state and federal agencies.

Upgrades and calibrations were performed on the single cylinder engine. Production of a baseline engine performance dataset has started using GE Evolution engine hardware, including the production unit pump fuel system. Long-term tests of battery cells energized at room temperature were performed. Hybrid energy storage capabilities were added to the fuel optimizer.

We developed an ultrasonic longitudinal field time-reversal and MUltiple SIgnal Classification (MUSIC) based detection algorithm for identifying and mapping flaws in fused silica NIF optics. The algorithm requires a fully multistatic data set, that is one with multiple, independently operated, spatially diverse transducers, each transmitter of which, in succession, launches a pulse into the optic and the scattered signal measured and recorded at every receiver. We have successfully localized engineered ''defects'' larger than 1 mm in an optic. We confirmed detection and localization of 3 mm and 5 mm features in experimental data, and a 0.5 mm in simulated data with sufficiently high signal-to-noise ratio. A letter report issued by the Government Accountability Office with an abstract that begins "The Airline Deregulation Act of 1978 phased out the government's control over fares and service and allowed market forces to determine the price and level of domestic airline service in the United States. The intent was to increase competition and thereby lead to lower fares and improved service. In 2005, GAO reported on the tenuous finances of some airlines that have led to bankruptcy and pension terminations, in particular among those airlines that predated deregulation (referred to as legacy airlines). The House Report accompanying the 2006 Department of Transportation (DOT) Appropriation Act expressed concern about airline pension defaults and charged GAO with analyzing the impact of reregulating the airline industry on reducing potential pension defaults by airlines. GAO subsequently agreed to address the pension issue within a broad assessment of the airline industry since deregulation. Specifically, GAO is reporting on, among other things, (1) broad airline industry changes since deregulation, (2) fare and service changes since deregulation, and (3) whether there is evidence that reregulation of entry and fares would benefit consumers or the airline industry, or save airline pensions. The threshold issue in any Americans with Disabilities Act (ADA) case is whether the individual alleging discrimination is an individual with a disability. The ADA definition is a functional one and does not list specific disabilities. This report discusses the definition of "disability." It also briefly discusses the Supreme Court's opinions and analyze how the lower courts are interpreting the Supreme Court's holdings.

The United States recognized the independence of all the former Soviet republics by the end of 1991, including the South Caucasus states of Armenia, Azerbaijan, and Georgia. The United States has fostered these states' ties with the West in part to end the dependence of these states on Russia for trade, security, and other relations. The FREEDOM Support Act of 1992 provides authorization for assistance to the Eurasian states for humanitarian needs, democratization, and other purposes. In the aftermath of the September 11, 2001, terrorist attacks on the United States, the Administration appealed for a national security waiver of the prohibition on aid to Azerbaijan, in consideration of Azerbaijan's assistance to the international coalition to combat terrorism. Azerbaijani and Georgian troops participate in stabilization efforts in Afghanistan and Iraq, and Armenian personnel serve in Iraq.

Concerns about potential disruptions in U.S. trade flows due to a global health or security risk are not new. The possibility of an avian flu pandemic with consequences for global trade is a concern that has received more attention recently, although some experts believe there is little cause for alarm. Experts disagree on the likelihood of an avian flu pandemic developing at all. This report considers possible trade disruptions, including possible impacts on trade between the United States and countries and regions that have reported avian influenza infections. These disruptions could include countries banning imported goods from infected regions at the onset of the pandemic, de facto bans due to protective health measures, or supply-side constraints caused by health crises in exporting countries.

In the context of string theory, axions appear to provide the most plausible solution of the strong CP problem. However, as has been known for a long time, in many string-based models, the axion coupling parameter Fa is several orders of magnitude higher than the standard cosmological bounds. We re-examine this problem in a variety of models, showing that Fa is close to the GUT scale or above in many models that have GUT-like phenomenology, as well as some that do not. On the other hand, in some models with Standard Model gauge fields supported on vanishing cycles, it is possible for Fa to be well below the GUT scale.

This report documents the results of the weld development and abbreviated weld qualification efforts performed by Pacific Northwest National Laboratory (PNNL) for refractory metal and superalloy biaxial creep specimens. Biaxial creep specimens were to be assembled, electron beam welded, laser-seal welded, and pressurized at PNNL for both in-pile (JOYO reactor, O-arai, Japan) and out-of-pile creep testing. The objective of this test campaign was to evaluate the creep behavior of primary cladding and structural alloys under consideration for the Prometheus space reactor. PNNL successfully developed electron beam weld parameters for six of these materials prior to the termination of the Naval Reactors program effort to deliver a space reactor for Project Prometheus. These materials were FS-85, ASTAR-811C, T-111, Alloy 617, Haynes 230, and Nirnonic PE16. Early termination of the NR space program precluded the development of laser welding parameters for post-pressurization seal weldments.

This document and the accompanying manuscripts summarize the technical accomplishments for our one-year LDRD-ER effort. Biofilm forming microbes have existed on this planet for billions of years and make up 60% of the biological mass on earth. Such microbes exhibit unique biochemical pathways during biofilm formation and play important roles in human health and the environment. Microbial biofilms have been directly implicated in, for example, product contamination, energy losses, and medical infection that cost the loss of human lives and billions of dollars. In no small part due to the lack of detailed understanding, biofilms unfortunately are resistant to control, inhibition, and destruction, either through treatment with antimicrobials or immunological defense mechanisms of the body. Current biofilm research has concentrated on the study of biofilms in the bulk. This is primarily due to the lack of analytical and physical tools to study biofilms non-destructively, in three dimensions, and on the micron or sub-micron scale. This has hindered the development of a clear understanding of either the early stage mechanisms of biofilm growth or the interactions of biofilms with their environment. This report provides information about the Civilian Nuclear Waste Disposal.Federal policy is based on premise that nuclear waste can be disposed safely, but proposed storage and disposal facilities have been frequently challenged.

This cleanup verification package documents completion of remedial action for the 600-259 waste site. The site was the former site of the Special Waste Form Lysimeter, consisting of commercial reactor isotope waste forms in contact with soils within engineered caissons, and was used by Pacific Northwest National Laboratory to collect data regarding leaching behavior for target analytes. A Grout Waste Test Facility also operated at the site, designed to test leaching rates of grout-solidified low-level radioactive waste.

This report is part of the Web-at-Risk project. These policy and planning documents typically guide collection management within libraries and archives. Some familiar concepts and practices from collection development for non-digital materials easily transfer to collection development for web-based materials while some new concepts and unfamiliar practices are introduced. To effectively manage web collections, it is good practice to either create new policies and plans or modify existing collection policies and plans.

A letter report issued by the Government Accountability Office with an abstract that begins "Health savings accounts (HSA) and the high-deductible health insurance plans that are eligible to be coupled with them are a new type of consumer-directed health plan attracting interest among employers and consumers. Employers and plan enrollees may contribute to tax-advantaged HSAs, and enrollees can use the accounts to pay for health care expenses. Because HSAs and HSA-eligible plans are new, there is interest in the experiences of plan enrollees, as well as in comparing the plan features and enrollee characteristics with those of traditional plans, such as preferred provider organization (PPO) plans. GAO reviewed (1) the financial features of HSA-eligible plans in comparison with those of traditional plans, (2) the characteristics of HSA-eligible plan enrollees in comparison with those of traditional plan enrollees, (3) HSA funding and use, and (4) enrollees' experiences with HSA-eligible plans. GAO analyzed data regarding HSA-eligible and traditional plans and enrollees from national employer health benefits surveys, three selected employers, and a national broker of health insurance.
