Cloture is the only means by which the Senate can vote to limit debate on a matter, and thereby overcome a possible filibuster. It would be erroneous, however, to assume that cases in which cloture is sought are the same as those in which a filibuster occurs. Cloture may be sought when no filibuster is taking place, and filibusters may occur without cloture being sought.

Cyber- security refers to three things: measures to protect information technology; the information it contains, processes, and transmits, and associated physical and virtual elements (which together comprise cyberspace); the degree of protection resulting from application of those measures; and the associated field of professional endeavor. This report aims to examine what kind of national cyber-security framework may be needed and how it might be implemented, and it addresses three questions: 1. Where are the major cyber-security weaknesses currently, and where might weaknesses be anticipated in the future? What are the major means of leverage for addressing those weaknesses? What roles should government and the private sector play in the use of those means of leverage to address current and potential future weaknesses?

Congress has long been concerned about whether U.S. policy advances the national interest in reducing the role of the People's Republic of China (PRC) in the proliferation of weapons of mass destruction (WMD) and missiles that could deliver them. China has taken some steps to mollify U.S. concerns about its role in weapons proliferation. Skeptics question whether China's cooperation in weapons nonproliferation has warranted President Bush's pursuit of stronger bilateral ties. This report discusses the national security problem of China's role in weapons proliferation and issues related to the U.S. policy response, including legislation, since the mid-1990s.

Major amendments to the Clean Air Act were among the first items on the agenda of the 109th Congress, with S. 131 (the Clear Skies Act) scheduled for markup by the Senate Environment and Public Works Committee March 9. In recent years there has been a growing sense of urgency to develop and deploy effective missile defenses against a range of long and short range ballistic missile threats. Although many might believe this to be relative new to U.S. national security objectives, such interest been ongoing since the 1960s, and current technologies being investigated date to the early 1980s. This effort has been challenging technically and politically controversial. Some $100 billion has been spent since the mid-1980s. This report provides a brief overview of U.S. efforts to date.

The Deepwater program is a $24-billion, 25-year acquisition program to replace or modernize 93 Coast Guard ships and 207 Coast Guard aircraft. The Coast Guard’s FY2006 budget requests $966 million for the program. Some Members of Congress have strongly criticized the Deepwater program on several grounds. The House version of H.R. 2360, the FY2006 Department of Homeland Security (DHS) appropriations bill, reduces the FY2006 Deepwater funding request to $500 million; the Senate version reduces it to $905.6 million.

Consolidated Appropriations for FY2005, including Foreign Operations (P.L. 108-447, signed into law on December 8, 2004), provides $205 million in FREEDOM Support Act (FSA) assistance to the South Caucasus states.

Report discussing the most recent updates regarding concerns surrounding Iran, including the potential support they offer to terrorist organizations, as well as detailing the measure that the U.S. took in order to peacefully discuss these matters. The report also details major concerns the U.S. has relating to Iran's human rights practices, limits on democracy, and violence against the U.S.-led Middle East peace process.

The House passed H.R. 6, the Energy Policy Act of 2005, on April 21, 2005 (249-183). The legislation includes a “safe harbor” provision to protect methyl tertiary-butyl ether (MTBE) refiners from product liability suits, which was retained after a close vote on an amendment to drop the language (213-219). In the 108th Congress, there was opposition to this provision in the Senate. It is unclear how its inclusion may affect Senate passage of an energy bill in the 109th Congress. House Republicans have indicated that a compromise will be sought to satisfy the other body. Language in the House-passed bill would also authorize opening of the Arctic National Wildlife Refuge (ANWR) to exploration and development. An amendment to delete the ANWR provisions from H.R. 6 was defeated (200-231).

President Bush has highlighted Social Security reform as a top priority during his second term. The President has not presented a detailed plan for reform. Rather, he has put forth guidelines for Congress to consider in the development of legislation to create personal accounts within a program in need of “wise and effective reform.” The President has acknowledged that other changes would be needed to address the system’s projected long-range funding shortfall. In recent years, reform ideas have ranged from relatively minor changes to the current pay-as-you-go social insurance system to a redesigned program based on personal savings and investments modeled after IRAs and 401(k)s.

Plan Colombia was developed by former President Pastrana (1998-2002) as a six-year plan to end Colombia’s long armed conflict, eliminate drug trafficking, and promote economic and social development. The Andean Counterdrug Initiative (ACI) is the primary U.S. program that supports Plan Colombia. In addition, Colombia receives assistance from the Foreign Military Financing (FMF) program and the Department of Defense’s central counternarcotics account. ACI funding for Plan Colombia from FY2000 through FY2005 totals approximately $2.8 billion. When FMF and DOD assistance is included, the total level of U.S. support to Colombia is $4.5 billion.
