This report documents the deactivation, decontamination, decommissioning, and demolition of 16 buildings in the 300 Area of the Hanford Site. The D4 of these facilities included characterization, engineering, removal of hazardous and radiologically contaminated materials, equipment removal, utility disconnection, deactivation, decontamination, demolition of the structure, and stabilization or removal of the remaining slab and foundation as appropriate.

Ford Direct Loan (DL). Moreover, the report highlights differences in the two programs such as that the FFEL is financed by private lenders, while the DL is financed by the federal government.

This report discusses the issue of U.S. economic assistance to sub-Saharan Africa, highlighting the importance of continued assistance in light of U.S. national security and also various U.S.-led efforts to promote reform among African citizens themselves. U.S. assistance finds its way to Africa through a variety of channels, including the USAID-administered DA program, food aid programs, and indirect aid provided through international financial institutions and the United Nations.

The air cargo system is vulnerable to several security threats, including: potential plots to place explosives aboard aircraft; illegal shipments of hazardous materials; criminal activities such as smuggling and theft; and potential hijackings and sabotage by persons with access to aircraft. This report discusses legislative efforts currently underway to improve air cargo system security.

Hanford Site high-level radioactive waste tank accident analyses require chemical waste toxicity source terms to assess potential accident consequences. Recent reviews of the current methodology used to generate source terms and the need to periodically update the sources terms has brought scrutiny to the manner in which trace waste constituents are included in the source terms. This report examines the importance of trace constituents to the chemical waste source terms, which are calculated as sums of fractions (SOFs), and recommends three changes to the manner in which trace constituents are included in the calculation SOFs.

This report discusses the ongoing debate about whether or not to approve energy development in the Arctic National Wildlife Refuge (ANWR). Current law forbids energy leasing in the Refuge. This report addresses several legislative options on the issue, as well as policymakers' arguments for and against development, especially in the wake of increasing terrorism since 2000-2001.

The toxicological source terms used for potential accident assessment in the Tank Farms DSA are based on toxicological sums-of-fractions (SOFs) that were calculated in fiscal years 2002 and 2003 based on the Best Basis Inventory (BBI) from May 2002, using the method described by Cowley et al. (2003). The present report describes a modified SOF-calculation method that is to be used in future toxicological updates and assessments and compares its results (for the 2002 BBI) to those of the old method. The new method generally calculated different (usually larger) SOFs than the old. The dominant reason was the more conservative way in which the new method represents concentration variability, in that it uses the waste layer with the maximum SOF to represent the tank SOF. The old method had used a tank-average waste composition and SOF. Differences between thermodynamically modeled and BBI solubilities were the next most common reason for differences between old (modeled) and new (BBI) SOFs, particularly in the liquid phase. The solubility-related changes in SOF were roughly equally distributed between increases and decreases. A letter report issued by the Government Accountability Office with an abstract that begins "The Transportation Security Administration (TSA) has authority to approve air carrier requests to deploy less-than-lethal weapons, including electric stun devices, onboard commercial aircraft to thwart an attack. Since the terrorist attacks of 2001, one air carrier received approval to deploy electric stun devices. To address concerns regarding reports of injuries after the use of these devices and to ensure that the impacts of these devices onboard aircraft have been fully evaluated, this report answers the following: (1) What analyses has the federal government conducted to assess the safety and effectiveness of these devices onboard commercial aircraft? (2) What controls does TSA have in place to help ensure uniform and timely review of air carrier requests to deploy these devices onboard commercial aircraft?"

The principal research effort for Phase 1 (Concept Development) of the project has been data compilation; determination of the tectonic, depositional, burial, and thermal maturation histories of the North Louisiana Salt Basin; basin modeling (geohistory, thermal maturation, hydrocarbon expulsion); petroleum system identification; comparative basin evaluation; and resource assessment. Existing information on the North Louisiana Salt Basin has been evaluated, an electronic database has been developed, and regional cross sections have been prepared. Structure, isopach and formation lithology maps have been constructed, and burial history, thermal maturation history, and hydrocarbon expulsion profiles have been prepared. Seismic data, cross sections, subsurface maps and burial history, thermal maturation history, and hydrocarbon expulsion profiles have been used in evaluating the tectonic, depositional, burial and thermal maturation histories of the basin. Oil and gas reservoirs have been found to be associated with salt-supported anticlinal and domal features (salt pillows, turtle structures and piercement domes); with normal faulting associated with the northern basin margin and listric down-to-the-basin faults (state-line fault complex) and faulted salt features; and with combination structural and stratigraphic features (Sabine and Monroe Uplifts) and monoclinal features with lithologic variations. After the massive reorganization of federal agencies precipitated by the creation of the Department of Homeland Security (DHS), there are now four main federal agencies charged with securing the United States’ borders: the Bureau of Customs and Border Protection (CBP), which patrols the border and conducts immigrations, customs, and agricultural inspections at ports of entry; the Bureau of Immigrations and Customs Enforcement (ICE), which investigates immigrations and customs violations in the interior of the country; the United States Coast Guard, which provides maritime and port security; and the Transportation Security Administration (TSA), which is responsible for securing the nation’s land, rail, and air transportation networks. This report discusses the Bush administration's "Charitable Choice" agenda aimed at expanding the ability of faith-based organizations to provide federally funded social services.

The major focus of the research in this program is the study of the behavior of molecular systems confined in nanoscale environments. The goal is to develop a theoretical framework for predicting how chemical reactions occur in nanoscale environments. To achieve this goal we have employed ab initio quantum chemistry, classical dynamics and quantum dynamics methods. Much of the research has focused on the behavior of molecules confined within single-walled carbon nanotubes (SWCNTs). We have also studied interactions of small molecules with the exterior surface of SWCNTs. Nonequilibrium molecular dynamics of interfaces of sliding surface interfaces have also been performed.
