Abortion: Legislative Response
The primary focus of this issue brief is legislative action with respect to abortion. However, discussion of those legislative proposals necessarily involves a brief discussion of the leading U.S. Supreme Court decisions concerning a woman’s right to choose whether to terminate her pregnancy. Adiabatic shear band formation in explosively driven AerMet-100 alloy cylinders
Two differently heat-treated AerMet-100 alloy cylinders were explosively driven to fragmentation. Soft-captured fragments were studied to characterize the deformation and damage induced by high explosive loading. The characterization of the fragments reveals that the dominant failure mechanism appears to be dynamic fracture along adiabatic shear bands. These shear bands differ in size and morphology depending on the heat-treated conditions. Nanoindentation measurements of the adiabatic shear bands in either material condition indicate higher hardness in the bands compared to the matrix regions of the fragments.

Advanced Pattern Material for Investment Casting Applications
Cleveland Tool and Machine (CTM) of Cleveland, Ohio in conjunction with Harrington Product Development Center (HPDC) of Cincinnati, Ohio have developed an advanced, dimensionally accurate, temperature-stable, energy-efficient and cost-effective material and process to manufacture patterns for the investment casting industry. In the proposed technology, FOPAT (aFOam PATtern material) has been developed which is especially compatible with the investment casting process and offers the following advantages: increased dimensional accuracy; increased temperature stability; lower cost per pattern; less energy consumption per pattern; decreased cost of pattern making equipment; decreased tooling cost; increased casting yield. The present method for investment casting is "the lost wax" process, which is exactly that, the use of wax as a pattern material, which is then melted out or "lost" from the ceramic shell. The molten metal is then poured into the ceramic shell to produce a metal casting. This process goes back thousands of years and while there have been improvements in the wax and processing technology, the material is basically the same, wax. The proposed technology is based upon an established industrial process of "Reaction Injection Molding" (RIM) where two components react when mixed and then "molded" to form a part. Agricultural Disaster Assistance
The U.S. Department of Agriculture (USDA) offers several permanently authorized programs to help farmers recover financially from a natural disaster, including federal crop insurance, the noninsured assistance program, and emergency disaster loans. Since 1988, Congress regularly has made supplemental financial assistance available to farmers and ranchers, primarily in the form of crop disaster payments and emergency livestock assistance. The Senate-passed version of a pending FY2006 supplemental appropriations bill (H.R. 4939) contains an adopted committee amendment that would provide an estimated additional $3.9 billion in various forms of farm assistance, including payments for major crop and livestock losses caused by any 2005 disaster, such as the drought in portions of the Midwest and Hurricanes Katrina and Rita in the Gulf.

Aligning ontologies and integrating textual evidence for pathway analysis of microarray data
Expression arrays are introducing a paradigmatic change in biology by shifting experimental approaches from single gene studies to genome-level analysis, monitoring the ex-pression levels of several thousands of genes in parallel. The massive amounts of data obtained from the microarray data needs to be integrated and interpreted to infer biological meaning within the context of information-rich pathways. In this paper, we present a methodology that integrates textual information with annotations from cross-referenced ontolo-gies to map genes to pathways in a semi-automated way. We illustrate this approach and compare it favorably to other tools by analyzing the gene expression changes underlying the biological phenomena related to stroke. Stroke is the third leading cause of death and a major disabler in the United States. Through years of study, researchers have amassed a significant knowledge base about stroke, and this knowledge, coupled with new technologies, is providing a wealth of new scientific opportunities. The potential for neu-roprotective stroke therapy is enormous. However, the roles of neurogenesis, angiogenesis, and other proliferative re-sponses in the recovery process following ischemia and the molecular mechanisms that lead to these processes still need to be uncovered. Analysis of Rayleigh-Taylor Instability Part I: Bubble and Spike Count
The use of high-performance computers to simulate hydrodynamic instabilities has resulted in the generation of massive amounts of data. One aspect of the analysis of this data involves the identification and characterization of coherent structures known as ''bubbles'' and ''spikes''. This can be a challenge as there is no precise definition of these structures, and the large size of the data, as well as its distributed nature, precludes any extensive experimentation with different definitions and analysis algorithms. In this report, we describe the use of image processing techniques to identify and count bubbles and spikes in the Rayleigh-Taylor instability, which occurs when an initially perturbed interface between a heavier fluid and a lighter fluid is allowed to grow under the influence of gravity. We analyze data from two simulations, one a large-eddy simulation with 30 terabytes of analysis data, and the other a direct numerical simulation with 80 terabytes of analysis data. We consider different techniques to first convert the three-dimensional data to two dimensions and then count the structures of interest in the two-dimensional data. Analysis of Samples for the ICTAC Lifetime-Prediction Round-Robin Exercise
Derivation of chemical kinetic models for prediction of material and component lifetimes is of broad interest and value. This work analyzes data that was distributed to me, among others, by the International Confederation for Thermal Analysis and Calorimetry (ICTAC) as part of a blind study of kinetic analysis. The results from this report will be combined with results from other parties to create a broader comparison of kinetic analysis methods. In addition to the eight ICTAC data sets, which appear to contain one set of simulated data, presumably for ground truth comparison, I created an additional simulated data set to compare the reliability of isoconversional and model-fitting approaches. It is usually possible to fit the data well with both isoconversional and model fitting approaches, although the isoconversional method is usually faster and provides better fits to the data, particularly for complex reaction profiles. The two methods often, but not always, give similar predictions. Predictions of the isoconversional model will fail to the extent that the reaction contains competitive or crossing-concurrent reaction characteristics. Model fitting will either do better or worse depending on how well the derived model includes the appropriate characteristics, and the probability of deriving a good model depends …
