Since the 9/11 terrorist attacks, CRS estimates that the Administration has allocated a total of about $357 billion for military operations, reconstruction, embassy costs, and various foreign aid programs in Iraq and Afghanistan, and for enhanced security at defense bases. This total includes $45 billion in “bridge” funding for the Department of Defense (DOD) as provided in H.J.Res. 68 /P.L.109- 77, a FY2006 Continuing Resolution, which was signed by the President on September 30, 2005.

The F-22A Raptor is a next-generation fighter/attack aircraft that features the latest stealth technology to reduce detection by radar. Using more advanced engines and avionics than the current F-15 Eagle, the F-22A is intended to maintain U.S. Air Force capabilities against more sophisticated enemy aircraft and air defenses in the 21st century. Agricultural Issues in the 109th Congress (open access)

Agricultural Issues in the 109th Congress

A number of issues affecting U.S. agriculture are receiving attention during the 109th Congress. Some are related to new initiatives or to unfinished legislation from the 108th Congress; others have been the focus of ongoing congressional oversight. The agriculture committees are required by the FY2006 budget resolution to report legislation this year that reduces spending on mandatory food and agriculture support programs by $3 billion over the next five years. Other issues of importance to agriculture during the 109th Congress include the possible reauthorization of an expiring dairy support program; multilateral and bilateral trade negotiations; concerns about agroterrorism, food safety, and animal and plant diseases (e.g., “mad cow” disease and Asian soybean rust); high energy costs; environmental issues; and a number of agricultural marketing matters. Although the current (2002) farm bill (P.L. 107-171) generally does not expire until 2007, the agriculture committees could begin hearings on a new measure later this year. This report will be updated if significant developments ensue.

The Posse Comitatus Act and Related Matters: A Sketch

The Posse Comitatus Act states that: Whoever, except in cases and under circumstances expressly authorized by the Constitution or Act of Congress, willfully uses any part of the Army or the Air Force as a posse comitatus or otherwise to execute the laws shall be fined under this title or imprisoned not more than two years, or both. 18 U.S.C. § 1385. It reflects an American tradition that bridles at military involvement in civilian affairs. Congress, however, has approved a number of instances where extraordinary circumstances warrant a departure from the general rule, particularly in cases where the armed forces provide civilian assistance without becoming directly involved in civilian law enforcement. This is an abridged version of The Posse Comitatus Act and Related Matters: The Use of the Military to Execute Civilian Law, CRS Report 95-964 in which the authorities for the statements made here may be found. This report summarizes proposed bills that could result in increased interaction between military and civil authorities.

This report discusses trends in poverty in the United States. In 2004, 37 million people were found poor under the official poverty definition — a 1.1 million increase from 2003. The poverty rate, or percent of the population considered poor, increased for the fourth straight year, to 12.7% in 2004 — up from 12.5% in 2003, and 11.3% in 2000, its most recent low.
