2010 Census: Census Bureau Generally Follows Selected Leading Acquisition Planning Practices, but Continued Management Attention Is Needed to Help Ensure Success
A letter report issued by the Government Accountability Office with an abstract that begins "For the 2010 Census, the U.S. Census Bureau (Bureau) is making the most extensive use of contractors in its history to supply a number of mission-critical functions and technologies. Because of the critical role that contractors will play in the 2010 Census, GAO reviewed the Bureau's acquisition planning process. Specifically GAO's objectives were to (1) determine the status of the Bureau's major decennial contracts, and (2) evaluate the extent to which the Bureau is using selected leading practices to manage its acquisition planning for these contracts."

2010 Census: Census Bureau Needs to Take Prompt Actions to Resolve Long-standing and Emerging Address and Mapping Challenges
A letter report issued by the Government Accountability Office with an abstract that begins "To conduct a successful census, it is important that the U.S. Census Bureau (Bureau) produce the most complete and accurate address file and maps for 2010. For this review, GAO's specific objectives were to determine the extent to which (1) the Bureau's efforts to modernize the address file and maps are addressing problems experienced during the 2000 Census, (2) the Bureau is managing emerging address file and map issues, (3) the Bureau is able to collect and transmit address and mapping data using mobile computing devices (MCD) equipped with global positioning system (GPS) technology, and (4) the Bureau has a plan to update the address file and maps in areas affected by hurricanes Katrina and Rita. GAO reviewed the Bureau's progress in modernizing both the address file and maps."

Abstinence Education: Efforts to Assess the Accuracy and Effectiveness of Federally Funded Programs
A letter report issued by the Government Accountability Office with an abstract that begins "Reducing the incidence of sexually transmitted diseases and unintended pregnancies is one objective of the Department of Health and Human Services (HHS). HHS provides funding to states and organizations that provide abstinence-until-marriage education as one approach to address this objective. GAO was asked to describe the oversight of federally funded abstinence-until-marriage education programs. GAO is reporting on (1) efforts by HHS and states to assess the scientific accuracy of materials used in these programs and (2) efforts by HHS, states, and researchers to assess the effectiveness of these programs. GAO reviewed documents and interviewed HHS officials in the Administration for Children and Families (ACF) and the Office of Population Affairs (OPA) that award grants for these programs."

Adult Education and Literacy: Overview and Reauthorization Proposals of the 109th Congress
This report discusses the reauthorization of federal adult education and literacy programs being considered by the 109th Congress. The Adult Education and Family Literacy Act (AEFLA) authorized these programs through FY2003. The General Education Provisions Act (GEPA) provided a one-year extension of authorization through FY2004, and annual appropriations have continued AEFLA programs since.

Afghanistan Drug Control: Despite Improved Efforts, Deteriorating Security Threatens Success of U.S. Goals
A letter report issued by the Government Accountability Office with an abstract that begins "The prevalence of opium poppy cultivation and drug trafficking in Afghanistan imperils the stability of its government and threatens to turn the conflict-ridden nation once again into a safe haven for traffickers and terrorists. To combat the drug trade, the U.S. government developed a counternarcotics strategy consisting of five pillars--alternative livelihoods, elimination and eradication, interdiction, law enforcement and justice, and public information. The Emergency Supplemental Appropriations Act of 2005 directed GAO to examine the use of all fiscal year 2005 funds administered by the U.S. Agency for International Development (USAID) and Department of State (State) for Afghan counternarcotics programs. To comply with this mandate, we examined progress under each counternarcotics pillar, challenges faced, and efforts to ensure that funds were used for intended purposes. To address these objectives, GAO reviewed pertinent USAID and State documents and met with cognizant U.S. and international officials in Washington, D.C., and Afghanistan. GAO makes no recommendations in this report. USAID, State, Department of Defense, and Department of Justice were provided a draft of this report, but did not provide formal comments."

Age Dependency Ratios and Social Security Solvency
As highlighted by the Social Security Administration (SSA), the aging of the (United States) population, hastened by the impending retirement of the huge baby-boom generation, has caused policy-makers to question whether the U.S. Social Security system can meet the demands for retirement benefits in the future. Because the current system largely pays benefits through taxes paid by current workers, the financial health of the system is sensitive to the ratio of dependents to workers—sometimes called the age dependency ratio or support ratio. Trends and projections of dependency ratios, including the relationship between both older (years 65 and older) and younger (under age 20) dependents to the working-age population in the United States are considered in the first section of this demographic report. Next, the United States is compared to nine other nations, including the seven other members of the G8. In the final section, policy implications of the changing dependent-to-worker ratios are considered in the context of pay-as-you-go (paygo) social security systems.

Agricultural Conservation: USDA Should Improve Its Process for Allocating Funds to States for the Environmental Quality Incentives Program
A letter report issued by the Government Accountability Office with an abstract that begins "The Environmental Quality Incentives Program (EQIP) assists agricultural producers who install conservation practices, such as planting vegetation along streams and installing waste storage facilities, to address impairments to water, air, and soil caused by agriculture or to conserve water. EQIP is a voluntary program managed by the U.S. Department of Agriculture's (USDA) Natural Resources Conservation Service (NRCS). NRCS allocates about $1 billion in financial and technical assistance funds to states annually. About $650 million of the funds are allocated through a general financial assistance formula. As requested, GAO reviewed whether USDA's process for allocating EQIP funds to states is consistent with the program's purposes and whether USDA has developed outcome-based measures to monitor program performance. To address these issues, GAO, in part, examined the factors and weights in the general financial assistance formula"

Agricultural Issues in the 109th Congress
This report discusses a number of issues affecting U.S. agriculture have been or are being addressed by the 109th Congress. The Deficit Reduction Act of 2005 (P.L. 109-171), enacted in February 2006, included a net reduction in spending on U.S. Department of Agriculture (USDA) mandatory programs of $2.7 billion over five years, and the reauthorization of a dairy income support program. Other issues of importance to agriculture during the second session of the 109th Congress include the consideration of emergency farm disaster assistance; multilateral and bilateral trade negotiations; concerns about agroterrorism, food safety, and animal and plant diseases (e.g., “mad cow” disease and avian flu); high energy costs; environmental issues; agricultural marketing matters; the reauthorization of the Commodity Futures Trading Commission; and farm labor issues.

Agriculture Production: USDA Needs to Build on 2005 Experience to Minimize the Effects of Asian Soybean Rust in the Future
A letter report issued by the Government Accountability Office with an abstract that begins "In 2005, U.S. agriculture faced potentially devastating losses from Asian Soybean Rust (ASR), a fungal disease that spreads airborne spores. Fungicides approved by the Environmental Protection Agency (EPA) can protect against ASR. In 2005, growers in 31 states planted about 72.2 million soybean acres worth about $17 billion. While favorable weather conditions limited losses due to ASR, it still threatens the soybean industry. In May 2005, GAO described the U.S. Department of Agriculture's (USDA) efforts to prepare for ASR's entry, (Agriculture Production: USDA's Preparation for Asian Soybean Rust, GAO-05-668R). This report examines (1) USDA's strategy to minimize ASR's effects in 2005 and the lessons learned to improve future efforts and (2) USDA, EPA, and others' efforts to develop, test, and license fungicides for ASR and to identify and breed soybeans that tolerate it."
