Results are presented for the decays of B {yields} J/{psi}{eta}K and B{sup {+-}} {yields} DK{sup {+-}}, respectively, with experimental data collected with BABAR detector at PEP-II, located at Stanford Linear Accelerator Center (SLAC). With 90 x 10{sup 6} B{bar B} events at the {Upsilon}(4S) resonance, we obtained branching fractions of {Beta}(B{sup {+-}} {yields} J/{psi}{eta}K{sup {+-}}) = [10.8 {+-} 2.3(stat) {+-} 2.4(syst)] x 10{sup -5} and {Beta}(B{sup 0} {yields} J/{psi}{eta}K{sub S}{sup 0}) = [8.4 {+-} 2.6(stat) {+-} 2.7(syst)] x 10{sup -5}; and we set an upper limit of {Beta}[B{sup {+-}} {yields} X(3872)K{sup {+-}} {yields} J/{psi}{eta}K{sup {+-}}] < 7.7 x 10{sup -6} at 90% confidence level. The branching fraction of decay chain {Beta}(B{sup {+-}} {yields} DK{sup {+-}} {yields} {pi}{sup +}{pi}{sup -}{pi}{sup 0}K{sup {+-}}) = [5.5 {+-} 1.0(stat) {+-} 0.7(syst)] x 10{sup -6} with 229 x 10{sup 6} B{bar B} events at {Upsilon}(4S) resonance, here D represents the neutral D meson. The decay rate asymmetry is A = 0.02 {+-} 0.16(stat) {+-} 0.03(syst) for this full decay chain. This decay can be used to extract the unitarity angle {gamma}, a weak CP violation phase, through the interference of decay production of D{sup 0} and {bar D}{sup 0} to {pi}{sup +}{pi}{sup -}{pi}{sup 0}.

A letter report issued by the Government Accountability Office with an abstract that begins "Pursuant to various statutes, federal agencies develop an abundance of performance, budget, and financial information that could be useful for Congress' review and monitoring of agencies. However, agencies' understanding of Congress' information needs is often limited and agencies may not be providing timely information in a format that aids congressional understanding of trends and issues. Thus, Members and their staff may not be aware of or avail themselves to certain information. To describe the information available and how it might be used to support congressional oversight, the Federal Aviation Administration was selected as a case study in part due to the large quantity of information already available. GAO was asked to identify: (1) information FAA produces that could enhance congressional oversight, (2) other technology and information resources that could enhance congressional oversight, and (3) how committee access to FAA's information could be improved to enhance its timeliness and usefulness."

Exclusive radiative penguin B decays, B {yields} (K*{sup 0}/K*{sup +}) and B {yields} ({rho}/{omega}){gamma}, are flavor-changing neutral-current (FCNC) processes. Studies of these decays are of special interest in testing Standard Model (SM) predictions and searching for other beyond-the-SM FCNC interactions. Using 89 x 10{sup 6} B{bar B} pairs from BABAR, we measure the branching fraction ({Beta}), CP-asymmetry ({Alpha}), and isospin asymmetry ({Delta}{sub 0-}) of B {yields} (K*{sup 0}/K*{sup +}){gamma} as follows: {Beta}(B{sup 0} {yields} K*{sup 0}{gamma}) = 3.92 {+-} 0.20(stat.) {+-} 0.24(syst.); {Beta}(B{sup +} {yields} K*{sup +}{gamma}) = 3.87 {+-} 0.28(stat.) {+-} 0.26(syst.); {Alpha}(B {yields} K*{gamma}) = -0.013 {+-} 0.36(stat.) {+-} 0.10(syst.); {Delta}{sub 0-}(B {yields} K*{gamma}) = 0.050 {+-} 0.045(stat.) {+-} 0.028(syst.) {+-} 0.024(R{sup +/0}). The 90% confidence intervals for the CP-asymmetry and the isospin-asymmetry in the B {yields} K*{gamma} decay are given as: -0.074 < {Alpha}(B {yields} K*{gamma}) < 0.049, -0.046 < {Delta}{sub 0-} (B {yields} K*{gamma}) < 0.146. We also search for B {yields} ({rho}/{omega}){gamma} decays using 211 x 10{sup 6} B{bar B} pairs from BABAR. No evidence for these decays is found. We set the upper limits at 90% confidence level for these decays: {Beta}(B{sup 0} {yields} {rho}{sup 0}{gamma}) < 0.4 x 10{sup -6}; {Beta}(B{sup +}{yields} {rho}{sup …

Health insurance is an important support for individuals receiving, leaving or diverted from the Temporary Assistance for Needy Families (TANF) welfare or cash assistance program for low-income families. Medicaid and SCHIP (State Children’s Health Insurance Program) are key vehicles for providing such coverage. While there is no formal link between TANF and either Medicaid or SCHIP, some TANF-eligibles, especially children, are likely to qualify for one of these programs. But state eligibility rules can be complex and often differ for parents versus children, leaving some parents, in particular, without coverage.

Cryogenic microcalorimeter detectors operating at temperatures around {approx}0.1 K have been developed for the last two decades, driven mostly by the need for ultra-high energy resolution (<0.1%) in X-ray astrophysics and dark matter searches [1]. The Advanced Detector Group at Lawrence Livermore National Laboratory has developed different cryogenic detector technologies for applications ranging from X-ray astrophysics to nuclear science and non-proliferation. In particular, we have adapted cryogenic detector technologies for ultra-high energy resolution gamma-spectroscopy [2] and, more recently, fast-neutron spectroscopy [3]. Microcalorimeters are essentially ultra-sensitive thermometers that measure the energy of the radiation from the increase in temperature upon absorption. They consist of a sensitive superconducting thermometer operated at the transition between its superconducting and its normal state, where its resistance changes very rapidly with temperature such that even the minute energies deposited by single radiation quanta are sufficient to be detectable with high precision. The energy resolution of microcalorimeters is fundamentally limited by thermal fluctuations to {Delta}E{sub FWHM} {approx} 2.355 (k{sub B}T{sup 2}C{sub abs}){sup 1/2}, and thus allows an energy below 1 keV for neutron spectrometers for an operating temperature of T {approx} 0.1 K . We applied a 0.3 mJ, 1.7 ns, 46.9 nm soft X-ray Argon laser to ablate the surface of large band gap dielectrics: CaF{sub 2} and LiF crystals. The ablation versus the fluence of the soft X-ray beam has been studied varying the fluence in the range of 0.05-3 J/cm{sup 2}. An ablation threshold of 0.06 and 0.1 J/cm{sup 2} and an ablation depth of 14 and 20 nm have been found for CaF{sub 2} and LiF, respectively. These results define new ablation conditions for these large band gap dielectrics, which can be of interest for the fine processing of these materials.

Correspondence issued by the Government Accountability Office with an abstract that begins "For many years, the Department of Defense (DOD) has been attempting to improve visibility over its inventory and equipment. The lack of visibility over inventory and equipment shipments increases vulnerability to undetected loss or theft and substantially heightens the risk that millions of dollars will be spent unnecessarily. Additionally, needed supplies may not reach the warfighter when needed, which may impair readiness. In order to improve visibility, DOD began using a technology to enable it to track shipments. This technology is known as radio frequency identification (RFID). RFID technology consists of active or passive electronic tags that are attached to equipment and supplies that are shipped from one location to another. This technology is part of a family of automatic information technologies used to enable hands-off identification of cargo and inventory. This report focuses on active RFID tags, which cost around $100 each and are reusable. DOD has been using active RFID technology since the early 1990s to help with in-transit visibility of shipments, and, as of January 2005, it officially began to implement the use of passive RFID. The trend for men to have children at older ages raises concerns that advancing age may increase the production of genetically defective sperm, increasing the risks of transmitting germ-line mutations. We investigated the associations between male age and sperm DNA damage and the influence of several lifestyle factors in a healthy non-clinical group of 80 non-smokers (age: 22-80) with no known fertility problems using the sperm Comet analyses. The average percent of DNA that migrated out of the sperm nucleus under alkaline electrophoresis increased with age (0.18% per year, p=0.006); but there was no age association for damage measured under neutral conditions (p=0.7). Men who consumed >3 cups coffee per day had {approx}20% higher % tail DNA under neutral but not alkaline conditions compared to men who consumed no caffeine (p=0.005). Our findings indicate that (a) older men have increased sperm DNA damage associated with alkali-labile sites or single-strand DNA breaks, and (b) independent of age, men with substantial daily caffeine consumption have increased sperm DNA damage associated with double-strand DNA breaks. DNA damage in sperm can be converted to chromosomal aberrations and gene mutations after fertilization increasing the risks for developmental defects and genetic diseases among offspring.

Hurricane Katrina raised major questions about our nation's readiness and ability to respond to catastrophic disasters. Hurricane Rita increased demands on an already stressed response and recovery effort by all levels of government. The two hurricanes provided a sobering picture of the overwhelming strains on response and recovery if there are back-to-back catastrophic disasters in the same area. GAO has a large body of ongoing work on a range of issues relating to all phases of the preparation, response, recovery, and rebuilding efforts related to Hurricanes Katrina and Rita."
